Senior Lieutenant General, Associate Professor, Dr. Tran Quoc To - Deputy Minister of Public Security emphasized that it is necessary to research, develop and organize the implementation of a system of values and cultural standards of thrift suitable for individuals, organizations and communities in the new context, associated with strengthening the practice of thrift, fighting waste in performing functions and tasks, implementing a civilized lifestyle, and building a cultural life.
On the morning of May 16, in Vinh City, the Central Public Security Party Committee coordinated with Nghe An Provincial Party Committee, Communist Magazine and National Political Publishing House Truth to organize a National Scientific Conference: "Building a culture of thrift and fighting waste in the new era of development".

Waste is a dangerous "internal invader" that needs to be resolutely eliminated.
The workshop is a practical activity to celebrate the 135th birthday of the great President Ho Chi Minh; at the same time, towards the 80th anniversary of the successful August Revolution, National Day September 2, Traditional Day of the People's Public Security and the 20th anniversary of the National Day for National Security Protection.

In order for the Workshop to achieve the desired results, the Central Public Security Party Committee and the Ministry of Public Security had previously issued a plan to coordinate the organization of the Workshop. The Organizing Committee received 113 presentations and scientific reports to compile into the Workshop's proceedings. The Workshop listened to 10 dedicated, responsible and highly unified presentations from experts and scientists inside and outside the Public Security Forces.
The workshop reached a high level of consensus on the awareness and connotation of a number of concepts, such as: thrift and thrift culture; waste and anti-waste; new era, era of development; theory and practice of thrift and thrift culture; the dialectical relationship between the phrases: diligence, thrift, integrity, impartiality and selflessness with thrift culture, anti-waste...
Thereby, assessing and affirming that the policy of building and practicing a culture of thrift and fighting waste is one of the fundamental solutions, both urgent and long-term at the strategic level to realize the hopes, expectations and aspirations for national development, especially in the current revolutionary period.
Practicing thrift and fighting waste is not simply a measure to manage and administer the use of public finance and assets, but rather a policy, measure, and motto for action that is flexible, dynamic, and reasonably and harmoniously applies public and private resources, bringing about practical results without unnecessary costs, including intellectual and time costs.

On that basis, adjust and supplement standards on striving and training to become a good lifestyle, a cultural habit towards not needing, not wanting, not being able and not daring to waste; considering waste as a companion of corruption and negativity; violations and leading to violations and crimes can happen anywhere, anytime and in any situation of social activities.
President Ho Chi Minh once emphasized that in order to build socialism, one of the important solutions is to “increase production, save, fight waste, and protect public property”. Because waste is “the enemy of the people, the army and the government”, slowing down the country’s development. Imbued with that ideology, our Party and State always promote the practice of saving and fighting waste, considering it a dangerous “internal enemy” that needs to be resolutely fought to eliminate.
The workshop unanimously affirmed that in recent years, especially in recent years, the practice of thrift and anti-waste in our country has achieved remarkable results. Our Party has issued many documents on preventing and combating waste. The central and provincial levels have established steering committees for preventing and combating corruption, negativity and waste, with clear and effective activities that have been proven.
The awareness of party organizations, authorities, unions, cadres, party members and people on this issue has been gradually raised; many good models, creative and practically effective work have emerged. In particular, the People's Public Security in the emulation movement "For the security of the Fatherland" in recent years has always been associated with implementing the Six teachings of Uncle Ho to the People's Public Security; resolutely fighting corruption, waste and negativity, contributing to building the Party, the People's Public Security force and ensuring security and order according to the assigned functions and tasks.

In addition to the achieved results, the discussions also analyzed and pointed out the shortcomings and limitations, which can be generalized into the following 3 groups:
Waste is still quite common in many areas of social life, especially in the areas of resource use, budget, finance, assets, resources, property, intelligence...
A large number of cadres, party members and people have low awareness of saving, and still have many habits of ostentatious, lavish and wasteful spending.
Management and supervision of thrift practice and waste prevention are sometimes not strict; sanctions for violations are not deterrent enough, causing waste prevention to not be as effective as expected.
Forming a culture of practicing thrift and preventing waste
Building and practicing a culture of thrift and preventing waste is one of the important tasks of Party committees, agencies, units, unions, organizations, cadres, party members and the whole society. To form a culture of practicing thrift and preventing waste, the presentations at the workshop proposed many contents, focusing on 5 key groups of solutions.

The first,It is necessary to continue to raise awareness and educate cadres, party members and the whole society, especially cadres with functions, tasks and authority, about the meaning and importance of thrift and anti-waste; thoroughly disseminate and strictly implement the Party's guidelines and policies, the State's policies and laws on thrift practice and anti-waste.
Specifically, Directive No. 42 dated January 16, 2025 of the Politburo on strengthening the Party's leadership in education on thrift, integrity, impartiality and impartiality; and the direction of General Secretary To Lam on thrift and anti-waste; considering this a key and regular task of agencies, organizations, cadres and Party members.
Pay attention to developing specific plans and programs to implement thrift practice and waste prevention, in which it is necessary to assign specific tasks and decentralize clearly the responsibilities of each unit and individual, associated with regular inspection, examination, supervision and evaluation to ensure effective and quality implementation of plans and programs; promote the responsibility of leaders in leading, directing and operating thrift practice and waste prevention in conjunction with performing assigned functions and tasks.

Monday,attach importance to political and ideological education; propagate to raise awareness of each individual, organization, community and the whole society about the position and role of thrift culture and anti-waste for sustainable development. At the same time, see the dangers of waste and the urgent need to prevent and combat waste today.

In particular, it is important to study and propose amendments and supplements to the 2013 Law on Practicing Thrift and Combating Wastefulness in the direction of taking thrift as the goal and combating waste as the task, ensuring unity, synchronization, and feasibility; focusing on areas prone to loss, waste, and negativity such as bidding, auctions, management, and use of land, mineral resources, credit, public asset management, public investment, and use of state capital...
Amend and perfect the system of standards, regulations, economic-technical norms, cost norms, unit prices, and public spending regimes as a basis to reduce corruption and waste in the use of capital, public assets, resources, and labor, improve the effectiveness of thrift practice, and combat waste.

Thursday,Strengthen state management, tighten discipline, thoroughly save, and fight waste. Improve the efficiency of management and use of national resources, especially in the management and use of resources, state budget and public assets.
Improve the quality of forecasting, preparation and appraisal of state budget revenue and expenditure estimates; ensure the progress and quality of public investment projects, and improve the efficiency of state budget use.
Continue to reorganize the state apparatus and administrative units in a streamlined, strong, effective, and efficient manner. Proactively plan the management and use of headquarters, facilities, equipment, and assets during the implementation of the new apparatus, to avoid unnecessary waste and negativity.
Strengthen inspection, examination and supervision of the implementation of the Party's guidelines and policies, the State's policies and laws on practicing thrift and combating waste, focusing on areas, localities and work positions where waste and negativity are likely to occur, and where there are many petitions, letters, complaints and denunciations that attract public attention and concern.

Police units and localities proactively develop inspection and self-inspection plans at their units and direct inspection and self-inspection work at subordinate units. Timely detect, prevent, and strictly handle organizations and individuals who violate, causing loss and waste of resources; seriously implement conclusions and recommendations of competent agencies, and recover money and assets for the State.
After the workshop, it is recommended that the Department of Political Work of the Ministry of Public Security fully absorb the comments and contributions of delegates and scientists to complete the propaganda materials on building a culture of thrift, fighting waste and widely disseminate them throughout the entire Public Security force.
