After four days of urgent and serious work, the Third Conference of the Party Central Committee completed the proposed Program.

The comrades attending the Conference upheld their sense of responsibility, promoted democracy, discussed frankly, and contributed many important opinions to the draft documents and contents of the Conference.

General Secretary Nguyen Phu Trong delivered a closing speech at the Conference.

The Central Executive Committee unanimously approved the Conference Resolution. The Politburo accepted valid opinions and explained issues on which there were still different opinions.

To conclude the Conference, on behalf of the Politburo, I would like to emphasize and clarify a number of issues to unify the organization and direction of implementation.

Firstly, the Conference discussed and unanimously approved in principle the content of the Working Regulations of the Central Executive Committee, the Politburo, the Secretariat and the Central Inspection Commission of the 12th tenure; considering these as very important documents concretizing the Party Charter, creating a basis for continuing to reform administrative procedures within the Party and innovating the Party's leadership methods.

Promoting its role as the highest leadership body of the Party between two Congresses; being responsible to the entire Party, the entire people and the entire army for all aspects of the Party and the country's situation, the Central Executive Committee continues to affirm its responsibility and authority on major and important issues of the country, the Party and the State, including: Deciding on issues of strategy and major policies on socio-economics and the state budget for 5 years and annually; national defense, security and foreign affairs tasks; Party building work, mass work, to implement the Political Platform, Party Statutes, and Party Congress Resolutions; policies and guiding viewpoints on promoting democracy, strengthening discipline and order in the Party and society; preparing personnel for the Central Executive Committee, the Politburo, the Secretariat, key leadership positions of the Party and the State; major orientations on building a socialist rule-of-law state...

Compared to the 11th term, the Working Regulations of the Central Executive Committee, the Politburo, and the Secretariat of this term have been amended and supplemented with a number of new points, specifically on the responsibilities and powers of the Central Executive Committee and Central Executive Committee members; the responsibilities and powers of the Politburo, the Secretariat, the General Secretary, Politburo members, Secretariat members, etc.

In particular, this Regulation adds many important new points on the responsibilities and powers of the Politburo regarding orientation, viewpoints, goals and some major solutions on socio-economic development, meeting the urgent requirements of life in some specific areas. At the same time, it adds some new points on the preparation for the Central Executive Committee Conference, Politburo Conference, Secretariat; leadership and direction for state agencies, the Vietnam Fatherland Front and socio-political organizations; the regime of preliminary and final reviews, self-criticism and criticism, the regime of working trips to the grassroots level, etc.

The working regulations of the Central Inspection Commission of this term have also basically inherited the content of the working regulations of the Central Inspection Commission of the 11th term; at the same time, they have amended and supplemented a number of points on the responsibilities and powers of the Central Inspection Commission, including the inspection and supervision of asset declarations of cadres under the management of the Politburo and the Secretariat; and added new content on working relations with party committees, party executive committees, party delegations of state agencies, the Vietnam Fatherland Front, socio-political organizations and central steering committees.

Implementing these regulations well will contribute to further promoting democracy in the activities of the Central Executive Committee, the Politburo, the Secretariat and the Central Inspection Commission, while strictly maintaining discipline and order within the Party; ensuring the principle of democratic centralism, collective leadership, enhancing individual responsibility, especially that of the leader; improving the quality and effectiveness of the Party's leadership; promoting the role, initiative and creativity of organizations in the political system; strengthening collective strength, solidarity and unity within the Party, and innovating the Party's leadership methods towards the State and society. It is recommended that each Central Committee member, in his or her position and responsibility, especially key leaders at all levels, sectors and agencies, should be exemplary and seriously implement them.

Second, the Central Executive Committee unanimously issued the Regulations on the implementation of the Party Charter and the Regulations on inspection, supervision and party discipline. The conference discussed and reached a high consensus on the submissions and draft regulations of the Politburo, contributing many important and specific opinions and directly commenting on the draft regulations, especially those contents that have encountered difficulties and shortcomings in practical implementation.

