National agricultural and rural census

Deputy Prime Minister Le Minh Khai signed Decision No. 484/QD-TTg dated June 7, 2024 on organizing the 2025 Rural and Agricultural Census. Accordingly, the 2025 Rural and Agricultural Census (2025 Rural and Agricultural Census) will be conducted nationwide on July 1, 2025.

The 2025 rural and agricultural census will be conducted nationwide on July 1, 2025.

The 2025 Rural and Agricultural Census collects the following groups of information:

1- Current status of agricultural, forestry and fishery production:

- Number of production units; number of employees and labor structure; working time;

- Production scale;

- Production capacity;

- The situation of industrialization, modernization and application of scientific and technological advances in production and application of digital economy;

- Current status of information access of production units;

- Implement product traceability, production linkage, product consumption;

- Impact of agricultural, forestry and fishery production on the environment; information on the effects of climate change and rising sea levels;

- Farm economic development situation;

- Develop efficient and sustainable production;

- The role of women in agricultural, forestry and fishery production;

- Results of self-production and self-consumption activities of households;

- Agricultural land use situation.

2- Rural situation includes:

- Current status and changes in rural socio-economic infrastructure, including information related to the implementation of national goals on new rural areas and advanced new rural areas in the 2021 - 2025 period;

- Forms of rural economic support (agricultural, forestry and fishery extension systems; market access;...);

- Rural environmental sanitation;

- Developing agricultural, forestry and fishery production associated with processing, services and tourism;

- Cooperatives and craft villages;

- Facilities and working conditions of the People's Committee of the commune.

3- Information about rural residents includes:

- Ability to mobilize capital, borrowing situation, ability to access credit of agricultural, forestry and fishery production households;

- Vocational training for rural workers and results of implementing Party and State policies on rural residents;

- Status of electricity and clean water use of rural residents; medical examination and treatment and primary health care.

The 2025 Rural and Agricultural Census will collect information for 30 days, from July 1, 2025 to July 30, 2025. Preliminary results will be announced in December 2025. Official results will be announced in March 2026. Thematic analysis reports will be published in July 2026.

Establishment of Steering Committee for General Census of Rural and Agricultural Areas at all levels

Decision to establish the Steering Committee for the 2025 National Target Program at all levels. Specifically:

At the center:The Prime Minister established the Central Steering Committee for the 2025 National Target Program, headed by the Deputy Prime Minister.

The Minister of Planning and Investment shall act as Permanent Deputy Head of the Committee; the Director General of the General Statistics Office shall act as Deputy Head of the Committee.

Deputy Ministers of the Ministries of Agriculture and Rural Development, Finance, Natural Resources and Environment, Information and Communications, Vice Chairman of the Central Executive Committee of the Vietnam Farmers' Union, Chairman of the Vietnam Cooperative Alliance and representatives of leaders of relevant ministries, departments and branches are members.

The Central Steering Committee established a Standing Team to assist and use the seal of the Ministry of Planning and Investment in directing the implementation of the 2025 National Target Program.

Locally:Chairmen of People's Committees at all levels establish Steering Committees for the 2025 National Target Program at the same level.

The Steering Committees at provincial, district and communal levels are responsible for organizing and directing the implementation of the 2025 National Target Program in localities.

The composition of the Steering Committee at the provincial and district levels includes: Chairman (or Vice Chairman) of the People's Committee as Head of the Committee. Head of the Statistics agency at the same level as Permanent Deputy Head of the Committee. Heads (or Deputy Heads) of the following agencies: Agriculture and Rural Development, Planning and Investment, Finance, Natural Resources and Environment, Information and Communications, Cooperative Alliance, Farmers' Association, Deputy Heads of Statistics agencies at the same level and representatives of leaders of relevant departments, branches and sectors as members.

Provincial and district Steering Committees have established a Standing Team to assist.

The members of the Commune Steering Committee include: Chairman (or Vice Chairman) of the People's Committee as Head of the Committee. Commune-level Office - Statistics Officer as standing member. Cadastral - Construction - Urban and Environment Officer (for wards and towns) or Cadastral - Agriculture - Construction and Environment Officer (for communes), Chairman of the Vietnam Farmers' Union (applicable to communes, wards and towns with the Vietnam Farmers' Union) and relevant cadres and civil servants as members.

The Decision clearly states that the Steering Committee will only be established for districts, towns, provincial cities, wards and towns where the proportion of agricultural, forestry and fishery households accounts for over 30% of the total number of households.

For districts, towns, provincial cities, wards and towns that do not establish a Steering Committee, the Chairman of the People's Committee at the same level directly directs; the Head of the District-level Statistical Office and the Office - Statistics officer at the commune level perform permanent duties.

The Steering Committees at provincial, district and commune levels use the seals of the People's Committees at the same level in directing and organizing the implementation of the 2025 National Target Program.

The Steering Committee and Standing Committees at all levels shall dissolve themselves after completing their tasks.

The Ministry of Planning and Investment (General Statistics Office) is responsible for presiding over the development and submission to the Central Steering Committee for the 2025 National Census to issue the 2025 National Census plan; presiding over and coordinating with relevant ministries, departments, branches and localities to organize and direct the implementation of the 2025 National Census according to the Plan; building the 2025 National Census database to serve connection and sharing with relevant ministries, departments and branches.

At the same time, preside over the preparation and approval of the budget estimates for implementing the 2025 GDP and synthesize them into the annual budget revenue and expenditure estimates of the Ministry of Planning and Investment (General Statistics Office) and send them to the Ministry of Finance for synthesis according to the provisions of the State Budget Law.

The Ministry of Agriculture and Rural Development coordinates with the Ministry of Planning and Investment to complete the Plan and participate in the implementation of the 2025 Agenda.
