Nghe An Provincial Party Committee issued a Project to end the activities of district and commune-level Party Committees (old); to establish commune-level Party Committees (new)
The new commune-level Party Committee officially came into operation from July 1, 2025 according to the Provincial Party Committee's Decision.

On June 16, 2025, the Nghe An Provincial Party Executive Committee issued Project No. 50-DA/TU to end the activities of the district-level Party Committee and the commune-level Party Committee (old); and establish the commune-level Party Committee (new).
Currently, Nghe An province has 20 district, city and town party committees with 1,035 grassroots party organizations (584 grassroots party committees, 451 grassroots party cells) and 184,466 party members.
According to the project, Nghe An will end the activities of 20 district-level party committees under the Provincial Party Committee, 412 commune-level party committees (old) under the district, city and town party committees by issuing decisions under their authority to establish 130 new commune-level party committees under the Provincial Party Committee (including 11 ward party committees, 119 commune party committees) to ensure consistency and synchronization with the organization of commune-level administrative units; at the same time, arrange and receive party organizations in enterprises and public service units under the current district-level party committees after the new commune-level party committees are established.
The Party Committee of the commune and ward is the direct superior Party Committee of the grassroots Party organization, the political nucleus, direct and comprehensive leadership in the commune and ward established by the Provincial Party Executive Committee with the number of executive committee members from 27 to 33 comrades.
In which, the Party Committee that merges or consolidates two communes (wards) or the Party Committee that is not subject to merger or consolidation shall have a maximum of 27 members; the Party Committee that merges or consolidates three communes (wards) or more shall have a maximum of 33 members. At the beginning of the term, if the number is not enough according to the above regulations, during the term, it will continue to be consolidated and supplemented to ensure the number according to regulations.
The new commune-level Party Committee Standing Committee has 9 to 11 members. In the case of a Party Committee merging or consolidating two communes (wards) or a Party Committee not subject to merger or consolidation, the maximum number of members shall not exceed 9 members; in the case of a Party Committee merging or consolidating three communes (wards) or more, the maximum number of members shall not exceed 11 members.
The standing Party Committee consists of the Secretary and two Deputy Secretaries (one Standing Deputy Secretary and one Deputy Secretary, Chairman of the People's Committee). The Party Committee's Inspection Committee is carried out under the guidance of the Central Inspection Committee.
The new commune-level Party Committee consists of three specialized advisory and support agencies: the Office, the Party Building Committee, and the Party Committee Inspection Committee. The commune (ward) Party Committee where the district-level political center is currently located has an additional political center as a public service unit of the Party Committee to serve the common work of training and fostering cadres, party members, and civil servants of communes and wards of localities in the same district-level administrative unit before the arrangement.
The Office has a Chief of Office, Deputy Chief of Office and specialists. The Party Building Committee includes a Head of Department, Deputy Head of Department and specialists. The Inspection Committee has a Chairman, Deputy Chairman, Inspection Committee members and inspectors. The Political Center has a Director, Deputy Director, lecturers and staff.
The number of full-time staff for party work (including full-time staff for specialized agencies specializing in advising, assisting, secretaries and permanent deputy secretaries of party committees) of commune and ward party committees is about 15-17 staff; in communes and wards where the district-level political center is currently located, there are about 20 staff.
In the immediate future, it is possible to arrange more staff (including existing district and commune officials, civil servants, and public employees); after completing the job position, after a maximum of 5 years, it must be implemented in accordance with the regulations of the competent authority.
Regarding the subordinate party organizations, the (new) commune-level Party Committee includes grassroots and subordinate party committees (cells) in the following types: administrative agencies, public service units, enterprises, armed forces, blocks, hamlets, villages and other party committees and cells.
Of which, 3 new Party Committees (Party Cells) were established at the commune-level agencies (newly), including: Party Committees (Party Cells) of Party agencies at the commune level (including affiliated Party Cells or Party members working at Party agencies, agencies of the People's Council at the commune level); Party Committees (Party Cells) of the People's Committee at the commune level (including affiliated Party Cells or Party members working at specialized agencies, units of the People's Committee at the commune level). Party Cells of the Vietnam Fatherland Front agencies (including socio-political organizations) at the commune level directly under the Party Committees of communes and wards.
Establishing Party committees (cells) of general hospitals, medical centers, medical stations; kindergartens, primary schools, junior high schools, high schools, continuing education centers... with headquarters located in the area; establishing Party committees (cells) of enterprises, cooperatives... with headquarters located in the area; establishing Party committees (cells) of the police, military; blocks, hamlets, villages...
The (new) commune-level Party Committee is named after the (new) commune-level administrative unit. The first term of the (new) commune-level Party Committee is the 2025-2030 term. The (new) commune-level Party Committee officially comes into operation from July 1, 2025 according to the Provincial Party Committee's Decision.
