The Standing Vice Chairman of the People's Council of Nghe An province proposed to focus on removing obstacles to allocate and disburse capital for sustainable poverty reduction.
On the morning of October 14, the monitoring delegation of the People's Council of Nghe An province had a working session with the Department of Agriculture and Environment according to the plan to monitor the implementation of the National Target Program on Sustainable Poverty Reduction in Nghe An province.

Achieve poverty reduction goals and targets for the 2021 - 2025 period.
At the meeting, the report from the leaders of the Department of Agriculture and Environment affirmed that sustainable poverty reduction work has always been focused on by the province and localities; the results of sustainable poverty reduction in the period of 2021 - 2025 in the area all achieved the goals and targets of poverty reduction and reduced the shortage of basic social services in terms of employment, housing, domestic water, telecommunications services, nutrition, health insurance, education level...

The average annual reduction in the poverty rate in the whole province is 1.21% and the reduction in 2024 compared to 2021 is 3.64%. The average annual reduction in the poverty rate in mountainous areas is 2.29% and the reduction in 2024 compared to 2021 is 6.89%.
Especially in ethnic minority areas, the average annual decrease is 4.55%; the reduction result in 2024 compared to 2021: 13.66%, achieving the plan.
The estimated reduction in the poverty rate in 2025 compared to 2021 is 4.64%; the average annual reduction is 1.16%; the reduction in the poverty rate in mountainous areas in 2025 compared to 2021 is 8.58%, the average annual reduction is 2.15%.

Currently, the Sustainable Poverty Reduction Target Program is implementing 7 projects and a number of sub-projects; including projects to support investment in developing socio-economic infrastructure in poor areas; diversifying livelihoods, developing poverty reduction models; supporting production development, improving nutrition; developing vocational education and sustainable employment; supporting housing for poor and near-poor households, etc.

In addition to the achieved results, the Department of Agriculture and Environment also reported some difficulties and limitations in the implementation of the Program. Most concerning are the slow allocation and disbursement of capital and the low disbursement rate; the procedures and documents are too complicated, affecting the quality and progress of the Program implementation.
Regarding the implementation of the Program, there are currently many documents from the Central and provincial levels, while the staff in charge of poverty reduction are basically just being arranged and assigned when implementing the 2-level government, causing confusion and difficulties in the implementation work.

In particular, the implementation of projects linking businesses with the poor to develop the economy and escape poverty is facing many difficulties when businesses focus on profits and capacity, the poor's mindset of approaching scientific and technological advances is limited, and in some places there is still a mentality of waiting and relying, not willing to work hard to improve.

Based on the results of monitoring the implementation of the National Target Program on Sustainable Poverty Reduction in a number of localities; at the meeting, members of the Provincial People's Council's monitoring delegation raised many practical issues. Thereby, finding solutions to remove them, continuing to promote the implementation of the Program in the period of 2021 - 2025, at the same time proposing new policies to the Central Government for the next period, ensuring that poverty reduction work is truly effective and more sustainable.

Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi raised concerns when the Program has many projects and sub-projects, and the support capital is small; therefore, it is necessary to consider giving the people and localities that benefit to choose the support content that is close to their needs, promoting real development. Pay attention to research, bring the professions that people and localities need to train to create jobs, stable and sustainable income for people; at the same time, establish a steering committee and arrange appropriate human resources to implement the Program, ensuring that the implementation policy must change the awareness and life of the poor themselves.
Some opinions also recommended that the Department of Agriculture and Environment study and propose that the Central Government focus on planning and investment work that is focused, key, sustainable, and has the nature of immediate solutions for poor areas and poor and near-poor households. At the same time, increase connectivity, integrate resources, mobilize the participation of communities and businesses in projects and sub-projects; in the new phase, so that the Program can be truly successful.

Focus on removing obstacles in allocation and disbursement
Concluding the meeting, Standing Vice Chairman of the Provincial People's Council Nguyen Nam Dinh highly appreciated the sense of responsibility of the Department of Agriculture and Environment in receiving and taking over the task of being the standing agency of the provincial steering committee and directly advising and implementing projects and sub-projects after rearranging the organizational apparatus, transferring functions and tasks between departments and branches, ensuring no interruption of work.

Emphasizing that 2025 is the last year to implement the Program for the period 2021 - 2025, the Standing Vice Chairman of the Provincial People's Council requested the Department of Agriculture and Environment to focus on reviewing and urging units and localities to implement projects and sub-projects to achieve the highest results; at the same time, proactively coordinate with relevant departments, branches and localities, or advise the Provincial People's Committee to direct the removal of difficulties and obstacles in allocating and disbursing capital allocated by the Provincial People's Council in Resolution No. 17, dated April 28, 2025.
The Department also needs to pay attention to closely following the grassroots to remove difficulties and obstacles, especially professional matters for grassroots staff when the operating mechanism changes from 3 levels to 2 levels.
Based on the practical implementation of the Program for the 2021 - 2025 period, the Department needs to proactively propose to the province and the Central Government policies and operating mechanisms to ensure greater efficiency in the new period, especially overcoming limitations and shortcomings in practice.
