Many concerns are mentioned
After the report by Deputy Head of the National Assembly delegation Tran Van Mao on the content and program of the 4th session of the 14th National Assembly, scheduled to open on October 20, many responsible and frank voters mentioned many issues that the National Assembly and the Government need to pay attention to.
Voter Nguyen Dang Sen, Hamlet 7B, Thanh Mai Commune, compared current corruption to a stem borer, extremely dangerous. Therefore, he recommended that the Party, National Assembly, and Government take more drastic measures, especially promoting people's supervision and denunciation. However, the issue that this voter is concerned about is that the Government must have a mechanism to protect those who report corruption, to avoid "bringing trouble upon themselves".

Also concerned about corruption, Mr. Tran Quoc Tri, a worker at Thanh Mai Tea Factory, expressed his support for the Central Government's determination in the fight against corruption in recent times; at the same time, he recommended that this spirit should also be implemented at the provincial, district and communal levels; and that measures should be taken to handle retired officials when violations are discovered, ensuring strictness of the law.
Voter Tri also proposed to end the situation where commune-level officials who commit violations are transferred to district level, and district level to province level...
Voter Vo Van Van, a civil servant of Thanh Mai commune, said that currently in the commune there is Thanh Mai Tea Enterprise with a total area assigned for management and granted a land use right certificate of 600 hectares.
Recently, implementing the policy of arranging and converting agricultural and forestry farms of the National Assembly, the Government, local authorities and tea enterprises have reviewed and checked the land fund, determined and marked the area to be returned to local management of 430 hectares, but up to now, it has still been sluggish and has not been implemented, affecting land management in the area and the rights of 400 households belonging to the enterprise.

Worried about the landslides along the rivers, affecting production land, state works such as transportation, irrigation, and people's housing, voter Phan Chi Tam, Secretary of the Party Committee of Vo Liet commune, proposed that the National Assembly and the Government need to have solutions and invest resources to reduce the current landslide situation...
Some voters also raised concerns that the policy of streamlining the payroll, although at the commune level there has been a reduction in numbers, is still overlapping, and suggested continuing research to ensure effectiveness; the regime for those taking on positions in the hamlet is still inadequate, leading to a situation where capable people do not want to do it, while incompetent people want to do it.
In addition, many issues related to resolving outstanding policies for people with meritorious services; having a mechanism to invest in infrastructure for poor communes and disadvantaged mountainous areas; inadequacies in evaluating and scoring poor households; responsibility and working spirit of commune-level officials and civil servants... were also widely reflected and mentioned by voters.

Answer many questions thoroughly
At the voter meeting, 21 voters expressed their opinions on 48 issues related to the authority and responsibility of many levels from the central to the communal government. Mr. Nguyen Van Que - Chairman of Thanh Chuong District People's Committee explained and clarified many recommendations and proposals under the authority of the district and communal levels.
Next, delegate Ho Duc Phoc - Member of the Party Central Committee, State Auditor General of Vietnam also shared and informed about a number of issues that voters were interested in.
Regarding the issue of anti-corruption, based on information about a number of major corruption cases that have been handled recently, delegate Ho Duc Phoc affirmed: The Party and State's viewpoint in anti-corruption work is that there are no forbidden zones and that violations are strictly handled, including retirees.

And the fight against corruption is done from top to bottom, the Central Government does it first to gradually spread to the provincial level... Delegate Ho Duc Phoc also shared: At the 4th session of the 14th National Assembly, the National Assembly will discuss amending and supplementing the Law on Denunciation and during the discussion process, the National Assembly Delegation of Nghe An will participate in giving opinions and proposing a mechanism to protect whistleblowers against corruption as proposed by voters.
The State Auditor General of Vietnam also informed voters that the issue of building a brand and increasing the value of Thanh Chuong tea trees requires equitization of Nghe An Tea Development Company, and at the same time attracting potential foreign investors to invest. This issue is being promoted by Nghe An province.

Regarding the allowance regime for those holding positions at the hamlet level, the State Auditor General said that the source of allowance payment for hamlet-level cadres is from the provincial budget; provinces with good budget conditions pay high allowances, while provinces with difficulties pay low allowances. For Nghe An, the budget revenue only reaches 11,000 billion VND/year, while expenditure is up to 20,000 billion VND/year; each year the Central Government supports the province with 9,000 billion VND/year. When the provincial budget collects 25,000 - 30,000 billion VND according to the Resolution of the 18th Provincial Party Congress, the Provincial People's Council will have the basis to raise the regime for hamlet-level cadres to 2-3 times higher than at present.
National Assembly Delegate Ho Duc Phoc also demonstrated his responsibility when affirming that he would recommend the province and district to pay attention to attracting resources to prioritize Thanh Mai commune in particular and poor and disadvantaged communes in information and explanation of many issues to support local investment in infrastructure; ensuring traffic safety; contributing to school revenues; evaluating poor households...
