The Standing Committee of the Provincial People's Council gave opinions on the preparations for the 25th Session (regular session at the end of 2024) of the 18th Provincial People's Council, taking place over 2 days (December 5 and 6, 2024).

It is expected that the session will consider 34 reports from the Standing Committee of the Provincial People's Council, the Provincial People's Committee and judicial agencies...; and at the same time consider 48 draft resolutions. This is the session with the largest volume of reports and resolutions ever.
According to the report of the leaders of the Office of the National Assembly Delegation - Provincial People's Council, the basic preparations have been completed. The Standing Committee and the Provincial People's Council Committees conducted the review from November 25 to 28, 2025; compiled the opinions and recommendations of voters (after the Provincial People's Council delegates met with voters before the session).

The meeting will conduct questions and answers on two issues related to culture and health.
Specifically, the first content is "groups of issues on solutions to implement targets, quality of cultural villages, hamlets, and blocks; the rate of communes, wards, and towns with cultural and sports institutions meeting the criteria according to regulations and targets set out in Resolution 18/2020/NQ-HDND dated December 13, 2020 of the People's Council of Nghe An province; management of outdoor advertising activities; building a cultural environment associated with building, perfecting and promoting the identity of Nghe people; developing cultural industry in the province". The person answering the questions is the Director of the Department of Culture - Sports.
The second content is “groups of issues on the implementation of the autonomy mechanism in public hospitals in the province today; The situation of drug supply, medical examination and treatment services under health insurance for health insurance patients, especially patients with serious illnesses and poor patients, ethnic minority and mountainous areas. The implementation of the target on combating malnutrition in children in the province in the period of 2021 - 2025”. The person answering the questions is the Director of the Department of Health.

The Standing Committee of the Provincial People's Council assigned the Committee for Culture and Society to preside over and coordinate with the Committees of the Provincial People's Council to prepare the content of the questioning; send relevant documents and assign the Delegation Groups and Provincial People's Council delegates based on the practical situation in the election area, opinions and recommendations of voters to conduct the Group meeting, agree on the content to participate in the discussion and questioning at the session.
At the meeting, the Standing Committee of the Provincial People's Council and the delegates discussed a number of contents related to the preparation of a number of contents for the session, including contents related to the implementation of Resolution No. 137 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province; contents on preparing for questioning activities...

On behalf of the Provincial People's Committee, Vice Chairman of the Provincial People's Committee Bui Dinh Long received opinions from the Standing Committee of the Provincial People's Council, including the early preparation of reports and draft resolutions.
Regarding the two contents of questioning and answering questions, the Vice Chairman of the Provincial People's Committee assessed that these are rich fields with many issues to discuss and hoped that through questioning, the unfinished work, difficulties and obstacles would be thoroughly pointed out so that the Provincial People's Council could resolve them for more effective implementation.
Carefully prepare the meeting in the direction of innovation
Concluding this content, Permanent Vice Chairman of the Provincial People's Council Nguyen Nam Dinh affirmed that the 25th Session continues to inherit the innovations of the 21st Session (regular session in mid-2024), which is to shorten the time from 2.5 days to 2 days.

However, the session still needs to meet the prescribed program framework, which is to organize opening sessions, present a number of summary reports of the Provincial People's Committee and the Provincial Fatherland Front Committee to the session, discuss in groups, discuss in the hall, question and answer questions, consider and approve draft resolutions and close.
Emphasizing the requirement to ensure the quality of the meeting, comrade Nguyen Nam Dinh requested that the summary reports presented at the meeting need to be carefully prepared, with appropriate content, ensuring quality and time.
Informing that the meeting will continue to divide 21 groups of delegates into 4 discussion groups, he proposed to select delegates as Group Leaders, Deputy Group Leaders, and Secretaries of the 4 groups to conduct quality group discussions; fully prepare logistics work, and assign general staff.

Regarding the question and answer session, the Standing Vice Chairman of the Provincial People's Council emphasized that this is a normal activity at regular sessions of the Provincial People's Council and requires very thorough and thoughtful preparation for the successful session.
In addition, the Standing Vice Chairman of the Provincial People's Council also noted a number of contents to prepare for the meeting, especially emphasizing that 78 Provincial People's Council delegates must fully participate in all contents; in case of absence, there must be a legitimate reason and the consent of the Standing Committee of the Provincial People's Council.
At the working session, the Standing Committee of the Provincial People's Council agreed to select the thematic supervision content for 2025 as "supervising the settlement of voters' opinions and recommendations that have been pending and prolonged since the beginning of the term".
The Standing Committee of the Provincial People's Council gave comments on the draft Guidelines for organizing People's Council sessions to perfect the local government apparatus of district and commune-level administrative units according to Resolution No. 1243/NQ-UBTVQH15 dated October 24, 2024 of the National Assembly Standing Committee; assessed the results of activities in November, discussed and agreed on tasks for December 2024; listened to the report on people's petitions of the Standing Committee of the Provincial People's Council in October 2024.
