Pursuant to Decision No. 2860/QD-UBND dated June 21, 2016 of the People's Committee of Nghe An province on promulgating the Plan to implement Directive No. 03-CT/TU dated April 11, 2016 of the Standing Committee of the Provincial Party Committee on strengthening the Party's leadership in forest management and protection in Nghe An province. The Department of Agriculture and Rural Development is assigned to be the standing agency to implement Directive No. 03-CT/TU dated April 11, 2016 of the Standing Committee of the Provincial Party Committee.
To implement the plan contents assigned in Decision No. 2860/QD-UBND dated June 21, 2016 of the Provincial People's Committee, the Department of Agriculture and Rural Development respectfully requests relevant provincial departments, branches and sectors and People's Committees of districts, cities and towns to implement the following contents:
For relevant provincial departments and branches assigned to preside over the contents of Decision No. 2860/QD-UBND to issue directive documents and assign affiliated agencies and units to implement the contents of Decision No. 2860/QD-UBND dated June 21, 2016 of the People's Committee of Nghe An province on promulgating the Plan to implement Directive No. 03-CT/TU dated April 11, 2016 of the Standing Committee of the Provincial Party Committee;
People's Committees of districts, cities and towns direct the Forest Protection Department and functional departments of the District People's Committee to advise on the implementation of the contents in Section X, Decision No. 2860/QD-UBND of the Provincial People's Committee, focusing on immediately implementing the tasks in Sections 1 and 4 (implement and complete the report of results and send it to the Department of Agriculture and Rural Development before July 31, 2016).
Implementation time of the Directive implementation plan: Implementation time from now and maintained annually for the period 2016 - 2020;
After 3 years of implementing Directive 03-CT/TU of the Provincial Party Committee, the Department of Agriculture and Rural Development advised the Provincial People's Committee to organize a conference to review 3 years and summarize 5 years of implementing Directive 03-CT/TU.
Reporting information mode:
Relevant provincial departments, branches and sectors and People's Committees of districts, cities and towns are responsible for reporting the implementation results of Directive 03-CT/TU (once every 6 months) to the Department of Agriculture and Rural Development (through the Forest Protection Department) for synthesis. The report submission deadline is before June 20 and December 20 every year.
Assign the Forest Protection Sub-Department to synthesize and advise the Department of Agriculture and Rural Development to report on the implementation results of Directive 03-CT/TU (once every 6 months) to report to the Party Committee of the Provincial People's Committee and the Standing Committee of the Provincial Party Committee. The report must be submitted before June 25 and December 25 every year.
In addition, based on the situation of forest management and protection in the locality, the unit promptly reports to the Department of Agriculture and Rural Development for synthesis and advice on handling and resolving outstanding and inadequacies in forest management and protection work;
Directive documents of provincial departments and branches; specialized leadership resolutions on forest protection management of the People's Committees of districts, cities and towns are sent simultaneously to the Forest Protection Department for synthesis, monitoring and urging.
