Vinh City will arrange for Office - Statistics officials to work as Party Committee offices of wards and communes.

(Baonghean) - Recently, the Standing Committee of Vinh City Party Committee agreed in principle to arrange civil servants of the Office - Statistics (VP-TK) of the People's Committees of wards and communes to perform the duties of the Party Committee Office and People's Councils of wards and communes. Nghe An Newspaper had an interview with comrade Nguyen Van Chinh - Member of the Standing Committee, Head of the Organization Committee of Vinh City Party Committee on this issue.

PV:The issue of staffing for the Party Committee Office has been widely discussed on forums because these are non-professional staff with low allowances while the workload is not small. Recently, Vinh City has a policy of arranging civil servants of the Office of the People's Committee of wards and communes to perform the duties of the Party Committee Office and the People's Council of wards and communes. Is this a breakthrough step for the city in solving this problem, comrade?

Comrade Nguyen Van Chinh:Decision No. 14/2014 of the Provincial People's Committee on the regulation of the number, titles and allowances for part-time workers in communes, wards, towns and hamlets, blocks and villages in Nghe An province clearly states that each ward and commune is allowed to contract one Party Committee office officer.

Currently, 24 wards and communes of the city have contracted enough staff for the Party Committee Office, only 1 unit of staff concurrently holds the position of Party Committee Office in Ben Thuy Ward (Vice Chairman of the Ward People's Council). Decision No. 14/2014 of the Provincial People's Committee only stipulates the titles and allowances, not the specific tasks of the titles.

However, in practice at the grassroots level, it can be seen that cadres working in the Party Committee office are often assigned to advise on work related to Party work such as: administration, documents, archiving; processing and receiving incoming and outgoing documents; statistics and reporting on issues related to Party Committee activities; receiving, guiding, and processing Party admission records, party activity transfers, official party transfers, records for considering proposals for awarding Party badges, making Party membership cards, rewards, etc. There is a lot of work, but these are only temporary contracts (12 months), and the allowance regime is too low (1.1 basic salary coefficient).

In the wards and communes of Vinh City, 16/24 cadres in this position were assigned to take on additional jobs to increase their income, but the jobs were not significant, so they were not really satisfied with their work. Through review, we found that 17/25 wards and communes frequently changed the personnel in charge of the Party Committee office, thus causing difficulties in personnel arrangement, affecting the quality and effectiveness of Party work consultation at the grassroots level.

Meanwhile, according to current relevant regulations, the city can arrange a maximum of 2 VP-TK civil servants. Currently, 24/25 wards and communes have arranged enough 2 VP-TK civil servants, Quan Bau ward alone has arranged 1 civil servant.

In general, the actual workload of civil servants in this position is quite large. However, if the work is arranged scientifically and reasonably, it is feasible to arrange for a civil servant of VP-TK to perform or concurrently perform the tasks of the ward or commune party committee office.

Based on specific analysis, Vinh City Party Committee sent a dispatch asking for direction on the implementation of the plan to arrange for commune-level office-TK civil servants to perform the tasks of the commune party committee office to the Provincial Party Committee Organization Board and the Department of Home Affairs and received a written response agreeing with the above plan at the end of May.

Because at Point d, Clause 3, Article 64 of Decision 24/2016 of the Provincial People's Committee on promulgating the Regulation on recruitment, reception, mobilization, transfer, number, standards, responsibilities, and tasks for civil servants of communes, wards, and towns in Nghe An province stipulates: In addition to the work according to the regulations on functions and tasks of the VP-TK civil servant, the People's Committee at the commune level arranges a VP-TK civil servant to concurrently hold a number of tasks of the Party Committee's office. The Chairman of the Commune People's Committee agrees with the Party Committee Secretary at the commune level on specific tasks for the VP-TK civil servant to concurrently hold.

The Standing Committee of Vinh City Party Committee also met to listen, give opinions and agree to implement this policy.

PV:So how does the city implement the arrangement plan for office-accounting officials at ward and commune levels, sir?

Comrade Nguyen Van Chinh:The city has developed a plan for each ward and commune to arrange an office official to perform the duties of the Party Committee office and advise on a number of issues related to the activities of the People's Council and the Standing Committee of the People's Council of the ward or commune.

The tasks include: advising the Party Committee on administrative tasks, synthesis, reporting, statistics, personnel organization, emulation and rewards of the Party Committee; assisting the Standing Committee of the Party Committee in handling daily work; managing the Party Committee's financial revenue and expenditure, Party fees; performing clerical and archival work, preparing documents to submit to the Party Committee in meetings under the direction of the Standing Committee of the Party Committee; taking minutes of meetings, drafting resolutions and other documents related to the Party Committee's activities.

On the other hand, this VP-TK official will advise the Standing Committee of the People's Council at the commune level to perform tasks according to regulations such as: developing and monitoring the implementation of programs, work plans, regular and ad hoc work schedules of the People's Council, the Standing Committee of the People's Council of the ward and commune; assisting the Standing Committee of the People's Council at the commune level to organize meetings; preparing conditions to serve the meetings and activities of the People's Council of the ward and commune; advising on the implementation of other tasks assigned by the Standing Committee of the Party Committee and the People's Council of the ward and commune.

PV:Will changing the job position change the title and policies of these VP-TK civil servants? And what is the city's implementation roadmap, sir?

Comrade Nguyen Van Chinh:Civil servants performing office duties of the Party Committee and People's Council still retain the title "Office-TK civil servant" according to the provisions of Decree 92/2009 of the Government. Heads of ward and commune agencies are responsible for managing these civil servants.

Recruitment, admission, mobilization, transfer, dismissal, job transfer, rewards, discipline and other policies are implemented according to current State regulations on commune-level civil servants. Currently, the city is finalizing the plan to arrange commune-level civil servants to perform the tasks of the Party Committee office, People's Council of wards and communes; expected to be implemented from the end of the second quarter, beginning of the third quarter of 2017.

However, we will not implement it simultaneously but have a specific roadmap for each ward and commune.

PV:When the VP-TK officials take on new positions, how will the work of the 24 non-professional cadres in the wards and communes who are working at the Party Committee office be handled, to both effectively implement the policy and ensure humanity in cadre work, comrade?

Comrade Nguyen Van Chinh:Statistics from wards and communes show that non-professional cadres working in the Party Committee office have 2 people with over 5 years of experience, 6 people with over 10 years of experience. Many people with good working capacity are planned for key positions in wards and communes.

Therefore, the city assigned wards and communes to review the current staff of the Party Committee office, select those with professional qualifications, capacity, and work experience to arrange other suitable jobs.

In special cases or at the request of an individual, the termination of the labor contract and the settlement of policies and regimes shall be carried out in accordance with current regulations.
