Continue to reduce 30 fees and charges to support businesses and people facing difficulties due to the COVID-19 pandemic
The Ministry of Finance has just issued Circular No. 47/2021/TT-BTC regulating the collection rates of a number of fees and charges to support and remove difficulties for those affected by the COVID-19 pandemic. Thus, 30 fees and charges have been reduced with many high reduction levels to support businesses and people to overcome difficulties.
In 2020, before the impact of the epidemicCOVID-19The Ministry of Finance has proactively and actively coordinated with ministries and ministerial-level agencies to review and issue 21 circulars to adjust and reduce many fees and charges.
In particular, many fees and charges have been greatly reduced, such as: 70% reduction in business registration fees; 67% reduction in business information disclosure fees; 50-70% reduction in fees for appraisal of amendments and supplements to postal operation licenses; 50% reduction in fees for granting operating licenses of credit institutions, fees for appraisal of construction investment projects and 20/22 fees and charges in the securities sector... Circulars on fee and charge reductions are effective from the date of signing until December 31, 2020.
By the end of 2020, the domestic COVID-19 epidemic was basically under control. However, production and business activities still faced many difficulties and needed time to recover and develop. Therefore, the Ministry of Finance reported to the Prime Minister for permission to continue reviewing to reduce fees and charges in 2021.
With the approval of the Prime Minister, the Ministry of Finance has coordinated with relevant ministries and agencies to develop and issue Circular No. 112/2020/TT-BTC dated December 29, 2020, stipulating the extension of the reduction period of fees and charges (reduced in 2020 as mentioned above) until June 30, 2021. The reduction in revenue from fees and charges is about VND 1,000 billion.
Currently, the COVID-19 epidemic situation continues to be complicated, requiring continued support policies from the State to help businesses and people overcome difficulties. Therefore, after consulting with ministries and branches, the Ministry of Finance issued Circular No. 47/2021/TT-BTC stipulating the collection rates of a number of fees and charges to support and remove difficulties for those affected by the COVID-19 epidemic.
According to previous calculations by the Ministry of Finance, the revenue reduction from reducing these fees and charges is estimated at about VND 1,000 billion. The Circular takes effect from July 1 to December 31, 2021.
