The Standing Committee of the Provincial People's Council held a session to explain the arrangement and assignment of officials, public assets and working conditions of commune-level authorities.

To operate the two-level local government smoothly and effectively, the Provincial People's Committee has actively directed and implemented the work of arranging, assigning, perfecting and supplementing cadres and civil servants.

The local government leadership apparatus at the commune level (People's Council, People's Committee) is designated to ensure the correct standards and conditions according to regulations; the work of mobilizing and receiving cadres and civil servants to work at agencies under the local government sector and temporarily handing over the payroll to local government at the commune level is based on the Central's guidance framework.

In terms of personnel, the provincial government has actively directed the addition and consolidation of cadres and civil servants to ensure the apparatus operates smoothly and effectively from July 2025, while focusing on professional training and fully implementing salary and allowance payment policies.

Regarding public assets and headquarters, according to the report of the Department of Finance, the Provincial People's Committee promptly directed the arrangement and allocation of working headquarters and public assets, including the allocation of official cars, and approved the plan to handle public assets and allocated 141 billion VND from the central budget to ensure operating conditions for the new commune-level government, with the aim of consolidating the grassroots administrative apparatus after reorganizing the administrative unit.

At the explanation session, leaders of departments, branches, localities, leaders of People's Councils and leaders of the Provincial People's Committee focused on analyzing the issues arising after nearly 4 months of operating the two-level local government. Opinions focused on the current situation of arrangement, assignment and ensuring the quantity and quality of staff at the grassroots level; the management, use and handling of public assets after the merger.

From that reality, delegates discussed and proposed many solutions to continue improving the efficiency, effectiveness and performance of the government apparatus, especially at the commune level, in the coming time.

During the explanation session, comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council acknowledged the achievements of the Provincial People's Committee, especially the advisory role of the Department of Home Affairs, Department of Finance, and related sectors in directing and implementing the operation of the two-level local government model in the province.

In order to overcome the shortcomings, limitations and difficulties in the arrangement and assignment of cadres, civil servants and working offices and public assets in the past time, so that the local government at the commune level can operate smoothly and effectively in the coming time, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu requested the Provincial People's Committee, Department of Home Affairs, Department of Finance and relevant sectors to focus on arranging, adjusting the payroll and training cadres and civil servants by reviewing and mobilizing surplus and shortage of personnel, issuing support policies and enhancing specialized training.

The Standing Deputy Secretary of the Provincial Party Committee requested relevant agencies to strengthen coordination and guide communes and wards to carry out the steps to establish and arrange cadres and civil servants for specialized departments and Public Administration Service Centers in 8 communes that do not carry out administrative unit arrangement.

Pay attention to and guide communes and wards in the process of building a project to establish a Construction Investment Project Management Board and establish a commune-level public service unit to provide basic and essential public services in the area.,meet the practical needs of the locality and reduce the pressure of performing professional tasks for cadres and civil servants.

At the same time, review and propose measures related to the arrangement of working headquarters and public assets, including reviewing the current status, balancing resources to renovate and repair headquarters, especially prioritizing difficult areas, and conducting centralized headquarters planning.

The Chairman of the Provincial People's Council requested the Provincial People's Committee to continue maintaining the activities of 4 Working Groups, directing departments and branches to closely coordinate in grasping the situation, guiding and supporting the commune-level authorities in removing difficulties for contents within the scope of the sector or related to the settlement of many agencies to have unified instructions, creating favorable conditions for implementation./.
