Implementing Decree 168: Reducing accidents, increasing discipline, contributing to building traffic culture - Part 3: Applying technology to "build" self-awareness

During the implementation of Decree 168, along with propaganda and deterrence, the authorities in Nghe An province have increased the application of technology to monitor, detect and handle violations of traffic safety and order. Thereby, contributing to building a civilized and safe traffic culture for the people.

Vinh urban area (old), now divided into 6 wards - is a pioneer in applying technology to handle traffic safety violations.

After 5 months of official operation, the system of more than 600 security and traffic safety surveillance cameras in Thanh Vinh, Truong Vinh, Vinh Hung, Vinh Phu, Vinh Loc wards has not only helped the authorities detect and handle thousands of violations, but also contributed significantly to changing the behavior of traffic participants in a more positive and proactive direction.

In the context of Decree 168/2023/ND-CP officially taking effect with many increased penalties, the combination of modern monitoring technology and strict sanctions has created a clear change in practice.

Many people said that before, when there were no cameras, they still had the mentality of “avoiding” the authorities, ready to violate the law when they did not see the traffic police. But now, with a dense surveillance camera system, intentional law violations will be recorded and “coldly” punished, forcing people to change their attitude, from coping to voluntarily complying.

Ms. Nguyen Thi Hai, a resident of Thanh Vinh ward, shared that the policy of investing in installing a surveillance camera system not only helps the authorities effectively handle violations, but also has an "invisible monitoring" effect but is very obvious for each traffic participant.

In the past, if there was no traffic police, some people would run red lights, drive in the wrong lane, or park illegally. But since the cameras came into operation, everyone has been more careful. Me too, I used to be in a hurry, encroach on the lane, or run lights for a few seconds, but now I don't dare anymore. When parking, I have to observe very carefully to see if I am in a permitted area. The cameras don't miss anyone, so everyone has to comply more strictly."

I knew that traffic cameras had been installed in the area, but I was in a hurry to pick up my child and it was raining so I subjectively drove over the speed limit. A few days later, I received a notice of violation and was fined 900,000 VND. I was really surprised. From then on, every time I go out, I watch my speed more carefully and drive carefully...”.

According to Major Dao Duy Son - Vinh Traffic Police Team, under the Provincial Traffic Police Department: The camera system not only helps detect common violations such as running red lights, speeding, and driving in the wrong lane, but also contributes to traffic regulation. When the number of vehicles increases during rush hour or holidays, through the control center, the traffic police can immediately grasp the congestion point and deploy timely regulation plans.

Even through the camera system, the authorities can easily trace and detect many violators. Typically, on June 27, Team 373 of Nghe An Provincial Police coordinated with the Traffic Police Department to arrest 4 subjects to investigate and clarify the acts of Disturbing public order and violating traffic safety.

The arrested subjects include: Le Duc Q. (born 2007), Le Duc D. (born 2008), Hoang Tran Ch. (born 2007), all residing in Do Luong commune (Bac Son and Dang Son communes, former Do Luong district); Nguyen Canh Vinh T. (born 2009), residing in Luong Son commune (formerly Trang Son commune, former Do Luong district).

Previously, at around 11pm on June 23 (when the district level had not yet been abolished), the group of teenagers drove two motorbikes without license plates and without helmets from Do Luong district to the old Vinh city and swerved, accelerated, shouted, ran red lights, then cut in front of other vehicles and teased passersby.

More dangerously, when going to Quang Trung Street (old Vinh city), this group of young men also drove their motorbikes to overtake, tease, cut in front of and behaved indecently towards two girls going in the same direction, causing outrage among passersby.

After receiving information from the people, the authorities quickly took action to verify, investigate and clarify the case. At the same time, in coordination with the Command Information Center, the Provincial Police Staff Department extracted images from security cameras and synchronously deployed professional measures to track down the subject.

At around 1:20 p.m. on June 27, this group of subjects was arrested for investigation of disturbing public order and violating traffic safety.

As the fines for violations increase sharply according to Decree 168, cameras become an effective tool to ensure deterrence and fairness in handling. Whether it is citizens, officials or businesses, if they violate, they can all be detected and handled the same, without exception.

