AGREEMENT TO ORGANIZE A SPECIAL MEETING IN OCTOBER

At the meeting, through discussion, the Standing Committee of the Provincial People's Council agreed with the proposal of the Provincial People's Committee to organize the 9th Session (special session of the Provincial People's Council) in October 2022 to consider and approve the capital allocation plan for 3 National Target Programs and other contents submitted by the Provincial People's Committee; at the same time, raised some opinions related to the progress of preparation work, drafting resolutions to be submitted to the annual sessions of the Provincial People's Council submitted by the Provincial People's Committee; assessing the results of activities in September, orienting and agreeing on the tasks of October 2022 of the Standing Committee of the Provincial People's Council.

Accordingly, in September, the Standing Committee of the Provincial People's Council issued and implemented the thematic supervision plan "State management of minerals in Nghe An province"; planned and prepared conditions to implement the thematic supervision "On the implementation of the Resolutions of the Provincial People's Council on land recovery and change of land use purposes according to the provisions of the Land Law to implement works and projects in Nghe An province in the period of 2016 - 2021"; directed the Provincial People's Council Committees to develop and implement the supervision and survey plan according to the 2022 Work Program.

Through monitoring and surveying, the Standing Committee of the People's Council and the committees also discussed many related issues, especially requesting the Provincial People's Committee to urge and direct the acceleration of the payment of Covid-19 epidemic prevention and control allowances for medical staff, because according to the review of the Provincial People's Council's Culture and Social Committee, there are currently more than 26 billion VND that have not been paid, especially at the district level, many localities are still slow.

Through monitoring the implementation of social insurance and health insurance laws and policies in the province in the period of 2016 - 2021, Head of the Culture - Social Committee of the Provincial People's Council Chu Duc Thai also proposed to study and promulgate a policy to support voluntary social insurance payments for poor households and households with average living standards; support health insurance payments for students and subjects in extremely difficult areas and coastal areas not subject to Decision 861 of the Prime Minister.

NEED TO ENSURE TIME FOR SUBMISSION OF DOCUMENTS AND DOCUMENTS FOR ISSUING RESOLUTIONS ACCORDING TO REGULATIONS

Concluding the working session, Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province Thai Thanh Quy requested the Provincial People's Committee to coordinate with the Standing Committee, the Committees of the Provincial People's Council, the Office of the National Assembly Delegation - Provincial People's Council to prepare contents to well organize the thematic session scheduled to take place on October 13; as well as the regular session in December 2022, especially the preparation of reports and documents related to the session.

Regarding the regular session of the Provincial People's Council in December 2022, the Chairman of the Provincial People's Council noted that, in addition to the necessary draft resolutions that must be approved to serve the leadership of the province from the beginning of 2023 such as: State budget revenue estimates in the area, local budget expenditures in 2023; public investment; staffing allocation..., the remaining resolutions, if the Provincial People's Committee does not ensure the time to submit the report and documents as prescribed for the Standing Committee and the Provincial People's Council committees to review, will be resolutely stopped from being considered for approval at this session.

Therefore, the Chairman of the Provincial People's Council requested the leaders of the Provincial People's Committee Office to absorb the above spirit, effectively advise the Party Committee of the Provincial People's Committee, and the leaders of the Provincial People's Committee to urge relevant departments and branches to properly implement the procedural documents submitted to the Standing Committee and the Provincial People's Council Committees for review.

Comrade Thai Thanh Quy emphasized that the Committee of the Provincial People's Council assigned to be in charge needs to seek opinions from the Standing Committee and other Committees of the Provincial People's Council to carefully prepare the contents, in order to organize a presentation session at the October meeting of the Standing Committee of the Provincial People's Council on the results of the implementation of Resolution No. 27/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council "stipulating a number of solutions to strengthen the clearance of violations and prevent re-encroachment of road and railway traffic safety corridors in the province in the period of 2022 - 2025"; the results of ensuring traffic order and safety in the province from January 1, 2022 to present, ensuring quality.

The head of the Provincial People's Council requested the Provincial People's Committee to issue a document urging relevant units and localities to pay the full amount of Covid-19 prevention and control allowances; promptly pay salaries to preschool teachers under labor contracts according to Decree No. 06 of the Government and Joint Circular No. 09 of the Ministry of Education and Training - Ministry of Finance - Ministry of Home Affairs according to Resolution No. 09 on Regulations on policies to support preschool teachers approved by the Provincial People's Council at the 7th Session.

Comrade Thai Thanh Quy requested the Provincial People's Committee to focus on speeding up the progress, completing the procedures according to the provisions of law to submit to the Provincial People's Council to issue a Resolution on assigning additional staff assigned by the Central Government to the provincial Education sector in the 2022-2023 school year at the thematic meeting in October, in order to promptly resolve staffing difficulties, creating conditions for early recruitment of teachers, especially qualified contract preschool teachers into the staff.

The Chairman of the People's Council of Nghe An province also noted that the Standing Committee of the People's Council of the province should strengthen monitoring and urging the work of natural disaster prevention, control and response in the assigned areas when the rainy and stormy season has arrived; at the same time, coordinate monitoring and survey activities in appropriate localities to create conditions for localities to effectively carry out the work of prevention and control when there are developments in natural disasters.
