(Baonghean.vn) - On the morning of December 13, Nghe An Provincial Party Committee coordinated with the Central Economic Committee to organize a scientific seminar with the theme: "Development orientation of Nghe An province to 2030, vision to 2045".

UNIFYING PERCEPTION, BUILDING SCIENTIFIC AND PRACTICAL ARGUMENTS

On July 30, 2013, the Politburo issued Resolution No. 26-NQ/TW on the direction and tasks for developing Nghe An province until 2020 with the goal: Striving to build Nghe An into a fairly developed province in the Northern region by 2015, creating the foundation to basically become an industrial province by 2020.

In 2019, the Politburo reviewed and evaluated 5 years of implementing Resolution No. 26; at the same time, issued Notice No. 55, which set out tasks to continue implementing Resolution No. 26 and organize a summary in 2023.

Speaking at the welcoming ceremony, Secretary of the Provincial Party Committee Thai Thanh Quy emphasized that since the beginning of 2022, Nghe An Provincial Party Committee has spent a lot of time and effort to summarize the implementation of Resolution No. 26 of the Politburo, identifying this as one of the very important political tasks with top priority.

Along with summarizing the Resolution, Nghe An Provincial Party Committee has actively coordinated with the Central Economic Committee to organize practical surveys; order in-depth research in various fields; organize seminars and workshops to have more scientific basis for assessing the development situation of the province over the past 10 years and determining viewpoints and development orientations for the coming years.

"Today's discussion will help the Steering Committee of the Project and the Nghe An Provincial Party Committee to have a clearer and more specific view of the results achieved, the difficulties, limitations, shortcomings, causes, and lessons learned in the 10 years of implementing Resolution No. 26. At the same time, it will clarify the theoretical and practical issues raised regarding the direction and tasks of developing Nghe An province from now until 2030, with a vision to 2045. This is a very important step to supplement and complete the Resolution Summary Report to ensure progress and quality for submission to the Politburo as required according to the set plan", emphasized Provincial Party Secretary Thai Thanh Quy.

Speaking at the orientation of the Seminar, Head of the Central Economic Commission Tran Tuan Anh said that the Seminar aimed to unify common perceptions, build scientific and practical arguments, and help the Steering Committee synthesize, report, and propose to the Politburo to issue a new Resolution on socio-economic development and ensuring national defense and security of Nghe An province to 2030 and vision to 2045.

"The opinions at the Seminar are a very basic and important foundation in the spirit of speaking frankly, speaking honestly and exchanging in a substantive and responsible manner so that we have both a practical and scientific basis to unify viewpoints and perceptions, serving the Politburo in researching and issuing a new Resolution for Nghe An," emphasized comrade Tran Tuan Anh.

Based on the requirements and objectives set out, the Head of the Central Economic Commission requested the delegates attending the Seminar to focus on analyzing and evaluating more deeply the implementation of Resolution 26-NQ/TW; Highlighting the achievements in socio-economic development of Nghe An province in the past 10 years; analyzing and evaluating the shortcomings and limitations and especially clarifying the causes, especially subjective causes.

Correctly identify the role of Nghe An province in the North Central region; the North Central region and the Central Coast, in the country as a whole; Discuss and analyze the synchronization in building and promulgating mechanisms and policies to mobilize external resources and exploit local resources.

Clarifying "bottlenecks" in mechanisms, policies and coordination between ministries, branches and localities in deployment and implementation; Assessing the development of each field and locality in the province, finding out specific points and advantages that need to be exploited; suggesting good models and good practices based on practice.

MANY HEARTFELT, RESPONSIBLE, AND FRANK OPINIONS

Speaking at the Seminar, comrade Truong Dinh Tuyen - former member of the Party Central Committee, former Minister of Trade, former Secretary of Nghe An Provincial Party Committee analyzed the context of issuing Resolution No. 26, associated with the assessment of the implementation process. On that basis, he said that Nghe An's development must be associated with the general development of the era, with a new vision, new methods, breakthroughs, especially new aspirations.

Comrade Truong Dinh Tuyen also highlighted the importance of coordination between the Central and local levels in organizing implementation, especially in overcoming challenges arising in the process of implementing the Resolution. Along with that is the important role in applying the achievements of the Fourth Industrial Revolution, especially applying digital transformation to build digital government, digital economy, digital society; developing new economic models, improving the efficiency of resource use through improving the investment and business environment, administrative reform; at the same time, trying to further promote the personality of Nghe An people for development.

After summarizing 6 achievements and 4 limitations in the implementation of Resolution No. 26, comrade Le Doan Hop - former member of the Party Central Committee, former Minister of Information and Communications, former Secretary of Nghe An Provincial Party Committee, gave some suggestions for the province in the coming time. In particular, he proposed that Nghe An Provincial Party Committee issue a Resolution with the theme: Liberating thoughts, determination to get rich, and soon taking Nghe An out of poverty; in which the goal by 2030 is to at least balance the budget revenue and expenditure and by 2040, not only will the budget revenue be enough to cover expenses but also have a surplus for development.

Comrade Le Doan Hop also suggested that the development of the province needs to be focused and key; at the same time, he emphasized three more development conditions: the need to continue to unite more fiercely; effectively exploit resources at local, central and international levels; especially the need to exploit the intelligence and resources of Nghe An people at home and abroad more effectively.

Comrade Nguyen The Ky - former member of the Party Central Committee, Chairman of the Central Council for Theory and Criticism of Literature and Arts analyzed in depth the richness and uniqueness of cultural and historical resources, especially the people of Nghe An. On that basis, he suggested the need to strengthen the connection and interconnectivity in the development planning between economy and culture.

