National Scientific Conference 'Building a culture of thrift and fighting waste in the new era of development'
On the morning of May 16, in Vinh City, the Central Public Security Party Committee coordinated with Nghe An Provincial Party Committee, Communist Magazine and National Political Publishing House Truth to organize a National Scientific Conference: "Building a culture of thrift and fighting waste in the new era of development".

Attending the workshop were leaders of the Communist Magazine, the National Political Publishing House Truth, the Vietnam Association of the Elderly; the Executive Council of the Vietnam Buddhist Sangha, leaders of units under the Ministry of Public Security; along with scientists and experts.
Delegates from Nghe An province included comrades: Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Provincial Party Standing Committee: Pham Trong Hoang - Chairman of the Provincial Party Committee's Inspection Committee; Ho Le Ngoc - Head of the Provincial Party Committee's Internal Affairs Committee; Major General Bui Quang Thanh - Director of the Provincial Police; along with comrades of the Provincial Party Executive Committee, leaders of departments, branches, sectors, and provincial press agencies.
The workshop was connected online to 62 local police departments and a number of units under the Ministry of Public Security, with nearly 10,000 delegates attending.

The requirement is both urgent and long-term strategic.
The workshop was organized to celebrate the 135th birthday of President Ho Chi Minh; towards the 80th anniversary of the People's Public Security Traditional Day and the 20th anniversary of the National Day for National Security Protection; and to thoroughly grasp the direction of General Secretary To Lam in the article "Fighting against waste".
In his welcoming speech, Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee emphasized that Nghe An is a land rich in cultural and revolutionary traditions. With a terrain that is mostly rugged mountains, a harsh climate, and frequent natural disasters, the people are accustomed to overcoming difficulties through diligence, thrift and resilience.

It is these special conditions that have fostered the outstanding qualities of the people of Nghe An: Honesty, studiousness, courage, creativity, patriotism, sacrifice, thrift, simplicity but always ready for a great cause; in which, the spirit of thrift and anti-waste has become a profound characteristic in the personality of the people here.
The workshop is an important scientific forum with profound theoretical and practical significance. This is an opportunity for leaders, scientists, experts and managers to look at and comprehensively evaluate the current situation of thrift and waste prevention in the fields of socio-economic development and state management.

Thereby, proposing practical and feasible solutions to improve policies and management mechanisms, raise awareness and actions in the whole society about practicing thrift and fighting waste.
The Secretary of Nghe An Provincial Party Committee said that the conference held in Nghe An, the hometown of President Ho Chi Minh, on the occasion of the 135th anniversary of his birth, was not only an honor, but also a valuable opportunity for the locality to learn and absorb theoretical and practical experiences from the Central Government and localities across the country.

Speaking at the workshop, Dr. Hoang Trung Dung - Member of the Party Central Committee, Editor-in-Chief of Communist Magazine emphasized that practicing thrift and fighting waste has contributed significantly to the country's innovation process achieving many great achievements, achieving many goals and targets for socio-economic development.
However, in addition to the achieved results, waste still occurs in many forms, many places, many fields, causing serious consequences, affecting the development of the country. In the new context, waste is increasingly sophisticated and complicated, leading to loss of resources, the public apparatus is not operating effectively and efficiently, affecting development opportunities.

Emphasizing the urgent need to build and practice a culture of thrift and combat waste, Dr. Hoang Trung Dung said that the Party and State have issued many policies and regulations on practicing thrift, combating waste, bureaucracy, and negativity with a high spirit of determination.
This is a long-term solution to realize national development, which is to shape ethical behavior, build cultural standards of thrift that must be formed in each person, family, spread in society, so that each cadre, party member and people know how to value time, resources, assets and appreciate the value of labor.

The workshop received the attention of many managers and scientists inside and outside the People's Public Security force with 113 articles. At the workshop, experts and scientists continued to focus on clarifying the theoretical and practical basis; influencing factors and urgent requirements of building a culture of thrift and anti-waste in the new era of development.
The presentations also assessed the current situation and proposed directions and solutions to build a culture of thrift and combat waste in the new era of development - the era of striving for strong, prosperous development of the nation.

