(Baonghean.vn) - On the afternoon of October 30, the Standing Committee of Nghe An Provincial People's Council held a regular meeting for October 2023. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation chaired the meeting.

Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; leaders of the Provincial People's Council Committees.
Representatives of the Provincial People's Committee included Mr. Bui Dinh Long - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee and representatives of the Provincial People's Committee Office. Also attending were representatives of the Standing Committee of the Provincial Vietnam Fatherland Front Committee.
PREPARE CAREFULLY FOR THE EXPLANATION SESSION
At the meeting, the Standing Committee of the Provincial People's Council heard a report on the preparation of contents for the explanation session in the last 6 months of 2023, scheduled to be held on November 14.

The explanation session will focus on the implementation of Project 1 on solving the shortage of residential land, housing, production land, and domestic water under the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period in the province.
According to the leader of the Provincial People's Council's Ethnic Committee, this unit will conduct a survey of a number of units and establishments in Ky Son and Tuong Duong districts.

Regarding this content, Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Thai Thanh Quy emphasized that the Provincial Ethnic Committee has conducted local surveys well, if necessary, surveys at a number of departments and branches.
At the same time, discuss with the Provincial Ethnic Committee to complete the report on the implementation of Project 1 on solving the shortage of residential land, housing, production land, and domestic water under the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030 in the province, especially requesting clarification of the contents related to the explanation session; thereby effectively serving the explanation session.
Along with that, the Provincial Party Secretary and Chairman of the Provincial People's Council said that at the explanation session in November 2023, the Standing Committee of the Provincial People's Council will listen to the Provincial People's Committee report on the results of implementing 4 conclusions of the Standing Committee of the Provincial People's Council in 4 explanation sessions from the beginning of the 2021-2026 term to present.
IMPROVING THE RESPONSIBILITY OF UNITS AND LOCALITIES IN RESPONDING TO VOTERS' PETITIONS
At the meeting, the Standing Committee of the Provincial People's Council also assessed the results of activities in October; discussed and agreed on tasks for November 2023; and reported on people's petition work in October 2023.
Regarding the work of people's petitions, the Standing Committee of the Provincial People's Council assessed: The Provincial People's Committee, departments, branches and localities focused on studying, receiving, resolving and responding to voters' opinions and recommendations before, during and after the 14th session of the Provincial People's Council, basically ensuring compliance with regulations, resolving many difficult and pressing issues in practice, creating positive changes, meeting voters' legitimate aspirations.

The work of receiving citizens, receiving and handling complaints and denunciations of the Provincial People's Council has many clear changes, the quality is increasingly improved. Most of the contents of complaints, denunciations, and recommendations of citizens are summarized, transferred to competent agencies, urged to resolve promptly, in accordance with regulations. Coordinate well with the Standing Committee of the People's Council, People's Committees of localities, proactively grasp the actual situation as well as regulations on handling complaints, denunciations and recommendations of citizens. Strengthen monitoring, reviewing, urging and supervising competent agencies to resolve citizens' complaints, thereby enhancing the responsibility of all levels and sectors in resolving complaints, contributing to protecting the legitimate rights and interests of citizens.
However, there are still some shortcomings in the content of responses to voters before, during and after the 14th Session, which are not focused, and have not provided specific solutions and time for resolution; the resolution progress is still slow and prolonged; there are still 2 units that have not yet responded in writing to and resolved voters' petitions via the online telephone line at the 14th Session of the 18th Provincial People's Council; at the same time, 11 units have not yet responded in writing to petitions sent by the Standing Committee of the Provincial People's Council in July, August and September.

Regarding agencies and units that are slow to respond and resolve voters' petitions sent by the Standing Committee of the Provincial People's Council, Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi said that the current difficulty is that there are no sanctions; therefore, he proposed that the Provincial People's Committee amend Decision No. 25/2019/QD promulgating the Regulations on receiving, resolving and responding to voters' petitions in the province to have appropriate sanctions, in order to enhance responsibility in this matter.
Regarding the key tasks in November 2023, the Provincial Party Secretary and Chairman of the Provincial People's Council requested careful preparation for the summary of Party and professional work; at the same time, requested the Provincial People's Committee to promptly prepare reports, submissions, and draft resolutions to submit to the year-end meeting of 2023 scheduled to be held from December 4-6.

The Provincial People's Council Committees joined hands to urge and examine the submissions and draft resolutions submitted by the Provincial People's Committee to best prepare for the meeting at the end of 2023.
In addition, the Provincial People's Council Office calculates and arranges to prepare for submission to competent authorities for approval of delegations going out and coming in 2024 to serve foreign affairs activities.

Regarding the work of people's petitions in particular and other activities in general, the Chairman of the People's Council of Nghe An province also requested to continue to carry out the digital transformation of the activities of the Provincial People's Council; especially focusing on building software to manage, classify, monitor and handle voters' petitions and feedback; at the same time, assign the Office of the Provincial People's Council to synthesize the units that respond to and resolve voters' petitions to present at the Provincial People's Council forum.

Provincial Party Secretary and Chairman of the Provincial People's Council Thai Thanh Quy also requested the Provincial People's Committee to review Decision No. 25/2019/QD promulgating the Regulations on receiving, handling and responding to voters' petitions in the province; if there are any shortcomings, adjustments should be made and stronger sanctions should be imposed on this issue.
Also at the working session, the Standing Committee of the Provincial People's Council listened to and gave opinions on the content arising between the two sessions.