The Central Committee has agreed to supplement and provide more specific and clear guidance on issues such as: On the authority to enforce discipline of Party cells; on the periodic activities of grassroots Party committees and Party cells; on the probationary period of Party members to calculate Party age; on decentralization in considering and resolving complaints; on the conditions for appointing Party members outside the Party Committee to participate in the Party Committee; on the functions and tasks of Party committees of departments; on forms of rewards within the Party, on the inspection and supervision work of Party organizations, on the tasks of Inspection Committees at all levels; on the enforcement of discipline and disciplinary voting, on Party disciplinary complaints...

Overview of the 3rd Central Conference, 12th term

The Central Executive Committee assigns Party committees and organizations at all levels to organize research, dissemination and serious implementation of the regulations based on them; assigns the Politburo and the Secretariat to direct specialized agencies to assist in research to guide issues related to methods, processes, procedures and expertise to concretize the regulations, in accordance with the current situation and practical requirements.

Third, the Conference agreed on the introduction of senior leadership personnel of state agencies for the 2016-2021 term. The Central Executive Committee welcomed the Politburo, which, after electing the 14th National Assembly (2016-2021), actively prepared personnel plans to present to this Conference.

The Central Committee discussed, contributed many ideas to deepen and highly agreed with the Politburo's Report on introducing personnel for the new National Assembly to elect or approve according to regulations.

For the positions of President, Prime Minister, Chairman of the National Assembly and other leadership positions of state agencies that were voted on or approved by the 2nd Central Conference of the 12th tenure (convened in March 2016), the Central Executive Committee agreed to continue to propose and introduce; at the same time, it recorded the recommendation votes for the positions that were not voted on at the 2nd Central Conference and the positions that are expected to change compared to the previous time so that the Politburo can officially introduce them to the National Assembly for consideration, election or approval at the 1st Session of the 14th National Assembly according to the provisions of law.

Since the 12th National Party Congress, the domestic situation, in addition to opportunities and advantages, has also had many difficulties and challenges due to the inherent shortcomings of the economy; natural disasters, drought in the Central and Central Highlands regions, saline intrusion, rising sea levels in the Southwest, marine environmental pollution incidents in some Central provinces, traffic accidents and social evils tend to increase,...

In that context, with the efforts of the entire political system and the consensus of the people, the macro-economy continued to be stable, achieving a good growth rate, social security, political security and social order and safety were ensured; we implemented and achieved many good results in foreign affairs activities; many large and important diplomatic events were successfully organized.

We continue to have policies and measures to proactively, resolutely and persistently protect the sovereignty and territorial integrity of the Fatherland.

The Party and State have directed the work of preventing and combating corruption, practicing thrift, and combating waste more resolutely and have had positive changes; a number of particularly serious corruption and economic cases have been and are being investigated and considered and will be brought to strict trial in accordance with the law.

In particular, with high political determination, methodical, democratic and strict working methods, we have completed an important step of state leadership positions and were elected or approved by the Eleventh Session of the 13th National Assembly with high confidence.

In the context of many complicated factors and hostile forces carrying out many fierce sabotage activities, we successfully organized the election of deputies to the 14th National Assembly and the election of deputies to People's Councils at all levels for the 2016-2021 term with more than 99% of voters nationwide going to the polls.

After the election, the consolidation of positions of the People's Council and People's Committee at all levels has been basically completed. People's trust in the leadership of the Party and State continues to be consolidated and enhanced.

To complete the goals and tasks for the last 6 months of the year and the whole year of 2016 according to the Resolution of the Central Executive Committee, the Resolution of the National Assembly, the entire Party, the entire people and the entire army must continue to strive, boldly make breakthroughs, and find effective solutions to solve current pressing problems. Prioritize issues that need to be resolved, such as: Focusing on socio-economic development; effectively implementing three strategic breakthroughs; proactively resolving the issue of restructuring state-owned enterprises; restructuring the state budget, handling bad debts and ensuring public debt safety; strengthening Party building and rectification, stepping up the fight against corruption, waste and bureaucracy. Resolutely and persistently fight to firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland, while maintaining a peaceful and stable environment for national development, proactively and actively integrating into the international community.

Focus on ideological work, propaganda, press, information, create consensus in society; resolutely correct deviations, refute false arguments.

Create high solidarity and unity within the Party, first of all within the Central Executive Committee, the Politburo, and the Secretariat. Each Central comrade must be exemplary in preserving his qualities and ethics, truly studying and following Uncle Ho's ideology, ethics, and style; and reforming his working and living style and manners.
