Prime Minister requests response to local petitions before July 15, no further delay
The Prime Minister directed that the issue must be focused and urgently resolved immediately, or if it has not been resolved, it must be clearly answered and guided to localities, ministries and branches before July 15; no further delay is allowed.
Prime Minister Pham Minh Chinh has just directed the handling of recommendations and proposals from localities and agencies.
The Prime Minister previously requested Ministers, Heads of ministerial-level agencies, and Chairmen of Provincial and Municipal People's Committees to urgently review and promptly handle recommendations and proposals from localities and agencies.
As of July 1, out of a total of 1,192 petitions and proposals sent to ministries and agencies, after review, the actual number received was 1,038 petitions and proposals.
To date, relevant ministries and agencies have resolved 769/1,038 petitions and proposals (74%); 269/1,038 petitions and proposals are still being studied and resolved (26%). Some ministries and agencies have resolved and responded to 100% of the petitions and proposals received, such as: Home Affairs, Justice, Information and Communications, State Bank of Vietnam...

Some ministries and agencies received many recommendations and proposals and had high resolution and response rates, such as: Planning and Investment (161/177, reaching 91%), Agriculture and Rural Development (78/87, reaching 90%), Finance (148/200, reaching 74%). The ministries and agencies committed to promptly studying, resolving, responding, and providing guidance on the remaining recommendations in accordance with the Prime Minister's direction.
The Prime Minister acknowledged and highly appreciated the ministries and agencies for their determination, efforts and attempts in reviewing, resolving, guiding and responding to recommendations and proposals sent to them; gradually removing difficulties and obstacles.
However, there are still some shortcomings and limitations in this work, leading to recommendations and proposals from localities and agencies not being resolved or responded to promptly; there are still situations where recommendations and proposals are overlooked or forgotten and not resolved.
No delays, no omissions, no congestion
The Prime Minister requested Ministers, Heads of ministerial-level agencies, and Heads of Government agencies to continue to thoroughly grasp and seriously implement instructions on rectification and strengthening responsibility in handling work of ministries, agencies, and localities.
Agencies and units urgently review and promptly handle recommendations and proposals from localities and agencies, improving the effectiveness and efficiency of direction and management. Closely monitor and direct to consider and resolve recommendations and proposals from localities and agencies in a timely manner; avoid delays, omissions, and work congestion at the ministry or agency.
The Prime Minister requested that resolving or providing timely and accurate guidance and responses to recommendations and proposals from localities and agencies is a key and regular task and an important criterion in evaluating the completion of tasks of collectives, individuals, cadres and civil servants.
The Prime Minister stated that for recommendations and proposals from localities and agencies under the authority of ministries and branches that have not yet been resolved, they must be focused on and urgently resolved immediately, or if they have not been resolved, they must be responded to and clearly guided before July 15; there must be no further delay.
For recommendations and proposals from localities and agencies that are not under the jurisdiction of ministries and branches, a document must be immediately sent to the competent authority and the locality or agency making the recommendation or proposal must be notified or the document must be returned and a clear and specific response and guidance must be provided.
In cases that fall within the functions, tasks and management areas but are beyond the authority of the ministry or agency, it is necessary to promptly preside over and coordinate with relevant agencies to report to competent authorities for consideration and decision in accordance with regulations, without delay or prolongation; at the same time, notify the locality and agency with recommendations and proposals.
The Chairman of the People's Committee of the province or city, the Head of the agencies with recommendations and proposals shall proactively and actively resolve the work according to their prescribed functions, tasks and powers. When submitting recommendations and proposals, they must carefully study and review them to send them to the correct ministry or competent agency for resolution; fully prepare relevant documents according to regulations so that the ministry or agency has sufficient basis for consideration and resolution.
After sending recommendations and proposals, it is necessary to proactively coordinate, exchange regularly, and actively urge ministries and agencies to consider and resolve; if necessary, propose to work with the Minister and Head of the agency to promptly handle according to regulations.
Monthly report to the Prime Minister on recommendations and proposals from localities and agencies that have not been promptly resolved by ministries and branches (if any).
