On the morning of August 4, the Standing Committee of Nghe An Provincial People's Council held a meeting to review reports, submissions, and draft resolutions in preparation for the second session of the 18th Provincial People's Council, term 2021 - 2026.

TOTAL INVESTMENT INCREASED 2.99 TIMES

At the meeting, the Standing Committee of the Provincial People's Council reviewed the reports and draft resolutions submitted by the Provincial People's Committee, including: reports on socio-economic development in the first 6 months of the year, tasks for the last 6 months of 2021; submission and draft resolution on tasks for the last 6 months of 2021.

Report on the work in the first 6 months of the year, tasks for the last 6 months of 2021; report on the implementation of the public investment plan in the first 6 months of the year; tasks for the first 6 months of 2021. Resolution on giving opinions on the report on the implementation of the public investment plan in 2021 and the expected public investment plan in 2022.

In the first 6 months of the year, the entire provincial political system has made great efforts and focused on the prevention and control of the Covid-19 epidemic with the spirit of "fighting the epidemic like fighting the enemy". State budget revenue in the first 6 months of the year reached 10,042 billion VND. Foreign affairs and investment promotion activities were directed and implemented in accordance with the situation and developments of the Covid-19 epidemic.

By the end of June 2021, Nghe An had granted new licenses to 51 projects and adjusted 69 projects; the total newly granted and increased investment capital was more than 12,063 billion VND; compared to the same period in 2020, the number of projects increased by 24%, the total investment increased by 2.99 times. Disbursement of public investment capital in 2021 by the end of June reached 30.79% of the detailed plan.

The cultural and social fields continue to receive attention and direction, especially focusing on the prevention and control of the Covid-19 epidemic, taking care of social security, and promptly supporting people facing difficulties due to the pandemic.

At the meeting, the Standing Committee of the Provincial People's Council basically agreed with the results achieved by the province in the first 6 months of the year, and discussed a number of related issues.

At the meeting, leaders of relevant departments and branches explained and clarified related contents. On behalf of the Provincial People's Committee, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh fully received the opinions and requested the departments and branches to have specific reports and explanations; at the same time, discussed a number of solutions to improve the quality of reports and submissions to the Provincial People's Council in the coming time.

Concluding this content, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh agreed with the results of the assessment of task performance in the first 6 months of 2021; as well as some shortcomings, limitations and causes.

In particular, the Standing Committee of the Provincial People's Council acknowledged that the Provincial People's Committee has basically performed well two tasks at the same time: preventing and fighting the Covid-19 epidemic and implementing socio-economic development scenarios in 2021.

In particular, compared to the general picture of the whole country, Nghe An has done a good job in preventing and fighting the Covid-19 epidemic in the spirit of: timely, drastic, synchronous and relying on the people, so up to this point, it has basically controlled and contained the epidemic in the area; at the same time, it has provided human resources for the health sector to Ho Chi Minh City and welcomed citizens back. Along with that, the socio-economic situation, despite difficulties, has achieved positive growth results.

The Standing Committee of the Provincial People's Council also agreed with the groups of tasks and solutions for the last 6 months of the year presented by the Provincial People's Committee, noting the need to continue to well implement the group of tasks and solutions to prevent and control the Covid-19 epidemic with the spirit of proactively implementing the directions of the Central and Provincial Party Committee; having smooth and synchronous coordination between sectors and localities.

In particular, the Standing Committee of the Provincial People's Council emphasized that in the context of the complicated developments of the Covid-19 epidemic, the most important thing is to continue to grasp and update the situation, policies and directions to promptly implement epidemic prevention and control work; at the same time, resolutely urge sectors and localities to fulfill the targets of the plan and economic growth scenarios in 2021.

The Standing Committee of the Provincial People's Council also requested that, in the last 6 months of the year, the Provincial People's Committee should do a good job in disbursing public investment capital; pay attention to budget revenue and expenditure, in which there should be solutions to balance and stabilize the revenue structure because the budget revenue in the first 6 months of the year, the revenue from land fees still accounts for a high proportion; along with that, focus on practicing thrift, fighting waste, especially researching to soon put into practice the allocation of public vehicles; strengthen the application of information technology in leadership and management.

The Standing Committee of the Provincial People's Council also requested departments and branches to prepare well the socio-economic content so that they can promptly explain the opinions of delegates at the upcoming session.

Also in this morning's working session, the Standing Committee of the Provincial People's Council listened to and commented on a number of inspection reports of the Committees and discussed reports, submissions, and draft resolutions submitted by the Standing Committee of the Provincial People's Council to the meeting.
