Speaking at the conference, General Secretary, President, Secretary of the Central Military Commission Nguyen Phu Trong, on behalf of the Party and State leaders, highly appreciated the leadership and direction of the Central Military Commission and officers and soldiers of the entire army in performing military and defense tasks in 2019. In particular, they focused on implementing and completing 9 key tasks, creating strong changes in all aspects of military and defense work.

The General Secretary and President praised the collective leadership of the Central Military Commission and the Ministry of National Defense for always being united, promoting democracy and intelligence, clearly defining individual responsibilities; directing and synchronously implementing many breakthrough solutions to overcome weaknesses and weak points, so that officers and soldiers of the entire army are always excited, confident, united, making high efforts and determination, ready to receive and successfully complete all assigned tasks.

Emphasizing that in 2020, the task of building the Army, consolidating national defense, and protecting the Fatherland continues to pose new requirements, General Secretary and President Nguyen Phu Trong requested that the entire army thoroughly grasp and effectively implement the 2020 leadership resolution of the Central Military Commission; proactively and sensitively grasp, forecast early and correctly assess the situation, promptly advise the Party and State to successfully handle military and defense situations, and avoid being passive and surprised.

In addition, the Ministry of National Defense needs to direct the improvement of training quality for forces to meet combat requirements in new conditions. The entire army strictly maintains combat readiness, closely manages airspace, sea, border, inland and key, strategic areas; ensures safety of maritime economic activities; is ready to successfully handle situations; actively participates in preventing and overcoming the consequences of natural disasters, search and rescue, and handling environmental incidents; resolutely implements the Politburo's policy on organizing forces and ensuring weapons and equipment for the Army.

The Ministry of National Defense proactively coordinates with central departments, ministries and branches to implement the Politburo's Conclusion on defense zones, on management and use of defense land; build and improve the quality of militia and self-defense forces and reserve forces; do a good job of national defense and security education for the subjects; continue to effectively implement Central Resolution 4 (term XII) and the Central's regulations and instructions on Party building work.
