Conclusion of the Standing Committee of Nghe An Provincial Party Committee adjusting and supplementing a number of contents on Party congresses at all levels

JobAdjustment and supplement to Circular No. 09to implement Conclusion No. 118-KL/TW, dated January 18, 2025 of the Politburo on adjusting and supplementing a number of contents of Directive No. 35-CT/TW on Party congresses at all levels, towards the 14th National Congress of the Party and Regulation No. 232-QD/TW, dated January 20, 2025 of the Central Executive Committee on implementing the Party Charter.

Accordingly, Circular No. 09-TT/TU, dated September 10, 2024 of the Provincial Party Committee Standing Committee on Party congresses at all levels was unanimously adjusted and supplemented by the Provincial Party Committee Standing Committee with a number of contents to implement the Central Committee's policy on arranging and streamlining the organizational apparatus of agencies and units in the political system as follows:

Standing Committee of the commune-level Party Committee for the 2025-2030 term from 5 to 7 comrades

Abolish the regulations on the number of executive committees, standing committees, and deputy secretaries of the Party Committee of the Provincial Agencies and Provincial Enterprises stated in Circular No. 09-TT/TU.

At the same time, the Provincial Party Standing Committee adjusted and supplemented a number of contents of Circular No. 09-TT/TU.

Specifically, the number and structure of the executive committee, standing committee, deputy secretaries, and inspection committee for the 2025-2030 term of the Provincial Party Committee and the Provincial People's Committee Party Committee will be implemented according to the Project of the Provincial Party Committee.

The number of executive committees of grassroots party committees (party cells) directly under the Party Committee of Provincial Party Agencies and the Party Committee of the Provincial People's Committee shall not exceed 15.

The number of standing committees of grassroots party committees (cells) directly under the Party Committee of Provincial Party Agencies and the Party Committee of the Provincial People's Committee shall not exceed 5; the structure orientation is as follows:

For departments, branches, and units under the Provincial People's Committee; the National Assembly Delegation and the Provincial People's Council; the Provincial Political School, Nghe An Newspaper, the Provincial People's Procuracy, and the Provincial People's Court, including: The head of the agency or unit is the Party Committee Secretary (Party Cell); a number of deputies of the head of the agency or unit; heads of a number of departments, offices, and affiliated units, the Party Committee will consider and decide on the specific structure.

For specialized agencies advising and assisting the Provincial Party Committee and the Provincial Fatherland Front Agency, including: Party Committee Secretary (Party cell); a number of deputies of heads of agencies and units; heads of a number of departments, offices, and affiliated units, the Party Committee will consider and decide on the specific structure.

For socio-political organizations and mass organizations at the provincial level, including: The head is the party committee secretary (party cell); a number of deputies of the head of the agency or unit; heads of a number of departments, offices, and affiliated units, the specific structure of which will be considered and decided by the party committee.

For other agencies, units and enterprises, the Standing Committee of the Provincial Party Committee and the Provincial People's Committee (after the establishment decision) shall base on relevant regulations to provide specific guidance according to their authority.

Regarding the number and structure of the executive committee and standing committee of the provincial and district Party Committees for the 2025-2030 term, it shall be implemented according to Circular No. 09-TT/TU. However, for the district level, the Provincial Party Committee Standing Committee shall coordinate with the district Party Committee Standing Committee to determine the structure of the Party Committee Standing Committee in addition to the "rigid" structure stated in Circular No. 09-TT/TU to ensure that it is consistent with the requirements for implementing political tasks and the practical situation of the local cadre team.

Regarding the number of standing committees of commune-level Party Committees for the 2025-2030 term, there will be 5-7 members; the structure includes the Secretary (Chairman of the People's Council), Deputy Secretary, Chairman of the People's Committee, Chief of Police, Military Commander, Chairman of the Fatherland Front Committee, Vice Chairman of the People's Committee. The Standing Committee of the Party Committees of districts, cities and towns will consider and decide on the specific number and structure of personnel in accordance with the situation and requirements of the locality.

For the Party Committees of communes, wards and towns in the 2025 - 2030 term, the number of standing committee members may be more than one-third but less than one-half of the total number of Party Committee members.

The superior Party Committee directly appoints new personnel for newly established, consolidated, or merged Party Committees (Party cells).

Regarding the organization of congresses for the 2025 - 2030 term for party committees (cells) that have ended their operations, newly established, merged, consolidated, and affiliated party organizations, the Standing Committee of the Provincial Party Committee clearly stated: For party committees (cells) that are expected to end their operations, no congresses for the 2025 - 2030 term will be held.

As for newly established, merged, and consolidated party committees (cells), the Standing Committee of the Provincial Party Committee requests: Party Committees of Provincial Party Agencies, Party Committees of the Provincial People's Committee and Party organizations, advisory and support agencies of the Party Committee; Party Committees (cells) directly under the above two Party Committees (for places of merger, consolidation, new establishment, termination of activities of the Party Executive Committee, Party delegation to establish new Party Committees); Vinh City Party Committee and newly established communes, wards, and towns due to mergers and consolidations of districts, cities, and towns to hold congresses for the term 2025 - 2030 with 2 contents: Summarizing the implementation of the Resolution of the Party Committee (cell) Congress for the term 2020 - 2025 (if any) and determining directions, tasks, and solutions for the term 2025 - 2030; discuss and contribute opinions on the draft documents of the 14th National Party Congress and the documents of the directly superior Party Congress (not electing the Party Committee for the 2025-2030 term and the delegation to attend the directly superior Party Congress).

During the preparation for the congress, the Party Committees (Party cells) develop personnel plans and submit them to the Standing Committee of the immediate superior Party Committee to appoint the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman, Deputy Chairman of the Inspection Committee of the Party Committee for the 2025-2030 term and the delegation to attend the congress of the immediate superior Party Committee.

As for party committees (cells) that are not subject to termination of operations, new establishment, consolidation or merger, congresses shall be organized according to Directive No. 35-CT/TW of the Politburo and Notice No. 09-TT/TU of the Provincial Party Standing Committee.
