The Standing Committee of the Provincial People's Council held its regular September meeting.
(Baonghean.vn) - On the afternoon of September 26th, in Vinh City, the Standing Committee of the Nghe An Provincial People's Council held its regular September 2022 meeting. Comrade Thai Thanh Quy - Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, and Chairman of the Provincial People's Council - presided over the meeting.

Attending the working session were Comrade Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; members of the Provincial Party Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council; Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation; Dang Thanh Tung - Chief of the Provincial People's Committee Office, along with representatives of the Vietnam Fatherland Front Committee of the province, and leaders of the committees of the Provincial People's Council.
AGREEMENT TO HOLD A SPECIAL MEETING IN OCTOBER
During the meeting, after discussion, the Standing Committee of the Provincial People's Council agreed with the proposal of the Provincial People's Committee to hold the 9th Session (a specialized session of the Provincial People's Council) in October 2022 to consider and approve the capital allocation plan for 3 national target programs and other contents submitted by the Provincial People's Committee; at the same time, it raised some opinions related to the progress of preparation and drafting of resolutions to be submitted to the sessions of the Provincial People's Council throughout the year, as presented by the Provincial People's Committee; and assessed the results of activities in September, and agreed on the orientation and tasks for October 2022 of the Standing Committee of the Provincial People's Council.

Accordingly, in September, the Standing Committee of the Provincial People's Council issued and implemented the thematic supervision plan "State management of mineral resources in Nghe An province"; planned and prepared the conditions for implementing the thematic supervision "On the implementation of the Provincial People's Council's resolutions on land recovery and land use conversion according to the provisions of the Land Law for the implementation of projects in Nghe An province in the period 2016 - 2021"; and directed the Provincial People's Council's committees to develop and implement the supervision and survey plan according to the 2022 work program.

Through monitoring and surveys, the Standing Committee of the Provincial People's Council and its committees have also discussed many related issues, especially requesting the Provincial People's Committee to urge and direct the acceleration of the payment of allowances for COVID-19 prevention and control to medical staff. According to a review by the Culture and Social Affairs Committee of the Provincial People's Council, more than 26 billion VND remains unpaid, particularly at the district level where many localities are lagging behind.
Through monitoring the implementation of social insurance and health insurance policies and laws in the province from 2016 to 2021, the Head of the Culture and Social Affairs Committee of the Provincial People's Council, Chu Duc Thai, also proposed studying and issuing policies to support voluntary social insurance contributions for poor households and households with average living standards; and to support health insurance contributions for students and those in particularly difficult areas and coastal areas not covered by Decision 861 of the Prime Minister.

IT IS NECESSARY TO ENSURE THE SUBMISSION OF REPORTS AND DOCUMENTS FOR ISSUING RESOLUTIONS WITHIN THE REQUIRED TIMELINE.
Concluding the working session, the Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of Nghe An, Thai Thanh Quy, requested the Provincial People's Committee to coordinate with the Standing Committee, the Committees of the Provincial People's Council, and the Office of the Delegation of National Assembly Deputies - Provincial People's Council to prepare the contents for the successful organization of the thematic session scheduled for October 13th; as well as the regular session in December 2022, especially the preparation of the presentations and related documents to be submitted to the session.

Regarding the regular session of the Provincial People's Council in December 2022, the Chairman of the Provincial People's Council noted that, in addition to necessary draft resolutions that must be passed to serve the province's leadership work from the beginning of 2023, such as: the State budget revenue estimate in the province, local budget expenditure for 2023; public investment; personnel allocation, etc., the remaining resolutions will be resolutely stopped and not considered for approval at this session if the Provincial People's Committee does not ensure the time for submitting the proposals and documents as prescribed for the Standing Committee and the committees of the Provincial People's Council to review.

Therefore, the Chairman of the Provincial People's Council requested the leaders of the Provincial People's Committee Office to absorb the above spirit and provide effective advice to the Party Committee of the Provincial People's Committee and the leaders of the Provincial People's Committee to urge relevant departments and agencies to complete the procedures for submitting documents to the Standing Committee and the Committees of the Provincial People's Council for review on schedule.
Comrade Thai Thanh Quy emphasized that the committees of the Provincial People's Council assigned to this task should seek the opinions of the Standing Committee and other committees of the Provincial People's Council to thoroughly prepare the content for the explanatory session at the October meeting of the Standing Committee of the Provincial People's Council on the results of implementing Resolution No. 27/2021/NQ-HĐND dated December 9, 2021, of the Provincial People's Council "stipulating some solutions to strengthen the removal of violations and prevent re-encroachment on the safety corridor of road and railway traffic in the province in the period 2022 - 2025"; and the results of ensuring traffic safety and order in the province from January 1, 2022, to the present, ensuring quality.

The head of the Provincial People's Council requested the Provincial People's Committee to issue a document urging relevant units and localities to complete the payment of allowances for COVID-19 prevention and control; and to promptly pay salaries to preschool teachers under labor contracts in accordance with Government Decree No. 06 and Joint Circular No. 09 of the Ministry of Education and Training - Ministry of Finance - Ministry of Home Affairs, as per Resolution No. 09 on Regulations on policies to support preschool teachers, which was approved by the Provincial People's Council at its 7th session.
Comrade Thai Thanh Quy requested the Provincial People's Committee to focus on accelerating progress and completing procedures in accordance with the law to submit to the Provincial People's Council for promulgation a Resolution on the allocation of additional personnel quotas assigned by the Central Government to the provincial education sector for the 2022-2023 school year at the specialized session in October, in order to quickly resolve difficulties regarding personnel quotas and create conditions for the early recruitment of teachers, especially qualified contract kindergarten teachers, into the permanent staff.

The Chairman of the Nghe An Provincial People's Council also noted that the Standing Committee of the Provincial People's Council should strengthen monitoring and supervision of disaster prevention, control, and response work in the areas assigned to them as the rainy and stormy season approaches; and at the same time, coordinate monitoring and survey activities in localities appropriately to create conditions for localities to effectively carry out disaster prevention and control work when natural disasters occur.
