Is it difficult to streamline leadership?

Work requirements and practical demands have forced many organizations and units to kill themselves if they do not change their management and operations.

Resolution 18-NQ/TU on “Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently” has pointed out the biggest limitations and weaknesses of the current apparatus, which are: The apparatus of the political system is still cumbersome, with many levels and focal points; the effectiveness and efficiency of operations have not met the requirements and tasks.

In fact, the recent effort to streamline the staff of local ministries and branches has failed when the Minister of Home Affairs officially admitted the fact that "the more it reduces, the more it expands".The job position projects of many units have also "drawn" many more positions. If approved, the workforce receiving salaries from the budget will certainly be even more powerful.

Many people have asked the question: if we can streamline staff, can weak leaders be streamlined? In fact, it is difficult to streamline a civil servant, public employee, or contract worker, so who dares to think about streamlining leaders and managers? However, job requirements have forced many organizations and units to kill themselves if they do not change their management and operations.

For a long time, many officials were appointed through cronyism and lobbying. This reality has caused a lot of frustration in agencies and society. Because incompetent people lead capable people. Many talented people "unhappily" have left state agencies to work for foreign organizations and agencies or to start their own businesses. Looking back, there are still many incompetent people in state agencies who lack real power, but are opportunistic, forming cliques, causing the state agency to lose its reputation in the eyes of the business community, the people, and even international partners.

Public opinion is concerned about the work of the Party Committee of the Ministry of Industry and Trade when it issued Resolution No. 07-NQ/BCS "On temporary regulations on the number of department-level leaders in administrative and public service units under the Ministry". Accordingly, in the first quarter of this year, the Ministry plans to cut 30% of department-level staff.

The more the intermediary level is limited, the faster the work is completed, that is something everyone understands. However, cutting the intermediary level is not an easy task to implement when the friendly relationships are still intertwined and dominate many agencies and units. Is this reduction real or just a mechanical shift, an opportunity for some people to make money and gain benefits? Public opinion is watching and waiting for the real results.

For a long time, we have been talking a lot about the fact that the salaries of civil servants and public employees are not enough to live on. And they consider this a reason to harass and extort people and businesses to do procedures. If we do a good job of streamlining the payroll, the current method of equalizing salaries will be eliminated, then talented and capable people will be able to live on their salaries.

When the staff and focal points are streamlined, "one agency will perform many tasks and one task will be assigned to only one agency to preside over and take primary responsibility". Reducing focal points will reduce suffering for people and businesses. Only when the staff is effectively streamlined and people with good capacity, ethics, style, and discipline are selected can we hope to achieve the goals and tasks./.
