Vinh City: Review and handle 19 groups and individuals violating administrative discipline

At the opening session, the meeting heard the leaders of the City People's Committee report on the implementation of the 2017 socio-economic development plan and the 2018 socio-economic development plan.

Accordingly, in 2017, the city achieved and exceeded 22/24 targets. The growth rate is estimated at 9.02%/plan 9-10%; average income per capita reached 76.5 million VND/plan 76.3 million VND.

Total social development investment capital is estimated at 14,367 billion VND, up 11.9% over the same period. Budget revenue is estimated at 2,389 billion VND, reaching 100.7% of the plan.

In 2017, the city focused on actively and resolutely managing urban order and clearing violations of road and sidewalk traffic safety corridors. In particular, the city established a Rapid Response Team to promptly detect and handle violations; and at the same time, handled a number of complicated and urgent issues regarding order such as in front of the gate of Nghe An General Hospital, Hospital 115, Vinh City General Hospital, etc.

The city has focused more on land management, environment, construction, and site clearance and has made positive changes. The city has also innovated its leadership, direction, and management in a flexible and specific manner, clearly identifying a number of key points to remove difficulties and shortcomings that arise.

The city has also focused on promoting administrative reform and discipline. During the year, the city reviewed and handled 19 groups and individuals who violated discipline and administrative discipline.

In addition to the results achieved, the report presented to the meeting also pointed out the limitations and shortcomings. That is, 2/24 targets did not meet the plan, including the number of schools meeting national standards and the settlement of collective housing. State management work on preventing and combating smuggling, counterfeit goods, poor quality goods, trade fraud, and food safety and hygiene is not effective.

The situation of re-encroachment after the clearance of traffic safety corridors still occurs; environmental sanitation on some routes is not good; some works and projects still have many problems and do not ensure progress; there is no timely solution to the situation of some cadres and civil servants with poor sense of responsibility in performing their duties...

Regarding the 2018 tasks, the city determined to focus on directing the acceleration of economic growth and increasing budget revenue; directing more effectively the work of urban management, land, construction investment, and site clearance.

In particular, resolutely handle obstacles, speed up the progress of compensation and site clearance for the 95m Vinh - Cua Lo road projects; Ly Thuong Kiet, Le Ninh, Nguyen Sy Sach, Le Mao extended roads, the western ring roads of new urban area projects, Trang An urban area... The city also sets out requirements for directing the settlement of citizens' complaints and denunciations; urges the implementation of conclusions after inspections and checks...

Speaking at the meeting, comrade Vo Viet Thanh - Member of the Provincial Party Standing Committee, Secretary of the City Party Committee, emphasized: In 2018, the city had many important events, the year of reviewing and evaluating the half-term implementation of the Resolution of the City Party Congress for the 2015 - 2020 term, commemorating the 230th anniversary of Phuong Hoang Trung Do - Vinh, 10 years of the city being recognized as a class I urban area and 5 years of implementing Resolution 26 of the Politburo; therefore, it is necessary to determine the high political determination of the entire political system to complete the socio-economic targets and tasks in 2018.

The Secretary of the City Party Committee also requested to improve the spirit, attitude of responsibility, capacity to solve work, and exemplary pioneering spirit of leaders, cadres, party members, civil servants and public employees; build an effective and efficient government, taking serving the people as the highest goal; promote administrative reform, improve responsibility and public ethics; do a good job of receiving people, handling citizens' complaints and denunciations, voters' opinions and recommendations; strengthen dialogue, create consensus among the people to successfully implement the Resolutions on socio-economic development in 2018 and the following years.

The 5th session of the Vinh City People's Council takes place over 2 days (December 25 and 26). At this session, the City People's Council will consider many important issues related to socio-economic issues, activities of the City People's Council and People's Committee; citizen reception, handling of complaints and denunciations; the fight against corruption and social crimes.

The meeting will spend 1 day discussing in groups and in the hall about the socio-economic situation in 2017, tasks in 2018 and many issues arising in the city; reports and draft resolutions to be submitted to the meeting.

The meeting devoted one session to questioning solutions to rectify the current situation of illegal advertising; production, processing, and business related to food safety and hygiene in the city.

The meeting will discuss, consider, pass 10 resolutions and close on the afternoon of December 26, 2017.
