Organize well the collection of opinions from voters at the place of residence regarding candidates
According to the Office of the National Election Council, the organization and preparation for the election of deputies to the 14th National Assembly and People's Councils at all levels for the 2016-2021 term nationwide is being carried out in accordance with the law, ensuring the set schedule.

The National Election Council and relevant agencies at the central level have focused on implementing well the leadership, direction and guidance on the election. Party committees at all levels, authorities, the Fatherland Front Committee and local agencies, organizations and unions have well implemented the preparation steps and are urgently and seriously implementing the remaining tasks, ensuring the election is successful.
Nationwide, 184 National Assembly Election Committees have been established (63 provinces and cities); 1,096 Provincial People's Council Election Committees; 6,382 District People's Council Election Committees (61/63 provinces and cities) and 76,605 Commune People's Council Election Committees (61/63 provinces and cities).
According to the assessment of the National Election Council, in general, the election agencies at the central and local levels were established to ensure the correct authority, order, procedures, time, number and composition as prescribed by law, operating in accordance with their functions, tasks and powers, ensuring the organization of the election on schedule and according to the set plan with a spirit of urgency, caution and high responsibility.
The synthesis of the Office of the National Election Council shows that as of 5:00 p.m. on March 13, 2016 (the last time to receive candidacy dossiers), there were 197 dossiers of candidates for the 14th National Assembly sent to the National Election Council and 1,012 dossiers of candidates for the 14th National Assembly sent to the Election Committees of provinces and cities.
Of these, there are 162 self-nominated candidates for the 14th National Assembly. In general, the candidates' profiles are fully declared and in accordance with regulations. However, there are also some profiles that are missing information or are incomplete. The National Election Council's Personnel Support Team has provided guidance and sent them back to the Election Committees of provinces and cities to request candidates to continue to supplement and complete their profiles.
At the same time, 7,799 dossiers of candidates for provincial People's Council deputies were sent to the Election Committees of provinces and cities; of which 7,720 dossiers were of candidates introduced by state agencies and organizations and 79 self-nominated dossiers.
For the election of National Assembly deputies, after the end of the second consultation conference, the total number of people on the preliminary list at both the central and local levels was 1,146 people (of which 197 were at the central level; 949 were at the local level, and 154 were self-nominated candidates), reaching a ratio of 2.29 candidates per elected deputy. Compared to the 198 candidates allocated by the National Assembly Standing Committee in Resolution No. 1140/2016/UBTVQH13 dated February 5, 2016, there was a shortage of 1 person from the full-time National Assembly delegation at the central level.
For People's Council delegates at all levels, the total number of delegates elected according to law is 3,919 people. The total number of candidates after the second consultative conference agreed to establish a preliminary list is 7,552 people.
According to the report of the Vietnam Fatherland Front Committee of 63 provinces and centrally-run cities, the second consultative conference has established a preliminary list of 74 self-nominated candidates for provincial People's Council deputies.
From March 10-18, 2016, the National Assembly Standing Committee established 6 working delegations to work in 16 provinces and centrally-run cities. Through supervision and practical inspection, it was shown that localities have actively and proactively implemented the contents of work to prepare for the election of deputies to the 14th National Assembly and People's Councils at all levels in accordance with the plan, direction and guidance of the National Election Council and central agencies, departments and branches.
The National Election Council requests all levels, sectors and localities to organize well the collection of voters' opinions at their place of residence for candidates from now until April 12, 2016 to ensure quality, efficiency and compliance with the law; allocate candidates for National Assembly deputies at the Central level to run for election in localities in accordance with the principles and criteria of allocation; conduct the third consultative conference and issue a Resolution to announce the official list of candidates for each constituency nationwide, ensuring the proportion of women and ethnic minorities according to the provisions of the Law on the Election of National Assembly Deputies and People's Council Deputies.
Election committees at all levels shall issue resolutions to announce the official list of candidates for People's Council deputies in each constituency within the prescribed time limit; continue to review the voter list; post the list of candidates for National Assembly deputies and People's Council deputies at all levels; organize well for candidates for National Assembly deputies and People's Council deputies at all levels to meet and contact voters to carry out election campaigns, and report to voters on their expected action programs if elected as National Assembly deputies or People's Council deputies.

The Council also reminded localities to pay attention to some provinces implementing the policy of building new urban areas, in some administrative units of communes and wards (in Ho Chi Minh City and Ha Tinh province) have implemented resettlement and site clearance, so in the process of organizing the election, these localities encountered some difficulties and obstacles related to making voter lists, issuing voter cards and dividing constituencies...
The National Election Council also requested to step up propaganda work on the election, organize diverse forms of propaganda, especially on the list of candidates, consolidate slogan clusters, billboards, posters, and propaganda paintings in densely populated areas and polling stations; strengthen the work of ensuring security, order, and social safety, and prevent sabotage by hostile and reactionary forces to attract the masses and sabotage the election./.
