(Baonghean.vn) - At the regular meeting in May 2023, the Standing Committee of Nghe An Provincial People's Council expected many issues to be questioned at the regular mid-year meeting of the Provincial People's Council in 2023, noting the contents that need to be questioned and supervised.

Review and unify the list of resolutions issued by the Provincial People's Council in 2023

On the morning of May 26, the Standing Committee of Nghe An Provincial People's Council held a regular meeting in May 2023 to review and agree on the list of resolutions to be drafted by the Provincial People's Council in 2023.

Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council chaired the meeting.

Attending the meeting were comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, leaders of the Provincial People's Council and a number of provincial departments, branches and sectors.

Based on the direction of provincial departments, branches, and sectors and districts, cities, and towns to review, the Provincial People's Committee proposed that the Standing Committee of the Provincial People's Council unify the list of proposals to draft resolutions to submit to the Provincial People's Council in 2023 with a total of 53 resolutions (including 21 legal resolutions and 32 individual resolutions).

At the meeting, provincial departments, branches and sectors discussed and analyzed the legal basis and practical implementation of a number of resolutions. Specifically, the resolution stipulates the content and norms of support for production development according to the value chain; support for production development, livelihood diversification under the National Target Program on socio-economic development of ethnic minority and mountainous areas in the period of 2021 - 2025 in the province. Although it is necessary in practice, the legal basis is not guaranteed.

Or the resolution on collecting entrance fees to Nghe An Museum and Nghe An Soviet Museum, there is enough legal basis to regulate the collection of fees, however, considering the guaranteed conditions and positive impacts at this time, it is not suitable for construction.

The meeting also discussed and agreed not to amend or supplement Resolution No. 05 of the Provincial People's Council, issued on August 13, 2021, in 2023.

Some members attending the meeting also discussed a number of resolutions promulgating the list of public career services using the state budget in the field of labor, war invalids and social affairs; amending Resolution No. 31 of the Provincial People's Council, issued on December 13, 2020, regulating service revenues in public educational institutions and enrollment at all levels in the province; resolutions on supporting the poor to buy voluntary social insurance, etc.

Based on the discussion opinions of the members participating in the meeting, concluding this content, Comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council requested the Provincial People's Committee to preside over and coordinate with departments, branches and sectors to review the list of resolutions that need to be issued in 2023 and reach an agreement before sending the document to the Standing Committee of the Provincial People's Council.

Many "hot" issues are expected to be questioned.

Along with discussing the list of resolutions issued by the Provincial People's Council in 2023, the meeting also discussed the content of the questioning at the regular mid-year session of 2023 of the 18th Provincial People's Council and the supervision content of the Provincial People's Council in 2024.

Regarding the content of the questioning, based on the synthesis of proposed opinions of the Committees, Groups and delegates of the Provincial People's Council, the Office of the Provincial National Assembly Delegation and the Provincial People's Council presented 21 contents related to "hot" issues arising in social life.

At the meeting, participants focused on the group of contents related to children with a series of issues such as school violence, child abuse, drowning, child trafficking, children in violation of the law, early marriage; the group related to agricultural production in the face of climate change and the development and dissemination of OCOP Nghe An products.

However, some opinions raised concerns that choosing these two contents would create pressure on some sectors due to the continuous monitoring, surveying, questioning and explaining activities of the Provincial People's Council in the past.

Concluding this content, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council requested the Provincial People's Council committees to continue researching to have opinions, and at the same time emphasized the viewpoint and principles of selecting questioning content must be based on the proposals of the Provincial People's Council delegates and the practices that voters and public opinion are interested in, not on choosing the subjects of questioning.

The Standing Vice Chairman of the Provincial People's Council also assigned the Office of the National Assembly Delegation and the Provincial People's Council to preside over and coordinate with the committees to study documents of the National Assembly to develop criteria for selecting the content of questioning, supervision, survey, and explanation of the People's Council; avoid selecting the content of re-questioning and supervision based on emotions.

Regarding the supervision content of the Provincial People's Council in 2024, comrade Nguyen Nam Dinh also requested the Provincial People's Council committees to continue studying and proposing for the Provincial People's Council Standing Committee to agree before submitting to the Provincial People's Council at the session.
