General Secretary: The Court sector must constantly strive to make every judgment 'reasonable and sympathetic'

On the morning of September 13, in Hanoi, General Secretary To Lam attended the ceremony to celebrate the 80th anniversary of the People's Court's tradition day (September 13, 1945 - September 13, 2025).

Attending the ceremony were Politburo members, Party Central Committee Secretaries: Head of the Central Internal Affairs Commission Phan Dinh Trac, Head of the Central Inspection Commission Nguyen Duy Ngoc, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Politburo members: Permanent Deputy Prime Minister Nguyen Hoa Binh; Minister of Public Security, General Luong Tam Quang; Secretary of the Hanoi Party Committee Bui Thi Minh Hoai.

Also attending were Party Central Committee Secretaries: General Trinh Van Quyet, Director of the General Department of Politics of the Vietnam People's Army; Le Hoai Trung, Acting Minister of Foreign Affairs; Le Minh Tri, Chief Justice of the Supreme People's Court; Party Central Committee members: Vice President Vo Thi Anh Xuan, Vice Chairman of the National Assembly Nguyen Duc Hai; leaders of central and Hanoi departments, ministries, agencies, and organizations; leaders and former leaders of the Supreme People's Court, along with all civil servants, public employees, and employees of the People's Court; officers and soldiers of military courts nationwide.

A solid political and legal "fortress" contributes to strengthening people's trust

Delivering a speech at the ceremony, Chief Justice of the Supreme People's Court Le Minh Tri emphasized that 80 years ago, on September 13, 1945, President Ho Chi Minh signed Decree No. 33C, establishing the Military Courts. This was an important historical event, marking the birth of the Courts and since then, September 13 has become the traditional day of the People's Court sector.

And on January 24, 1946, the President of the Provisional Government of the Democratic Republic of Vietnam issued Decree No. 13 on the organization of Courts and Judges. Accordingly, a system of ordinary Courts (later renamed People's Courts) was established, including: primary courts in districts, second-level courts in provinces and three Supreme Courts in the North, Central and South.

In particular, entering a new stage of development of the country, along with trial activities, the Court has the task of detecting and recommending to competent authorities to amend and abolish documents contrary to the Constitution and laws; developing precedents; training cadres, judges and training the judicial profession...

Looking back over the past 80 years, through the stages of the country's development, regardless of the circumstances, from the fierce and arduous years of resistance to the years of peace and national development, generations of court officials and civil servants have always devoted themselves to serving the people, loyal to the Party and the State; striving; overcoming all difficulties and challenges; uniting, striving to build a People's Court worthy of becoming a symbol of justice, fairness, protecting the right, fighting against the wrong, protecting the Party, protecting the interests of the State, the legitimate rights and interests of organizations and individuals, serving the Fatherland and serving the people. Over the past 80 years, the court sector has been awarded many noble prizes by the Party and the State, including the Gold Star Order and twice the Ho Chi Minh Order.

Speaking at the ceremony, General Secretary To Lam emphasized that when talking about the Court, we are talking about the sacred meaning of justice and fairness; talking about integrity and fairness; talking about the trust and support of the people. This is the pride and also the great responsibility of the People's Court sector towards the country.

Born right after the success of the August Revolution, the Democratic Republic of Vietnam was established - accompanying the Fatherland in two long wars - and maturing in the cause of national renewal, the People's Court sector has made many important contributions to the cause of fighting for independence, national unification, building and protecting the socialist Fatherland of Vietnam.

Along with the development of the country, the important role and position of the Court sector are increasingly affirmed; the functions and tasks of the Court are increasingly clearly defined; the organizational model of the Court sector is increasingly perfected; the team of judges and officials of the Court sector is increasingly strong; facilities, equipment and working conditions are increasingly better; the work of the Court sector is increasingly making progress.

The General Secretary affirmed that our Party and State always acknowledge and highly appreciate the merits and contributions of the People's Court through the periods, from protecting the achievements of the revolution, consolidating the people's government, maintaining political security, ensuring social order and safety, preventing and combating crime, preventing and combating corruption, waste and negativity; to protecting justice, fairness, protecting human rights, civil rights, rights and legitimate interests of the State, organizations and individuals.

To fulfill its responsibilities well, the General Secretary requested that the People's Court sector must always thoroughly grasp and effectively implement the Party's policies and guidelines on comprehensively promoting the renovation process, synchronously implementing strategic tasks and breakthrough policies to develop the country in the new era, the era of national development. Do a good job of advising and coordinating strategic advice with the Party and the State and effectively implement policies and guidelines on building a socialist rule-of-law state; on judicial reform and innovation in building and perfecting the legal system, and synchronously perfecting institutions for national development.

