The Prime Minister's Working Group works with the Ministries: Frank and resolute
The spirit of "cannot continue to shoot in the air", work must be checked is clearly demonstrated through two working sessions of the Working Group with the Ministry of Planning and Investment and the Ministry of Finance.
The message of building an action-oriented government, which Prime Minister Nguyen Xuan Phuc put forward when taking office, is gradually being realized through strong executive directives and clear actions, from specific to long-term issues.
The establishment of the Prime Minister's Working Group to inspect the implementation of tasks, conclusions, and directions of the Government and the Prime Minister shows the spirit of "cannot continue to shoot in the air" but must "shoot" with a target, and action must be checked to link words with actions.
The Working Group, with the function of advising and assisting the Prime Minister in monitoring, urging and being authorized by the Prime Minister to inspect ministries, agencies and localities in the implementation of tasks, conclusions and directions of the Government and the Prime Minister, will periodically report monthly or after each inspection fully and accurately on the situation and recommendations on measures to overcome existing problems, limitations and handle violations if any.

Just half a month after the Prime Minister's directive, this Working Group was established with Minister and Head of the Government Office Mai Tien Dung as its Head. And just one week later, the task was implemented with positive effects after a working session with the Ministry of Planning and Investment (MPI) and the Ministry of Finance.
The basis for that assessment is the clear working viewpoint of the Working Group in pointing out the completed, overdue and uncompleted tasks as well as the difficulties at each stage that have been made public to the people through the press.
According to statistics from the Government Office, since the beginning of the year, 74 tasks have been completed, but 58 of them were overdue. There are 167 tasks that have not been completed, of which 15 are overdue. The number of tasks assigned to the Ministry of Finance but not yet completed is 5, of which one task is overdue for nearly 2 months.
The spirit of speaking frankly and pointing out the existing “addresses” and limitations was also demonstrated through the first two working sessions of the Working Group. For example, Group Leader Mai Tien Dung requested that the Ministry of Planning and Investment must resolutely remove difficulties for people and businesses, not letting businesses have to queue. Or he reminded “especially to pull power back to the ministry to create sub-licenses, creating a mechanism of asking - giving. Many businesses reported having to queue long at the Ministry of Construction to apply for construction permits”.
Poor cooperation between ministries, sectors and localities was also pointed out. A vivid example is the allocation of 2,000 billion VND to overcome drought and salinity for the Mekong Delta localities since the beginning of 2016, which has remained stagnant, and no locality has been able to withdraw the support money. The reason is that the Ministry of Planning and Investment and the Ministry of Agriculture and Rural Development are at odds.
Or drafting and building a Decree on anti-transferThe price and tax evasion case has been overdue for nearly 2 months, and there is also a reason why the Ministry of Science and Technology and Da Nang City have not yet sent anyone to the drafting committee, even though the Ministry of Finance has sent an official dispatch.
Mr. Mai Tien Dung affirmed during the working sessions that he would not sit around arguing, not waiting, and not giving a specific time frame to resolve the above tasks. The heads of the two sectors of Planning and Investment and Finance also expressed their strong determination to resolve them.
One notable thing is that Prime Minister Nguyen Xuan Phuc called Minister and Head of the Government Office Mai Tien Dung to remind him when the press did not convey the Prime Minister's instructions that the Working Group had raised when working with the Ministry of Planning and Investment on the reviews and criticisms. That vividly demonstrates the supervision and actions of the head of the Government and the viewpoint of pointing out weaknesses.
With the specific issues clearly stated and the promises of responsible persons in the working sessions with the Government Working Group, it can be believed that the tasks, conclusions and directions of the Government and the Prime Minister will soon be implemented./.
