Vinh City sets date for compulsory land acquisition for Lam River-National Highway 46 road
(Baonghean.vn) - To complete the site clearance work for road constructionconnectNational Highway 46 with Lam River road (also known as 35m road), Vinh City People's Committee leader said: will enforce land recovery for 3 households in Xuan Hoa hamlet, Nghi Duc commune.
The project of connecting National Highway 46 with the Lam River road through Nghi An, Nghi Duc, Hung Loc, Hung Hoa communes (Vinh City); a total of 130 households are affected and need to be compensated and relocated.

Up to now, the site clearance work has been basically completed; only 6 households in Xuan Hoa hamlet, Nghi Duc commune have problems.
The reason for the problems of households in Xuan Hoa hamlet is related to the planning of the road connecting National Highway 46 with the road along Lam River.

Specifically: in Official Dispatch No. 8922/UBND-DTXD dated November 25, 2014, the Provincial People's Committee adjusted the construction scale of the road connecting National Highway 46 with the Lam River road with a shoulder width of 12m (road surface width 7m, sidewalk width on each side 2.5m); clearance area of 15m (including the foot of the slope).
According to residents, the Vinh City People's Committee's implementation of site clearance within a 35m area, while there is no official decision from the competent authority, is not in accordance with the law.
In fact, according to the adjusted master plan of Vinh city approved by the Prime Minister in Decision No. 52/QD-TTg and Decision No. 4522/QD-UBND.CN dated November 25, 2011 of the Provincial People's Committee, the road connecting National Highway 46 with the Lam River road is planned to have a roadbed width of 35m.

In 2014, when the detailed design was made, the provincial and city budgets faced many difficulties. Therefore, the Vinh City People's Committee proposed to the Provincial People's Committee that, in the immediate future, they would invest in building a road connecting National Highway 46 with the Lam River road with a shoulder width of 12m and a clearance area of 15m.
The proposal of Vinh City People's Committee was approved by the Provincial People's Committee in Official Dispatch No. 8922/UBND-DTXD dated November 25, 2014.

However, during the implementation process (in 2015 and 2016), the budget situation of the province and city was guaranteed. In addition, most of the people in the area affected by the route requested to carry out site clearance according to the original planning of 35m to create long-term stability for the people's lives; the state does not have to continue to carry out site clearance compensation when investing in the construction of the road phase 2.
Therefore, Vinh City People's Committee proposed that the Provincial People's Committee maintain the investment in the construction of the road connecting National Highway 46 with the Lam River road according to the content of Document 8922/UBND-DTXD of the Provincial People's Committee, but the compensation for site clearance through residential areas must be implemented in accordance with the initially approved planning of 35m.
This proposal of Vinh City People's Committee was approved by the Provincial People's Committee in Notice No. 113/TB-UBND dated March 1, 2017.

On June 27, 2017, the Provincial People's Committee continued to issue Official Dispatch No. 4734/UBND-CN directing the Vinh City People's Committee to speed up the implementation of site clearance to build a 35m road to ensure progress. In Official Dispatch 4734, the Provincial People's Committee affirmed: The project of the road connecting National Highway 46 with the Lam River road is an important traffic route of Vinh City, which has been approved by the Prime Minister for planning with a 35m boundary.
The route connecting the three communes of Hung Hoa, Nghi Duc and Nghi An with Vinh - Cua Lo road, provincial road 535, National Highway 46 and Lam riverside road, when completed, will create a driving force to attract investment, urban beautification, socio-economic development, and improve people's lives. The Provincial People's Committee agreed to clear the land and build a 35m wide road through residential areas in accordance with the planning boundaries approved by the Prime Minister. Assign Vinh City People's Committee to strengthen propaganda and explanation work to mobilize people within the area of land clearance to properly implement the policies of the province and city; promptly complete related procedures, hand over construction sites for the road section through residential areas in accordance with the approved planning before July 30, 2017. |
According to the approved plan, the road connecting National Highway 46 with the Lam River road must be completed by December 31, 2017.
However, it has been nearly 5 months since the Provincial People's Committee issued Official Dispatch 4734/UBND-CN, but the handover of the site for road construction has not been completed, failing to ensure construction progress.
Due to this difficulty, the Government and the World Bank had to consider and approve an extension until June 30, 2018 to complete the project.

According to the representative of the Vinh City People's Committee, in the past time, the City People's Committee and related agencies have organized dialogues and propaganda campaigns many times for households in Xuan Hoa hamlet, Nghi Duc commune, but have not yet achieved results.
Therefore, to complete the site clearance and hand over the site to contractors to construct the road according to the schedule extended by the Government and the World Bank, it is necessary to organize compulsory land recovery for 3 households.
The land acquisition will be carried out on November 23 and 24, 2017.
