This document clearly states: "In order to develop long-term relations between the two countries, 2019 is called the Year of the Russian Federation in Vietnam and the Year of the Socialist Republic of Vietnam in the Russian Federation".
President Putin also decided to send members of the Russian Organizing Committee, headed by Deputy Prime Minister Maxim Akimov, to carry out Russia-Vietnam exchange activities.
The Organizing Committee was attended by the Special Representative of the President of Russia for International Cultural Cooperation Mikhail Shvidkoi, Minister of Education Olga Vaixilieva, Minister of Youth Alexandr Bugaev, Deputy Minister of Foreign Affairs Igor Morgulov, Head of the Consumer Supervision Commission Anna Popova, Head of the Tourism Agency Alex Saphonov, etc.
The Government of the Russian Federation is tasked with closely cooperating with this Organizing Committee to ensure that exchange activities between the two countries take place smoothly within the framework of the Federal budget. This is a specific action of the Russian side after the recent visit to the Russian Federation of General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong.
Obviously, in the context of Russia being economically "punished" by the US and the West through embargoes and political oppression as well as increasing military pressure from the NATO bloc, this is an affirmation that Putin's Russia always trusts traditional, loyal friends like Vietnam and that Russia wants to affirm/strengthen in reality the comprehensive, strategic partnership with Vietnam.