Contributing opinions on the urban field, Dr. Architect Tran Ngoc Chinh - Chairman of the Vietnam Urban Planning and Development Association analyzed and emphasized the role of urbanization as a driving force for the province's development, especially the role of the expanded Vinh urban area, Hoang Mai town, Thai Hoa town, Do Luong, Con Cuong.

Dr., Architect Tran Ngoc Chinh also emphasized the role and necessity of forming and upgrading strategic economic infrastructures such as: Highways, deep-water seaports, international airports; as well as social infrastructures, especially the need for the Ho Chi Minh Museum.

Paying special attention to the issue of awareness, Dr. Nguyen Si Dung - former Deputy Head of the National Assembly Office emphasized the systematic and national nature when issuing a new Resolution for Nghe An province; it is necessary to clarify the role of the Central and local governments in summarizing Resolution No. 26 of the Politburo, especially the role of the Central Government.

Dr. Nguyen Si Dung also suggested breakthroughs for the province's development in the coming time, including strategic infrastructure, land resource planning for industrial development, promoting the cultural values ​​of Nghe An, traditional values ​​of the people; effectively promoting resources, especially remittance resources by building appropriate policies, promoting administrative reform, digitalization, boldly innovating and piloting human resources.

Contributing comments to the draft summary, comrade Nguyen The Trung - former member of the Party Central Committee, former Deputy Head of the Central Committee for Mass Mobilization, former Secretary of Nghe An Provincial Party Committee said that it is necessary to analyze more specifically the difficulties, limitations, and causes in the development period of the past 10 years, especially the business environment and the Central Government's attention to local development.

Comrade Nguyen The Trung also said that it is necessary to more clearly define the focus and key areas for development, based on the potentials, advantages, and appropriate attention of the Central Government for Nghe An province.

Emphasizing the national mission of Resolution No. 26 of the Politburo for Nghe An province, Associate Professor, Dr. Tran Dinh Thien - former Director of the Vietnam Economic Institute said that it is necessary to clarify and deepen the role of relevant parties in implementing the goals set out in the Resolution, especially the targets that have not been achieved. Pay more attention to the feasibility and practicality of the set goals and targets; study more carefully the institutional aspects, time, resources, specific circumstances, and new context when issuing the new Resolution.

Associate Professor, Dr. Tran Dinh Thien also said that it is necessary to have mechanisms and institutions that prioritize key areas and key sectors of Nghe An province; prioritize large projects and strategic investors; develop Vinh city economically and culturally to the level of the North Central region; develop the Western Nghe An region in a new way, associated with the high-tech value chain; develop a strategy for enterprise development to the level of Nghe An province; strengthen decentralization, delegation of authority, and give more power to Nghe An province to carry out the national mission in the new Resolution.

PROPOSAL FOR THE STEERING COMMITTEE TO SUBMIT TO THE POLITBURE TO ISSUE A NEW RESOLUTION ON NGHE AN

Concluding the discussion, Head of the Central Economic Commission Tran Tuan Anh said: The project "Summary of the implementation of Resolution No. 26-NQ/TW, dated July 30, 2013 of the 11th Politburo on the direction and tasks for the development of Nghe An province to 2020" is one of the key tasks of the Central Economic Commission in 2022 and is also a key task in the Politburo's work program and has been approved in the work plan of the entire term.

One of the very important requirements set by the Politburo as well as the Steering Committee is to conduct an objective and comprehensive summary, closely following the spirit, goals, contents, as well as action programs to implement Resolution No. 26 proposed by organizations in the political system. From there, the Steering Committee will have the basis to build a summary report and draft a new Resolution for the development of Nghe An province in the coming period to submit to the Politburo in order to maximize the potential and advantages of Nghe An province.

The new Resolution must closely follow the policies on regional development in the Socio-Economic Development Strategy for the 2021-2030 period; as well as concretize the orientations in Resolution No. 26-NQ/TW dated November 23, 2022 of the Politburo on "Socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045"; be consistent with development practices, as well as lessons learned and issues raised through the summary of Resolution 26 in the past 10-year implementation period.

Appreciating the spirit of enthusiasm, frankness and responsibility of the delegates speaking at the seminar, comrade Tran Tuan Anh summarized some basic contents of the seminar. In particular, based on the achieved results, limitations and proposals, the delegates attending all reached a high consensus on proposing the Steering Committee to propose the Politburo to issue a new Resolution "on socio-economic development and ensuring national defense and security of Nghe An province until 2030, with a vision to 2045" to continue affirming the Party's viewpoint on the role, position and importance of Nghe An to the North Central and Central Coast regions and the whole country; and as a basis for the National Assembly, the Government, central ministries and branches to complete and issue specific mechanisms and policies and supplement resources for the sustainable development of Nghe An province, worthy of being the homeland of beloved President Ho Chi Minh!.

Head of the Central Economic Commission Tran Tuan Anh affirmed: The Steering Committee for the summary of Resolution No. 26-NQ/TW highly appreciates and thanks the comments of the delegates attending the discussion for the development of Nghe An province; considering this as one of the bases for the Steering Committee to complete the Project for summarizing Resolution No. 26-NQ/TW. The Steering Committee will assign the Editorial Team to filter and synthesize and include it in the Resolution summary report to ensure that it is consistent with the requirements and tasks set out in the summary.

In particular, comrade Tran Tuan Anh affirmed: The final summary report of the Steering Committee must ensure comprehensiveness, completeness and systematicity in both institutionalization and implementation; so that the new Resolution of the Politburo on Nghe An becomes a resource and driving force for the comprehensive, sustainable and rapid development of Nghe An in the coming time, so that the province can truly become the center of the North Central region, as well as make worthy contributions to the development of the North Central region and the Central Coast.
