On the morning of August 20, the Central Organizing Committee's working delegation led by Mr. Pham Minh Chinh - Politburo member - Secretary of the Party Central Committee - Head of the Central Organizing Committee worked with the Standing Committee of the Ho Chi Minh City Party Committee on Party building work.

The working delegation focused on Party building, political system building, organizational structure, staffing, and cadres associated with socio-economic development, national defense, security, and the implementation results of Resolution 4 of the 11th Central Committee of the city.

At the meeting, the Standing Committee of the Ho Chi Minh City Party Committee also pointed out some limitations in Party building work such as: The leadership capacity and fighting strength of some grassroots Party organizations have not met the requirements of the task, the planning work of ministries has not met the requirements, and the rotation of cadres is still low.

At the meeting, Mr. Pham Minh Chinh requested the city to innovate its activities, enhance the fighting capacity of grassroots Party organizations, build increasingly strong grassroots Party cells, care for grassroots cadres and stay close to the people, and Party members must be exemplary leaders.

The Standing Committee of the Ho Chi Minh City Party Committee also recommended to the Central Organizing Committee to consider admitting small and medium-sized private business owners in all types of production and business sectors into the Party.

The city requested the Central Government to clarify the theoretical basis for the issue of party members doing private business.

Speaking at the meeting, Mr. Tat Thanh Cang, Standing Deputy Secretary of the Ho Chi Minh City Party Committee, suggested: “Strengthen the Party’s leadership over State-owned enterprises and non-state-owned enterprises. One is to continue to pay attention to the Party Committee of the business sector to strengthen the Party’s leadership role over restructured and equitized enterprises.”
