MANY ISSUES NEED TO BE CLARIFIED

At the meeting, the Standing Committee of the Provincial People's Council reviewed the report on socio-economic development in the first 6 months of the year, tasks for the last 6 months of 2022; submission and draft resolution on implementing tasks for the last 6 months of 2022; report reviewing the direction and administration of the Provincial People's Committee in the first 6 months of 2022; directions and tasks for direction and administration in the last 6 months of 2022; report on the implementation of the public investment plan in the first 6 months of the year, tasks for the last 6 months of 2022; draft Resolution on giving opinions on the report on the implementation of the public investment plan in 2022 and the expected public investment plan in 2023.

Accordingly, the total regional product (GRDP) is estimated at VND 46,426 billion, up 8.44%, exceeding the proposed scenario of 7.7 - 8.3% and compared to the same period in 2021 (in the first 6 months of 2021, GRDP increased by 7.43%). With the above results, Nghe An ranked 2nd in the North Central region, 18/63 provinces and cities nationwide in terms of growth rate.

As of June 15, 2022, Nghe An continued to achieve positive results in investment attraction with 50 newly licensed projects and 59 adjusted projects; thereby, the total investment capital reached more than VND 26,435 billion, an increase of 1.68 times over the same period.

State budget revenue is estimated at VND 10,100 billion, reaching 67.4% of the estimate. By June 20, 2022, Nghe An had also disbursed nearly VND 2,842 billion in public investment capital, reaching 30.27%.

At the meeting, the Standing Committee of the Provincial People's Council acknowledged the results of socio-economic development of the province in the first 6 months of the year under the direction of the Provincial People's Committee.

In addition, the Standing Committee of the Provincial People's Council also requested the Provincial People's Committee and related departments and branches to clarify a number of contents, especially solutions in the last 6 months of this year to remove difficulties and obstacles in disbursing public investment capital, especially in the context of high input prices of raw materials; focus on allocating capital for national target programs according to the Central's request to the address.

Opinions at the meeting also suggested that the Provincial People's Committee have clearer solutions to handle some issues such as: crimes of human trafficking and child trafficking in mountainous areas; illegal exploitation of land, sand and gravel; unsatisfactory political reform; slower changes in socio-economic life in ethnic minority areas compared to other areas; crimes taking advantage of cyberspace to commit fraud; clean water issues in the province, especially in Vinh city; vocational training, connecting labor supply and demand, employment; management of natural resources and minerals; high auction prices of land leading to difficulties for people, especially poor households, to access;...

Commenting on the socio-economic situation, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi mentioned that enterprises in industrial zones have difficulty recruiting workers, but paradoxically, many workers are unemployed. On the other hand, hospitals are currently lacking medicine and medical supplies... These are practical problems that the Vice Chairman of the Provincial People's Council proposed solutions; at the same time, he suggested strengthening inspection and handling of alcohol concentration violations to ensure traffic safety.

On behalf of the leaders of the Provincial People's Committee attending the meeting, Vice Chairman of the Nghe An Provincial People's Committee Hoang Nghia Hieu said that the Provincial People's Committee will accept the opinions of the Standing Committee of the Provincial People's Council, especially on improving the quality and ensuring the time for submitting draft resolutions; paying attention to removing difficulties for businesses in the context of a very high increase in construction materials; having solutions to overcome the lack of medical supplies and medicines; the quality of clean water is not guaranteed...

HAVE SOLUTIONS TO PROBLEMS THAT DEEPLY AFFECT PEOPLE'S LIVES

Concluding the review session, Secretary of the Provincial Party Committee and Chairman of the People's Council of Nghe An province Thai Thanh Quy agreed with the assessment of the Provincial People's Committee on the socio-economic situation in the first 6 months of the year.

However, regarding the report on socio-economic development in the first 6 months of the year and tasks for the last 6 months of 2022, emphasizing that this is a central report of a general nature, the Chairman of the Provincial People's Council requested that it be highly general, concisely synthesized and provide key solutions. As for the remaining thematic reports, they need to be analyzed, evaluated, and provide thorough and specific solutions.

In particular, through the discussion, regarding the cultural and social fields, the Chairman of the Provincial People's Council suggested that it is necessary to supplement the assessment of contents related to vocational training, the arrangement of human resources to meet the requirements of socio-economic development, especially for businesses; at the same time, it is necessary to analyze the reasons for the delay in paying Covid-19 epidemic prevention allowances to medical staff; as well as further evaluate the honoring of those who have contributed to the prevention and control of Covid-19 epidemic both in the health sector and among the people; shortages of medical supplies and medicines, especially in public hospitals.

Regarding security and order in the area, the thematic report also needs to analyze and evaluate the situation of cybercrime; crimes in mountainous areas, border areas, ethnic minority areas such as: human trafficking, child trafficking, drugs... Some issues related to environmental violations in production, business, mineral exploitation management; traffic order and safety... thereby, having solutions for the last 6 months of the year.

When evaluating the above contents, the Chairman of the Provincial People's Council noted the need to pay attention to the direction to have a quality reporting system, accurately analyze the current situation and practical situation in the first 6 months of the year; have solutions for the problems that have been warned, arisen, deeply affecting the thoughts, feelings and lives of the people.

In the process of implementing solutions for the overall report, as well as thematic reports, the head of the Provincial People's Council also requested that the Provincial People's Committee and related departments and branches pay attention to and pay more attention to solutions to implement the conclusions after the supervision of the Provincial People's Council and the explanation session of the Standing Committee of the Provincial People's Council.

Regarding the report reviewing the direction and administration of the Provincial People's Committee in the first 6 months of 2022, the results achieved were acknowledged. However, through the discussion, Chairman of the Provincial People's Council Thai Thanh Quy concluded that it is necessary to re-evaluate the reasons for the consultation on the draft of a number of resolutions and documents submitted to the Provincial People's Council that did not meet the requirements, especially did not meet the regulations on promulgation. Thereby, the Chairman of the Provincial People's Council requested that it is necessary to learn from experience and improve discipline in implementation; at the same time, it is necessary to resolutely improve administrative reform work.

Regarding public investment, the Provincial Party Secretary and Chairman of the Provincial People's Council requested to ensure strictness in terms of necessary data; at the same time, it is necessary to clearly evaluate and analyze the causes, especially subjective causes leading to low disbursement rates; the allocation of resources for projects; pay attention to solutions for early repayment and promote project payment and settlement; and digitize to monitor public investment projects.

Reiterating the viewpoint of the Provincial Party Committee Standing Committee, the Chairman of the Provincial People's Council emphasized the view that public investment capital should be allocated to projects with spillover, motivation, and the potential for great influence first to be completed right from the first years of the term.

On the other hand, the Provincial People's Committee also needs to pay attention to allocating capital for three national target programs, especially the socio-economic development program for ethnic minority and mountainous areas.

At the meeting, the Standing Committee of the Provincial People's Council also listened to and gave opinions on the preparations for the upcoming 7th Session; evaluated the results of activities in June, and agreed on tasks for July.
