(Baonghean.vn) - Voters of Yen Thanh, Tuong Duong, Con Cuong, Quy Chau, Que Phong, and Quy Hop districts requested the province to have a strict management mechanism for special-use forests and protective forests; direct surveys of land of forestry farms, farms, youth volunteer teams, protective forest land, and upstream forests to allocate to people for production.

The relevant authorities responded to this issue as follows:

- Regarding the content, the province is requested to have a strict management mechanism for special-use forests and protective forests.

The management and protection of special-use forests and protective forests in the province are currently implemented in accordance with Decree No. 117/2010/ND-CP dated December 24, 2010 of the Government on the organization and management of the special-use forest system and Decision No. 17/2015/QD-TTg of the Prime Minister promulgating regulations on the management of protective forests. Thus, the issue of voters' recommendations has been implemented.

- Regarding the content of directing the survey of land of Forestry Enterprises, Farms, Youth Volunteer Force, protective forest land, and upstream forests to allocate to people for production.

In Nghe An province, there are currently about 1,236,260 hectares of forests and forestry land, of which 172,361.7 hectares are planned for special-use forests and 365,414.2 hectares are planned for protection forests, mainly assigned by the Provincial People's Committee to 14 Management Boards of protection forests, special-use forests and Pu Mat National Park for effective management, protection and use, the forest area and reserves are increasing; the remaining small, scattered areas are assigned to the community and some individual households for management.

The regulations on management of special-use forests and protection forests have been specifically stipulated by the Government and the Prime Minister in Decision 186/2006/QD-TTg dated August 14, 2006 on promulgating regulations on forest management; Decree 117/2010/ND-CP dated December 24, 2010 on management of the special-use forest system; Decision No. 24/2012/QD-TTg dated June 1, 2012 on investment policies for the development of special-use forests; Decision No. 17/2015/QD-TTg dated June 9, 2015 on management of protection forests.

In the past time, based on the proposal of the People's Committees of the districts and the results of the review of land use of agricultural and forestry companies; the Provincial People's Committee has issued decisions to reclaim 14,084 hectares of land to hand over to the People's Committees of the districts, as a basis for organizing the allocation of production land to the people according to the plan, specifically as follows:

- In Que Phong district: land recovery area is 1,405.1 ha;

- In Quy Chau district: recovered land area 2,342.1 ha;

- In Quy Hop district: land recovery area is 5,321.4 ha;

- In Thanh Chuong district: land recovery area is 2,297.6 ha;

- Anh Son district: recovered land area 1,536.8 ha;

- In Nghia Dan district: land recovery area is 1,181.0 ha;

On that basis, the Department of Natural Resources and Environment, the Department of Agriculture and Rural Development and related departments have urged and guided the People's Committees of the districts to organize the allocation of the above-mentioned recovered land to households and individuals for production to stabilize their lives. Up to now, the People's Committees of the districts have allocated 10,401.5 ha/14,084 ha of recovered land, reaching 73.85%.

Currently, the Provincial People's Committee is assigning the Department of Natural Resources and Environment to coordinate with the Department of Agriculture and Rural Development and the People's Committees of districts to continue reviewing and reclaiming land from agricultural and forestry companies to hand over to local authorities to allocate land to people. For the remaining reclaimed land area that has not been allocated, the Provincial People's Committee assigns the People's Committees of districts to continue focusing on completing the land allocation in the field to soon hand over to people for production.
