On the afternoon of May 13, General Secretary To Lam chaired a meeting of the Secretariat on the implementation and status of collecting opinions from the people, sectors and levels on the content of amending and supplementing a number of articles of the 2013 Constitution.
General Secretary To Lam requested the National Assembly Party Committee, the Government Party Committee, the Vietnam Fatherland Front Party Committee, central mass organizations, the Central Propaganda and Education Commission, and agencies according to their assigned functions and tasks to continue to closely lead and direct the work.
In particular, collecting public opinions on the content of amending and supplementing the 2013 Constitution must ensure the right progress to submit to the National Assembly according to the session's agenda.

The General Secretary noted that it is necessary to continue to widely disseminate to the people the purpose, meaning, scope, and content of amending and supplementing a number of articles of the 2013 Constitution; diversify forms for people to contribute opinions, without restricting any form; and ensure the promotion of democracy and substance.
Strengthening the mobilization of people to contribute ideas through the application via VneID, at the same time strongly promoting, considering this a national digital citizen application, limiting distorted and anti-digital citizen application arguments.
The General Secretary pointed out that agencies, according to their assigned tasks, need to do a good job of synthesizing people's opinions, ensuring full and objective recording of contributions within the scope and content of the 2013 Constitution amendments to report to the National Assembly for consideration and decision.
In addition, strengthen the fight against erroneous, hostile views, bad and toxic information on cyberspace related to the amendment and supplementation of a number of articles of the 2013 Constitution.
The Secretariat assigned the National Assembly Party Committee to preside over and coordinate with relevant agencies to summarize the process of collecting public opinions after completion in order to draw lessons to continue to effectively collect public opinions on major national issues.
Decentralize thoroughly, decisively, and urgently
Regarding some issues related to the implementation of Resolution No. 18, on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently, the General Secretary requested the Government Party Committee to focus on implementing decentralization thoroughly, drastically and urgently, so that localities, especially commune and provincial levels, must grasp the contents of the issue of decentralization of management.

The issue of decentralization of state management must be put into the system with a very clear division of labor, decentralizing each task so that the apparatus must run, and everyone must perform according to their functions and tasks.
In particular, it is necessary to define decentralization as serving the people's needs directly, creating the most favorable conditions for the people, ensuring that all people's needs are resolved at the grassroots level. The central and provincial levels only make policies; the focal point representing the authorities at all levels is at the grassroots level.
According to the General Secretary, on the basis of decentralization, training must be organized, new issues updated, and very specific instructions given to cadres on what needs to be done and must be done. There must be no situation where cadres push their work around or do not see their full responsibilities. This is the important content to evaluate cadres.
Faced with the people's demands and the country's work, officials must clearly express their views on how to solve that problem.
If the work exceeds the authority, proactively coordinate with relevant agencies to find solutions.
The General Secretary noted that this spirit must be thoroughly understood and specific training and guidance provided to cadres. All the above tasks and requirements must be implemented very urgently.
