Specifically, the meeting gave opinions on the Projects: "Continuing to build and perfect the Socialist Rule of Law State of Vietnam in the new period"; "Continuing to promote industrialization and modernization of the country until 2030, with a vision to 2045"; "Summarizing the implementation of Resolution No. 10-NQ/TW, dated January 18, 2002 of the 9th Politburo on socio-economic development, ensuring national defense and security in the Central Highlands region in the 2001-2010 period and Conclusion No. 12-KL/TW, dated October 24, 2011 of the Politburo on continuing to implement Resolution No. 10-NQ/TW of the 9th Politburo on developing the Central Highlands region in the 2011-2020 period"; "Summary of the implementation of Resolution No. 53-NQ/TW, dated August 29, 2005 of the 9th Politburo on socio-economic development and ensuring national defense and security in the Southeast region and the Southern key economic region to 2010 and orientations to 2020 and Conclusion No. 27-KL/TW, dated August 2, 2012 of the 11th Politburo on continuing to implement Resolution No. 53-NQ/TW".

At the meeting, representatives of the Standing Agencies of the Steering Committee for the Project presented the contents of the Proposal. The Politburo discussed and assessed that the Project "Continuing to build and perfect the Socialist Rule of Law State of Vietnam in the new period" closely followed and correctly implemented the Platform for national construction in the transitional period to socialism (supplemented and developed in 2011), the 2013 Constitution, the 13th National Party Congress Documents and the guiding ideology of General Secretary Nguyen Phu Trong on the path to socialism in Vietnam; closely followed the practical situation of the country and the world; Inheriting and promoting the achievements in building the Vietnamese socialist rule-of-law state after more than 35 years of renovation, while selectively absorbing international experience, thereby determining goals, tasks, and solutions suitable to reality, orienting viewpoints and guiding thoughts in the new period, contributing to creating momentum for our country to develop rapidly and sustainably, towards the goal of becoming a developed country, following a socialist orientation by the middle of the 21st century.

The Politburo believes that the contents of the Project are big, difficult, and complicated issues. At the same time, the Politburo affirms that the contents that are mature, clear, tested in practice, proven to be correct, and agreed upon by the majority will be included in the Project and unanimously approved to submit to the Party Central Committee at the 6th Central Conference for consideration and issuance of a Resolution.

Regarding the Project "Continuing to promote industrialization and modernization of the country to 2030, with a vision to 2045", the Politburo affirmed that industrialization and modernization is a consistent and continuous policy of our country in the process of socio-economic development. In more than 35 years of innovation, industrialization and modernization have promoted high economic growth, improved growth quality, rapid economic growth, positive shifts in economic structure and labor structure, making our country a middle-income developing country; attention has been paid to cultural and social development; the material and spiritual life of the people has been constantly improved.

Besides, there are still some shortcomings and limitations such as economic growth not reaching the set strategic target, the speed tends to decrease; the risk of falling behind and falling into the middle-income trap is real if we do not drastically innovate thinking and actions in implementing industrialization and modernization.

The Politburo unanimously approved the Project to submit to the Party Central Committee at the 6th Central Conference for consideration and issuance of a Resolution with the goal that by 2030, Vietnam will complete industrialization and end the first phase of the modernization process; by 2045, it will basically complete the modernization process, striving to become a developed country with high income; one of the major centers of the Asian region in smart manufacturing and smart services; and build a modern, developed agriculture that is among the world's leading.

Regarding the Central Highlands Project, the Politburo assessed that the Central Highlands is a particularly important strategic area in terms of socio-economics, national defense and security of the whole country; has potential and advantages to develop agriculture, forestry, large-scale commodity production combined with processing industry, developing energy industry and mining industry; is an area where many ethnic groups live together with their own unique and diverse cultural identities.

However, the socio-economy still has many limitations, the economic scale is small, the level of development is low and uneven, a part of ethnic minorities still have difficult lives, lack of land for housing and production; hostile forces take advantage of ethnic, religious and land issues to incite and sabotage, so this area needs to continue to be interested in creating conditions and investing for development in the coming time.

The Politburo agreed with the goal of the Central Highlands region developing rapidly and sustainably by 2030 based on a green, circular economy rich in national cultural identity; developing a highly efficient agricultural economy, forming a number of large-scale agricultural products with international brands associated with processing centers; a number of important transport infrastructure works and basic digital infrastructure are formed; promoting the settlement of residential land and production land issues for ethnic minorities; forest ecosystems and biodiversity are preserved and developed; water security is ensured; border security is maintained; political security, order and social safety are ensured; the great solidarity of ethnic groups is consolidated and strengthened.

Regarding the Project "Southeastern Region and Southern Key Economic Zone", the Politburo affirmed: The Southeast Region and Southern Key Economic Zone are always the most dynamic, dynamic, and creative economic regions, leading in innovation and development, and are the locomotives, making great contributions to growth, economy, export, state budget revenue, and job creation of the whole country.

In addition to the results, many targets have not been achieved, such as economic growth rate, contribution to the country's GDP, and labor productivity growth rate; industrial development is not sustainable; infrastructure networks, especially transportation, healthcare, and education systems, are overloaded and lack synchronization; science, technology, and innovation potential have not met the target; political security, social order, and safety still have potential complications and risks of instability.

To continue promoting the achieved results, making the Southeast region the largest growth driver of the country and successfully implementing the goals of the 10-year Socio-Economic Development Strategy 2021 - 2030 approved by the 13th National Congress, the Politburo agreed with the goal of building the Southeast region into a dynamically developing region by 2030, with a high economic growth rate, the largest growth driver of the country; a center of science, technology and innovation, high-tech industry, logistics and a highly competitive international financial center in the region.

Concluding the meeting, General Secretary Nguyen Phu Trong emphasized that the opinions expressed highly appreciated the elaborate, serious, scientific preparation, innovative, creative and highly responsible ways with good quality of the Steering Committees and Editorial Teams to develop the Projects; assigned the competent agencies to receive the opinions of the Politburo and relevant agencies to complete the Projects to report to the Politburo to submit to the 6th Central Conference of the 13th tenure; received, completed and issued the Politburo's resolutions on socio-economic development and ensuring national defense and security in the Southeast and Central Highlands regions for sectors and localities to implement./.
