"Symbolically implementing solutions to streamline the payroll", Deputy Minister of Home Affairs Tran Anh Tuan emphasized at the National Conference to implement Resolution No. 39 of the Politburo and disseminate the Government's plan on streamlining the payroll and restructuring the staff, civil servants and public employees. The conference took place this morning (January 12) in Hanoi, organized by the Ministry of Home Affairs in coordination with relevant ministries and branches.

At the conference, Deputy Minister of Home Affairs Tran Anh Tuan said: The implementation of Resolution 39 of the Politburo on streamlining the payroll demonstrates the Party's policy and determination in improving the quality of civil servants, contributing to improving the effectiveness and efficiency of agencies and organizations, and contributing to improving the quality of service to the people.

Deputy Minister Tran Anh Tuan affirmed: the most favorable thing about Resolution 39 is that it indicates that the streamlining of the payroll is the responsibility of the entire political system under the leadership of the Party, the management of the State and the supervision of elected bodies, the Vietnam Fatherland Front and political organizations, especially with the supervision of the people in the implementation process. In addition, the streamlining of the payroll is closely linked to administrative reform and reform of the civil service and civil servant regime to ensure the goals and viewpoints in implementing the streamlining of the payroll.

Deputy Minister Tran Anh Tuan affirmed: “Up to now, streamlining the payroll has been purely about resolving policies and regimes. This round of streamlining the payroll has implemented synchronous solutions including organizational structure, innovation in management mechanisms, recruitment mechanisms, propaganda, political and ideological education, implementation of payroll streamlining policies... In this round of streamlining the payroll, the responsibility of the head is promoted to the highest level. Because the plans and projects on streamlining the payroll, after being approved by competent authorities, become legal indicators associated with the assessment and classification of the level of task completion of the head in each agency, organization, and unit.”

At the conference, leaders of central ministries, branches and provinces and cities presented the reality of implementing staff streamlining. Bac Giang province, the locality has a list of 232 cases in the staff streamlining category. Chairman of the provincial People's Committee Nguyen Van Linh said: the surplus is due to restructuring of cadres, civil servants and public employees according to job positions but cannot arrange other jobs.

Mr. Nguyen Van Linh pointed out the difficulties in implementing staff streamlining in localities: “Resolution 39 stipulates at least a 10% reduction in staff. However, currently, staffing in the public service and education sectors is implemented according to the teacher/class ratio. This is a regulation of the Ministry of Education and Training. If we reduce like this, there will not be enough teachers to teach. The same goes for the health sector, health care is calculated based on the number of hospital beds. If we continue to regulate like this, it will be difficult for subordinates to implement a 10% reduction in staffing.”

At the conference, delegates also emphasized that careless streamlining of staff will cause disunity, so the responsibility of the leader is very important. At the same time, it is recommended to implement socialization in some areas managed by ministries and branches, from which staff will be assigned to new tasks.

Ms. Do Thi Minh Hoa, Vice Chairwoman of Bac Kan Provincial People's Committee, said that ministries and branches should create conditions for localities to streamline their staff by reviewing, merging and reducing focal points. Without merging and reducing focal points, staff reduction will be very difficult.

Delegates also requested the Ministry of Home Affairs to soon approve the Project on job positions in public service units, so that localities have a basis to implement staff streamlining according to regulations. At the same time, consider submitting to the Government to supplement Decree 108 in the direction of expanding the subjects of staff streamlining for cases that do not meet the conditions for staff streamlining according to regulations but have a voluntary resignation application, they will be entitled to the severance policy./.
