Quy Hop helps people sustainably reduce poverty through livelihood models

With the determination to "leave no one behind", the poverty reduction work of Quy Hop district through support programs and policies with diversified livelihoods to reduce poverty has brought about positive results, creating jobs and livelihoods for local people.

Providing decent livelihoods

In 2021, Mr. Vi Van Hong's family in Na An village, Chau Thanh commune, was excited to receive 15 million VND from the province's "For the Poor" Fund to support the purchase of a pair of cows. After buying the cows, along with focusing on building barns, Mr. Hong also took good care of them according to the instructions of the commune veterinary staff, thanks to which the pair of cows grew rapidly every day. After 3 years of developing the livelihood model, from 1 pair of breeding cows, there are now 3 more, bringing the total herd to 5.

“For many years, my family has been struggling to escape poverty. We have no capital to invest in production, and our main income depends on a few fields. With the support of seedlings, my family has more motivation to develop the economy and increase income. In 2022, my family escaped poverty; by 2024, we have returned 7.5 million VND to the model,” said Mr. Vi Van Hong.

Mr. Lo Van Dung's family in Dong Hin hamlet, Chau Thai commune is also a household that received support for the livelihood cow model in 2023. After receiving the breeding cow, Mr. Dung took good care of it according to the instructions of the Veterinary Department so that the cow could develop and reproduce well. From one breeding cow for livelihood, it has now grown to a total herd of 5 cows. "My family does not have the conditions to buy breeding cows to develop livestock, but thanks to the attention of superiors, I was supported with 1 breeding cow, helping the family have more work and develop the livestock herd. During the breeding process, the family took good care of the cows, ensuring the food source, thanks to which the cows developed quickly. In 2021, my family escaped poverty," Mr. Dung said excitedly.

As a poor commune of the district, in recent years, Chau Thai commune has benefited from many support programs from the State on livestock and crops to develop production. Among them, the model of supporting cows for livelihood is one of the policies that has brought many practical and meaningful effects, directly contributing to poverty reduction results in the locality.

Mr. Luong Vinh Quang - Chairman of the Fatherland Front Committee of Chau Thai Commune (Quy Hop) said: “Based on the documents of the superiors, the Fatherland Front Committee of the commune coordinated with the People's Committee of the commune to survey the situation; directed and guided the Front Working Committee of Ban Long and Dong Hin hamlets to coordinate with the hamlet chief to organize meetings with the people to deploy, disseminate policies, capital sources and supported subjects in a democratic, public and transparent manner. On that basis, the registered households and the conference agreed to consider 10 households (Ban Long 5 poor households, Dong Hin 5 near-poor households) to benefit from the model with a total cost of 150 million VND. After 3 years of implementation, the households supported with the livelihood cow model focused on developing livestock, initially having income; 9 households escaped poverty from the model.

Contribute to sustainable poverty reduction

Quy Hop is a mountainous district with 3 main ethnic groups: Kinh, Thai, Tho living together in 21 communes and towns. More than half of the population in this district are ethnic minorities. The whole district has 14 communes in area III, 6 communes in area I and 1 town; of which 99/214 villages and hamlets are particularly difficult. The district still has 3,875 poor households, accounting for 11.68%; near-poor households account for 15.74%. The main form of production is traditional agricultural production, cultivation and livestock raising, with low efficiency; people lack direction and materials in production.

Implementing the program to support breeding cows for poor and near-poor households to escape poverty sustainably of the Nghe An Provincial Fatherland Front Committee, the Quy Hop District Fatherland Front Committee has deployed it in 6 communes including Chau Thai, Chau Ly, Bac Son, Chau Thanh, Chau Loc and Chau Dinh, with a total of 53 poor and near-poor households participating. The total budget of the program is 1 billion VND, of which the Provincial Fatherland Front Committee supports 50% from the Fund for the Poor, the District Fatherland Front Committee supports 30%, and the remaining 20% ​​is the counterpart fund of households participating in the model. The program implementation period is 3 years from 2021-2024.

Households participating in the program will recover 50% of their capital after the cows have developed and given birth to their first calf in 10 to 12 months to transfer to other households. The program aims to replicate the model of raising breeding cows, helping poor and near-poor households to create jobs, increase income and have the opportunity to escape poverty in a sustainable way.

Mr. Lang Van Van - Chairman of the Fatherland Front Committee of Quy Hop district said: “The evaluation of poor and disadvantaged households receiving support is based on a public and transparent process from the grassroots level. In addition, the breeding animals given to households all have clear origins, are selected from good breeds, are vaccinated and quarantined. After receiving the breeding animals, the households expressed their gratitude to the authorities, sectors, and Fatherland Front Committees at all levels for their attention and help to poor and disadvantaged households to have conditions to develop their economy. The families receiving support promise to actively apply scientific and technical measures, proactively vaccinate, care for and protect the breeding animals well and fulfill their commitments.”

Up to now, the Fatherland Front Committee of Quy Hop district has supported 582 poor and near-poor households to develop their livelihoods (from 2015 to 2024). The number of cows initially supported has now increased to 717. 100% of households supported with livelihood models have escaped poverty.

To continue developing the model effectively, the Fatherland Front Committee of Quy Hop district continues to direct the Fatherland Front Committees of communes to implement the program to summarize the model of supporting cows for livelihoods for poor and near-poor households; at the same time, promote propaganda and mobilize resources to contribute support, contributing to promoting the tradition of solidarity, mutual love and joining hands to help poor households, near-poor households, and people in especially difficult circumstances to escape poverty and stabilize their lives./.