Speaking at the workshop, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province emphasized that the Party Committee, Government and People of Nghe An province always determine that practicing thrift and fighting waste is not only a revolutionary ethical standard but also a political task.
Since then, the province has proactively implemented thrift practices and anti-wastefulness associated with streamlining the political system apparatus, innovating leadership and management methods to improve effectiveness and efficiency, which the province has always paid great attention to.

Through streamlining and streamlining the apparatus, Nghe An has saved nearly 500 billion VND from increasing the level of self-guaranteeing regular expenditure in the health sector; reducing nearly 100 billion VND in regular expenditure each year; 100% of provincial and district-level administrative agencies have implemented the financial autonomy mechanism.
The greater and more profound achievement is the change in the mindset of management and operation of the system: From considering the payroll as a "retained quota" to the awareness that "the payroll is a valuable resource" that must be allocated to the right people, the right jobs; promoting centralized procurement, digitalizing public asset management; tightening control of public investment; reviewing nearly 350 public housing facilities; recovering and effectively reusing more than 90% of surplus headquarters after merging communes, blocks, hamlets and public service units.

To effectively practice thrift and combat waste, Nghe An province proposed to build a National Index on practicing thrift and combating waste at the local level; allowing localities to retain a portion of savings to reinvest in administrative reform, digital transformation and improving staff capacity.
It is recommended that the Central Government study and issue separate mechanisms and policies to deal with the surplus of cadres, civil servants and public employees after the rearrangement of administrative units; encourage piloting of public and transparent governance models associated with open data; and gradually shift the measure of local governance from the criterion of "how much is spent" to the criterion of "how much value is created".
Building and implementing a system of values and cultural standards for saving
Concluding the workshop, Associate Professor, Dr. Tran Quoc To - Deputy Secretary of the Central Public Security Party Committee, Deputy Minister of Public Security emphasized that in order to form a culture of practicing thrift, preventing and combating waste, raising awareness and educating cadres, party members and the whole society, especially cadres about functions and authority.

Pay attention to education and propaganda to raise awareness of each individual, organization, community and the whole society about the position and role of thrift culture and anti-waste for sustainable development. Promote the role of each collective and individual in building and practicing thrift and anti-waste.
The Deputy Minister of Public Security stated that it is necessary to research, develop and organize the implementation of a system of values and cultural standards of thrift suitable for individuals, organizations and communities in the new context, associated with strengthening the practice of thrift, combating waste in performing functions and tasks, implementing a civilized lifestyle and building a cultural life.

Continue to review, supplement and perfect regulations on practicing thrift and combating waste, associated with the development and effective implementation of the strategy for building a national program on practicing thrift and combating waste to ensure comprehensiveness, focus and key points.
Strengthening State management, tightening discipline, thoroughly saving, and combating waste. Improving the efficiency of management and use of national resources, especially in the management and use of resources, State budget and public assets.

Continue to reorganize the State apparatus and administrative units in the direction of streamlining, compactness, strength, effectiveness and efficiency. Proactively plan to manage and use headquarters, facilities, equipment and assets during the implementation of the new apparatus, avoiding waste and negativity.
Strengthen inspection, examination and supervision of the implementation of the Party's guidelines and policies, the State's policies and laws on practicing thrift, fighting waste and negativity.

*At the workshop, the Central Party Committee of Public Security coordinated with the National Political Publishing House Truth to organize the Introduction Ceremony of the book series "Party documents on security and order (1924 - 2024)".

The book series consists of 25 volumes, publishing relatively complete Party documents on the security and order front; vividly reflecting the revolutionary struggle as well as the contributions of the People's Public Security force under the leadership of the Party.
Thereby, affirming the absolute and direct leadership in all aspects of the Party is the decisive factor in the victory of the cause of protecting security and order and building the People's Public Security force.

The book series provides a source of authentic and systematic historical documents, serving the work of theoretical research, summarizing practices, building, developing, and perfecting policies and guidelines for protecting security and order and building the People's Public Security force in the new period.
At the same time, the book series is an important document to propagate and educate traditions for today's young generation; making our cadres, party members and people understand more deeply the leadership and direction of the Party on the security and order front.

Refute the distorted and erroneous arguments of reactionary and hostile forces; introduce and help international friends better understand our Party's guidelines and policies on ensuring national security and maintaining social order and safety.