One noteworthy point is that the cold fines via camera help limit direct contact between people and traffic police, thereby increasing transparency and objectivity in handling violations, while saving manpower for patrolling and controlling.

According to the project approved by the Ministry of Public Security, after more than 10 months of urgent construction, by January 2025, all 191 target points in the old Vinh City, now Thanh Vinh, Truong Vinh, Vinh Hung, Vinh Phu, Vinh Loc wards, had more than 600 cameras installed and officially put into operation. The system is mainly concentrated at intersections, roundabouts, inner-city routes and key areas of security and order.

After Vinh urban area was divided into 6 wards since July 1, this camera system was not affected. All cameras are connected to the General Operation Center, using high-speed fiber optic cable to ensure security, stability and accuracy of data.

The system is integrated with artificial intelligence (AI), helping to identify license plates, analyze vehicle characteristics, track journeys, detect violations such as running red lights, driving in the wrong lane, not wearing helmets, carrying too many people, speeding, etc.

What is special is that the system is capable of detecting violations in real time and storing data to serve the task of handling violations. The entire process, from recording errors to sending violation notices, is performed automatically and synchronously through violation management software, ensuring accuracy and objectivity.

Not only in the field of traffic, the system also helps support and trace the investigation of incidents and cases, ensuring security and order. Since January 22, 2025, the official operation date, the system has supported the tracing and investigation of 60 incidents and cases; contributing to the protection of 40 major political and social events.

Notably, data from the system also supported the police forces of neighboring localities such as Thanh Hoa and Ha Tinh in successfully investigating 12 cases, clearly demonstrating the role of connecting and sharing professional data.

According to Lieutenant Colonel Hoang Manh Hung - Deputy Head of the Traffic Police Department of Nghe An Provincial Police, the combination of synchronous deployment of smart camera systems with the implementation of Decree 168 has created a new step in the management of traffic order and safety.

In particular, cameras are not only a means of technical support, but also act as an "extended arm" of the authorities, helping to detect violations publicly, accurately and independently of the time or patrol personnel.

When combined with a surveillance camera system, along with license plate identification, it is possible to immediately identify violating vehicles, thereby sending violation notices to vehicle owners and violators accurately and effectively.

The cold fines also contribute to reshaping urban traffic culture, forcing people to proactively comply with the law instead of "taking advantage" and violating when they see the absence of authorities.

Through camera systems, all traffic violations are fully recorded, from time, location to specific violations such as running red lights, speeding or driving in the wrong lane...

This information will be sent to vehicle owners accurately, creating fairness for all traffic participants. Penalties via cameras not only help detect violations immediately but also reduce dependence on the Traffic Police during patrols.

This not only helps relieve pressure on authorities but also creates a highly transparent traffic environment.

The system also helps authorities shorten the time to investigate and track down violators, especially in cases of hit-and-run accidents, public disorder or criminal behavior. Storing complete and accurate data also helps increase persuasiveness when handling complaints, contributing to strengthening people's trust in state management in the field of traffic.

In fact, in recent times, the work of digital transformation and application of science and technology in traffic management and operation; connecting and sharing traffic databases; reforming administrative procedures and innovating methods of patrolling, controlling and handling violations of laws in the field of traffic have been directed by the Provincial People's Committee to be implemented resolutely.

In addition to the system of 600 new cameras installed at 191 locations in Thanh Vinh, Truong Vinh, Vinh Hung, Vinh Phu, Vinh Loc wards, Nghe An also has a camera system to monitor traffic violations on National Highway 1A, including 20 "magic eye" camera clusters and a camera system to monitor traffic and security and order, with wards and communes in the province proactively mobilizing social resources to install on key routes in the area.

In addition, the management of transport vehicles in the province has been improved in efficiency thanks to the use of a system of journey monitoring equipment and surveillance cameras.

In the past two years, through inspection and examination activities of the authorities in Nghe An, 375 cases of violations in transporting goods by car were discovered, fines of more than 1.2 billion VND were imposed, and the right to use licenses, practice certificates, and badges were revoked in 212 cases.

A strict sanction along with a thoroughly applied technology system, clearly identifying violations will form the awareness of compliance of traffic participants...
