Vinh City pilots sidewalk business

(Baonghean.vn)- Vinh City People's Committee has just issued a document allowing a pilot business on a part of the sidewalk on Phan Dang Luu Street and Nguyen Phong Sac Street starting from November 2017 with a collection rate of 25,000 - 50,000 VND/m²sidewalk/month

Accordingly, Phan Dang Luu Street will pilot the southern sidewalk, from the intersection with Luong The Vinh Street to the intersection with Phong Dinh Cang Street.

Nguyen Phong Sac Street will have a pilot sidewalk on the East side (towards the Orthopedic Hospital), from the intersection with Ton That Tung Street to the intersection with the extended Nguyen Sy Sach Street.

The document also clearly states that there will be no pilot business on the sidewalks of State administrative agencies (except in cases where these agencies agree in writing).

Vinh City People's Committee also stipulates that it will depend on specific characteristics (sidewalk width, electric poles and trees already arranged, number of pedestrians on the sidewalk...) to decide on the sidewalk marking plan, but must ensure the following principles:

The pilot section allows businesses to be arranged in the innermost part (adjacent to the red line, toward residential areas) with a width of about 3-4 m; the pedestrian section is located in the middle of the sidewalk, with a width of 2-3 m (or more) and free of obstacles (trees, electric poles, licensed billboards, etc.); the outermost sidewalk section (adjacent to the curb) allows cars and motorbikes to be parked (cars can be parked along the upper-lower wheel path or can be parked entirely on the sidewalk).

Vinh City also regulates the use of yellow thermoplastic paint to mark lines on the sidewalk to separate areas for business, pedestrians, and cars and motorbikes; if a canopy must be installed, it must not be a fixed type but must be a mobile type (umbrella, mobile canopy) that is consistent throughout the street, and must not be torn or dilapidated, affecting the urban beauty.

During business, households are not allowed to cook, pour water, or litter on the sidewalk or street; are not allowed to place advertising signs on the sidewalk for parking and pedestrian areas; businesses and customers must park their vehicles neatly and tidily; absolutely are not allowed to encroach on the sidewalk area for pedestrians; if violated, the license will be revoked.

The first year's pilot collection rate is from 25,000 - 50,000 VND/m² Sidewalk/month (only the business sidewalk area, not including the parking sidewalk area).

Vinh City assigned the People's Committees of wards with pilot roads to consider and select tenants that meet the criteria and organize auction announcements. However, households living on the street are given priority to rent a part of the sidewalk in front of their houses for business purposes...

The People's Committees of wards organize the collection of sidewalk rental fees and submit them to the ward budget to serve the following purposes: renting sidewalk paint lines, managing urban order, regularly maintaining and repairing sidewalks, and taking care of trees on the pilot road section and other contents permitted by the People's Committee of Vinh City.

Vinh City People's Committee assigned the People's Committees of Truong Thi and Hung Dung wards to work with relevant parties to organize a pilot business on a part of the sidewalk in November 2017; announce the policy, discuss specific implementation methods to submit to Vinh City People's Committee to grant a license to pilot sidewalk rental for business...

The city government also assigned: Urban Management Department, Finance and Planning, Vinh City Police and related departments, offices and units to urge and guide Truong Thi and Hung Dung wards to implement.
