Mr. Nguyen Viet Thong:There has never been a term like this one in which our Party has paid much attention toorganizational work, cadres. The Party has issued many regulations, rules and given strong directions. The fight against corruption has also been intensified.
However, besides the achievements, in the draft Political Report, the draft Summary Report on Party building and implementationParty CharterThe 12th Congress also frankly pointed out that there are still many limitations and shortcomings in personnel work. Our Party has pointed out that there is a situation of buying positions, power, age, degrees, medals, appointing relatives, kin, relatives, cronies or public opinion says there are 4 "results": descendants, relationships, money, and intelligence.
The recent Commune and District Congresses have also revealed a number of issues. Such as the appointment of personnel to be Party Committee Secretaries. The appointment of personnel is not against regulations, but it took place right during or right after the Congress, leading to negative public opinion. The Central Organizing Committee has also noted the need to limit the appointment of Secretaries right during or right after the Congress.

Mr. Nguyen Viet Thong:The fault is not in the process. In the past, under Uncle Ho, there were not many processes, but why did the right person get selected? Nowadays, there are many regulations and processes, but the wrong person is still selected? The problem is who is implementing the process. If the leader is not honest and transparent, they will have ways, even sophisticated tricks, to deceive the collective.
As for the issue of appointing Party Committee Secretaries, in which cases can they be appointed and in which cases can they not be appointed. For example, in Bac Ninh, right after the Congress, the Provincial Youth Union Secretary was appointed as the Bac Ninh City Party Committee Secretary. The regulations allow for appointment, but who is appointed and how is appointed depends largely on the leader. So I think that the regulations and procedures will continue to be improved, but no matter how much they are improved, the most important thing is still the person implementing the procedure, especially the leader. In the Party's resolutions, the role and responsibility of the leader are emphasized. Therefore, the leader must take primary responsibility and cannot be innocent.
The 13th Congress term continues to demonstrate determination to fight against corruption.
PV:How are the directions and tasks of anti-corruption work for the next term clearly stated in the draft document, sir?
Mr. Nguyen Viet Thong:Regarding the fight against corruption and waste, the draft document mentions the four no's: "don't want, can't, don't dare, don't need".
The spirit in this draft document shows a very high political determination in the fight against corruption. Because this is a national problem, the last term has fought fiercely and achieved many important achievements, creating outstanding marks, gaining the people's sympathy and support, but there is also concern about whether this flag will continue to be raised high in the next term? That is a legitimate concern. Because the current General Secretary and President is very exemplary, holding high this flag and giving strong instructions, even though the Congress is about to take place, he still continues to "put wood into the stove". For example, at the latest meeting of the Central Inspection Committee, 3 generals were disciplined; many cases and defendants were prosecuted, including former Minister of Industry and Trade Vu Huy Hoang and many others.
This demonstrates our Party's determination to fight against corruption and negativity without stopping, without any forbidden areas or exceptions. This is further affirmed in the draft document.