Always maintain and strengthen the Party's leadership over the Judicial agencies in general and the People's Court in particular. This is an immutable principle, ensuring that the People's Court sector always develops continuously, firmly upholds the goal of national independence associated with socialism, puts the national and ethnic interests and the interests of the people above all, first in all activities. The People's Court must be a solid political and legal "fortress", contributing to consolidating the people's trust in the Party, the State and the cause of innovation, construction and development of the country along the socialist path.

The General Secretary requested to focus on improving the quality and effectiveness of trial activities of courts at all levels. This is the central task of the court sector, and also the central task of judicial reform.

In adjudication activities, the results of protecting justice, fairness, human rights, citizen rights, the interests of the State, and the legitimate rights and interests of organizations and individuals must be used as a yardstick. The adjudication principles stipulated by the Constitution and laws must be strictly implemented, especially ensuring independent adjudication and compliance with the law only; ensuring the principle of litigation in adjudication; open and transparent trials, except in cases prescribed by law; all citizens are equal before the law; ensuring the right to defense of suspects and defendants, and the right to protect the legitimate interests of litigants.

No case or incident, regardless of its nature or extent, must be allowed to be unjust or seriously wrongful, causing damage to the rights and interests of the State and the legitimate interests of organizations and individuals. The Court must constantly strive to make every judgment "reasonable and reasonable" - strict in law but also rich in humanity, both protecting the discipline of the law and maintaining stability and harmony in society, nurturing the people's trust and aspiration for a good life, so that the Court is not only a judicial body, but must become a symbol of justice and the people's trust, a solid support for people to entrust fairness and justice.

Symbol of justice, fairness, faith and reason

The General Secretary emphasized the need to increase participation in building and perfecting legal institutions, ensuring consistent application of the law in the operations of prosecution agencies. The Court sector will promote modernization and expand international cooperation in the sector's work; enhance digital transformation, apply science and technology, and aim to build an e-Court - a digital Court, to serve the people better and better.

The Court sector needs to continue to do well in foreign affairs and international cooperation according to the Party and State's policies to enhance the international position and prestige of the Vietnamese Court; research, select, and learn from the experiences of countries with modern judiciary systems, to continuously improve the operational capacity of domestic Courts, especially in adjudicating and resolving cases and incidents with foreign elements and international nature, and actively participate in the international judiciary.

The General Secretary noted that the most important issue is to pay special attention to doing well the work of building the sector, especially building a team of cadres and judges of the People's Court to meet the requirements and tasks in the new situation; it is necessary to focus on doing well the work of building the Party, building a clean, strong, professional, modern sector, promoting the spirit of solidarity and responsibility; strengthening discipline, order, and integrity within the sector; ensuring smooth, efficient, effective and efficient operations of the 3-level People's Court model after the arrangement and streamlining.

The Court sector must pay special attention to building a team of cadres, especially a team of judges with strong political will, clear ethics, integrity, deep expertise, courage to protect what is right, and determination to fight against what is wrong. Each court officer, especially the team of judges, must clearly understand their role and responsibility as those who are trusted with the responsibility of "weighing and measuring" in protecting justice and fairness; and "in the name of the Socialist Republic of Vietnam" to judge and pronounce judgments. Each judgment not only demonstrates the ability to apply the law but also demonstrates political will, professional ethics and profound social responsibility. Therefore, the requirement for judges and court officers is to be truly fair, honest, courageous, well-versed in the law, knowledgeable about practice and have a compassionate heart. Every court official must constantly study and cultivate ethics and professional capacity, as Uncle Ho taught court officials: "Serve the public, obey the law, be impartial and selfless", must "be close to the people, understand the people, help the people, learn from the people", to meet the increasingly high requirements and demands of the job in the new period.

The General Secretary affirmed that the Party and State will continue to allocate resources to strengthen facilities, equip vehicles, and offices for courts at all levels, to be worthy of their position as the center of the judicial system and a symbol of justice.

The General Secretary believes that the People's Court sector will continue to make great strides in the coming time, truly becoming a symbol of justice, fairness, trust and reason in our society, making an important contribution to building a socialist rule-of-law state of Vietnam of the people, by the people, for the people; together with the entire Party, the entire people and the entire army, successfully realizing the goal of a rich people, a strong country, democracy, fairness and civilization.

At the Ceremony, on behalf of the Party and State leaders, General Secretary To Lam awarded the title of Labor Hero to the Supreme People's Court.

Vice President Vo Thi Anh Xuan awarded the First Class Labor Medal to the People's Court of Hanoi and the People's Court of Ho Chi Minh City.
