Standards and conditions for cadres are planned according to the Regulations of the Standing Committee of Nghe An Provincial Party Committee.
(Baonghean.vn) - Each leadership and planning management position must have no more than 3 cadres, and one planning cadre must have no more than 3 positions at the same level. District level and above must have female cadres in the planning of Party committee, leadership and management positions.
This is one of the contents of Regulation No. 15-QD/TU, dated March 1, 2022 on personnel planning (Regulation No. 15) issued by the Standing Committee of Nghe An Provincial Party Committee. Along with that, the Standing Committee of the Provincial Party Committee issued Instruction No. 03 - HD/TU guiding a number of specific contents on personnel planning (Instruction No. 03).
EACH POSITION IS NOT PLANNING FOR MORE THAN 3 OFFICIALS
The Standing Committee of Nghe An Provincial Party Committee issued Regulation No. 15-QD/TU, dated March 1, 2022 on personnel planning (Regulation No. 15) and Instruction No. 03 - HD/TU providing guidance on a number of specific contents on personnel planning (Instruction No. 03).
Regulation No. 15 stipulates the principles, purposes, requirements, subjects, terms of office, effectiveness, responsibilities, methods, standards, conditions, ages, structures, numbers, processes, management and publicity in personnel planning work; applicable to agencies, organizations and cadres, civil servants and public employees in the provincial political system.
Accordingly, planning for Party committees at all levels must be linked with planning for leadership and management; planning for Party committee positions must be used as the basis for planning for leadership and management positions; planning for lower levels must be used as the basis for planning for higher levels; closely linking planning for cadres of localities, agencies and units in the political system with planning for key cadres at the provincial level.

Regulation No. 15 also clearly states: Only plan for higher positions, each leadership and management position plans no more than three cadres, one cadre plans no more than three positions of the same level. Planning must not be carried out at the same time as proposing appointments and introducing candidates.
The planned positions are: positions under the management of the Politburo and Secretariat; members of the Provincial Party Executive Committee, members of the Provincial Party Standing Committee; positions under the management of the Provincial Party Standing Committee; positions under the direct management of Party committees, party organizations, leadership collectives, and agencies and units.
The planning subjects for Party committees, leaders and managers include: subjects 1 and 2 of the positions under the management of the Provincial Party Committee Standing Committee and the positions of members of the Party Executive Committee, members of the Standing Committee of the District, City, Town Party Committees and Party Committees directly under the Provincial Party Committee.
As for subjects 1 and 2 of other positions according to the cadre management hierarchy, the Provincial Party Standing Committee requests Party committees at all levels, party organizations, leadership collectives, agencies and units under the province to base on Regulation No. 15 to specifically determine the subjects of the planned positions according to regulations.
Regulation No. 15 also clearly stipulates the planning of cadres for a term and orientation for the next term.
The Provincial Party Standing Committee will submit for approval the planning of provincial positions under the authority of the Politburo, Secretariat and Central Organization Committee.
The Standing Committee of the Provincial Party Committee approves the planning of positions under its management according to regulations on decentralization of cadre management.
Party committees, party organizations, and collective leadership of agencies and units approve planning for party committee, leadership, and management positions under their management authority according to regulations.
Regarding age, cadres planned for the next term must be old enough to have worked for 2 terms or more, and must have completed at least 1 of the next term (60 months). When reviewing and supplementing the annual planning for the current term, cadres included in the planning must be old enough to have worked for at least 72 months or more.
The time for calculating the planning age, Regulation No. 15 clearly states, for the planning of the next term: The positions of Party committees, leaders of Party committees, Party committees, agencies, and inspection committees are the time for holding Party congresses at all levels; the positions of leaders and managers of State agencies are the time for electing National Assembly deputies and People's Council deputies at all levels; the positions of leaders of the Fatherland Front and socio-political organizations are the time for congresses at all levels of each organization.
Regarding the structure, strive to have the planning ratio of Party committees and leadership and management positions at all levels in the direction of: Young cadres (under 40 years old for provincial and district levels) from 15% or more, female cadres from 25% or more; the ratio of ethnic minority cadres is appropriate for each locality and field; District level and equivalent or higher must have female cadres in the planning of Party committee, leadership and management positions.
STANDARDS FOR PLANNED STAFF
Regarding the standards and conditions for planned cadres, Regulation No. 15 clearly states: The standards for planned cadres are basically implemented as the appointment standards for positions according to current regulations. At the time of planning, the competent authority can consider and approve the planning for cadres who basically meet the standards and conditions for the appointed position according to regulations.
According to Instruction No. 03 of the Provincial Party Standing Committee, Party committees, party organizations, agencies and units must review and properly evaluate cadres before including them in planning.
Specifically, based on the situation of the staff, the political tasks of the locality, agency, and unit during the term and the orientation for the next term, conduct a review and assessment of the current staff according to the structure, quantity, standards, and conditions to prepare human resources before conducting staff planning.
Party committees, party organizations, agencies and units evaluate cadres according to the following criteria: political qualities, ethics, lifestyle, organizational awareness, discipline and implementation of regulations on exemplary responsibilities of cadres and party members; working capacity (results, work efficiency; level of completion of assigned duties and tasks); prestige (results of annual cadre assessment by competent authorities and results of votes of confidence according to regulations (if any); development direction and prospects (ability to meet task requirements according to planned positions).
Instruction No. 03 of the Provincial Party Standing Committee clearly states: Regarding standards and conditions, at the time of reviewing and approving the planning, personnel must basically meet the standards of professional qualifications and political theory.
Accordingly, regarding political theory level: Cadres planned for the positions of Member of the Provincial Party Executive Committee, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council, Vice Chairman of the Provincial People's Committee, and Deputy Head of the Provincial National Assembly Delegation must meet the political theory level standards corresponding to the appointed position.
For cadres planning positions at the Party Committee, Party organization, agency, and unit under the management of the provincial level, subject 1 must meet the political theory level standards corresponding to the appointed position; subject 2 may not yet meet the political theory level standards, but after being planned, there must be a training and development plan to complete the political theory level standards according to regulations.
