The Subcommittee of Documents of the 20th Congress of the Nghe An Provincial Party Committee issued a plan to develop programs and projects for the period 2025 - 2030.
Each department, branch, agency, and unit selects 1-2 key contents in their assigned field that are truly practical in order to concretize and implement the development orientation in the 2025-2030 period and the following years.
On behalf of the Document Subcommittee, Standing Deputy Secretary of Nghe An Provincial Party Committee Hoang Nghia Hieu - Deputy Head of the Document Subcommittee of the 20th Nghe An Party Congress has just signed and issued Plan No. 03-KH/TBVK dated February 11, 2025 to develop programs and projects for the period 2025 - 2030.
Based on the Central Committee's direction on innovation in preparing documents for Party Congresses at all levels, the Provincial Party Standing Committee has agreed to adjust and supplement the process and content of preparing documents for the 20th Provincial Party Congress.
Accordingly, along with preparing the draft Congress Documents, it is necessary to develop specialized resolutions, programs, projects, and development plans for the 2025 - 2030 period.
Implementing the direction of the Provincial Party Standing Committee, the Document Subcommittee issued a Plan to develop programs and projects for the development of various fields in the period of 2025 - 2030 to create unity, synchronization and concretization of the contents of the 20th Provincial Party Congress Documents, especially the Political Report, Resolution and Action Program to implement the Congress Resolution.
At the same time, promptly concretize and put the Resolution of the Provincial Party Congress into practice right after the Congress; promote the role, responsibility and intelligence of Party committees, Party organizations, departments, branches, agencies and units, especially leaders in researching, reviewing, proposing and deploying the development and implementation of development programs and projects in their assigned fields.
Regarding the review and proposal of program and project contents, the Document Subcommittee recommends: Party committees, party organizations, departments, branches, agencies, and units review resolutions, programs, projects, and long-term plans in their assigned areas issued by the Provincial Party Committee, the Provincial Party Committee Standing Committee, the Provincial People's Council, and the Provincial People's Committee that are still in effect; compile a list of statistics, propose additional tasks, and solutions to continue implementing in the 2025-2030 period.
At the same time, based on resolutions, strategies, directives, and decisions issued by the Party Central Committee, the National Assembly, and the Government, and practical requirements, research units select and propose a list of new programs and projects that need to be developed and implemented in the 2025-2030 period and the following years.
The Document Subcommittee noted: The proposal to develop new programs and projects must ensure the following requirements: Each department, branch, agency, and unit selects 1-2 key contents in the field of responsibility, which are truly practical in order to concretize and implement the development orientation in the period of 2025 - 2030 and the following years.
The proposed content must have political, legal and practical bases; document form (resolution, program, project, plan, etc.); implementation year; authority to give opinions, authority to issue documents (which agency gives opinions, which agency approves and issues documents).
Regarding the authority, time limit for review, research and proposal, the Document Subcommittee said: For resolutions, programs, projects, plans for economy, society, national defense - security, foreign affairs, administrative reform, departments, branches, and state agencies submit to the Provincial People's Committee for synthesis, consideration and agreement before reporting to the Provincial Party Committee Standing Committee.
For resolutions, programs, projects, and plans on Party building and political system building under the responsibility of reviewing and proposing by the advisory and support agencies of the Provincial Party Committee and the Party Committees directly under the Provincial Party Committee, the units shall discuss and reach agreement within the leadership collective before reporting to the Standing Committee of the Provincial Party Committee.
Units must send reports and proposed documents to the Document Subcommittee (via the Provincial Party Committee Office) no later than February 25, 2025.
The Standing Committee of the Document Subcommittee will direct the Editorial Team to coordinate with the Provincial Party Committee Office to synthesize, appraise, and submit to the Provincial Party Committee Standing Committee for consideration and approval of the list of programs and projects and assign tasks to relevant agencies, units, and departments at the regular meeting in March 2025.
Regarding the development of programs and projects for the 2025 - 2030 period, the Document Subcommittee pointed out: Based on the task assignment document of the Provincial Party Committee Standing Committee, Party committees at all levels, Party organizations, departments, branches, localities, agencies and units focus on developing programs and projects in their assigned fields.
The development of programs and projects must be closely combined with participation in the development of the Provincial Party Congress Documents; the content of programs and projects of sectors and fields must closely follow and be consistent with the viewpoints, orientations and tasks stated in the Provincial Party Congress Documents.
Implementation will begin in mid-March 2025, with official drafts of programs and projects completed and reports to the Provincial Party Committee Standing Committee no later than July 15, 2025.
