Exchange of experience in managing industrial parks and economic zones in northern provinces and cities
On the morning of September 14, in Nghe An, the Club of Industrial Park and Economic Zone Management Boards of Northern Provinces and Cities organized the 20th experience exchange.
The conference was chaired by comrades: Tran Quoc Trung - Deputy Director of the Department of Economic Zone Management, Ministry of Planning and Investment; Le Tien Tri - Head of the Southeast Economic Zone Management Board (Nghe An). Forum for exchanging experiences on industrial park management
In his opening speech, the representative of the club's board of directors said that the purpose of the conference was to find solutions for the development and management of economic zones and industrial parks. In addition, the conference was also an opportunity for the management boards of economic zones and industrial parks to assess the implementation of management and supervision from practice; promote information and propaganda work on the Law on Industrial Zones and Economic Zones, etc.

There are currently 426 industrial parks established nationwide, with a total area of about 129,400 hectares. Of these, 295 industrial parks have been put into operation, with a total area of about 92,000 hectares. The total area of industrial land leased by industrial parks is about 50,000 hectares, with an occupancy rate of about 56.14%; if only industrial parks that have been put into operation are counted, the occupancy rate is 72.9%.

The Club of Managers of Industrial Parks and Economic Zones in Northern Provinces and Cities was established in 2008, consisting of 30 units. After 16 years, the Club has organized 19 annual meetings and exchanges with different contents, contributing to promoting investment attraction and management of industrial parks and economic zones in localities increasingly better. The Management Boards of Industrial Parks and Economic Zones in Northern Provinces and Cities have 343 planned industrial parks, equivalent to an area of over 100,000 hectares, and have currently established 183 industrial parks, with an area of 51,802 hectares.

Similarly, the country currently has 19 coastal economic zones, with an area of about 771,000 hectares, and 26 border economic zones, with a total area of 766,000 hectares approved by the Prime Minister. Up to now, the country has 44 industrial parks located in economic zones, with a total area of about 19.5 thousand hectares.
By June 2024, the country had attracted 10,798 foreign investment projects, with a total registered investment capital of about 211.787 billion USD and 9,159 domestic investment projects, with a registered capital of about 1,300.2 trillion VND. Industrial parks and economic zones also attracted investment from about 150 countries and territories around the world, including over 500 projects with an investment scale of over 100 million USD and a number of investment projects with a scale of over 1 billion USD.

Strengthen coordination to monitor and manage
At the conference, based on the discussion, representatives of the clubs of industrial park and economic zone management boards reported on the club's 2023 performance results, the results of investment attraction in their localities; at the same time, presented lessons learned and solutions to overcome difficulties in the development of industrial parks and economic zones in each locality and in the provinces and cities of the Northern region.

Accordingly, delegates recommended the early promulgation of the Law on Management of Industrial Parks and Economic Zones, and localities proposed to amend the Government's Decree regulating occupancy rates to encourage domestic investment; regulations on investment incentives for secondary investors; and resolving legal conflicts between public assets auctioned by bidding and the Law on Public Investment...

At the forum, representatives of the management boards of industrial parks and economic zones of the provinces also stated that there should be coordination between the provinces to limit the situation where investors take advantage of expired incentives in one locality to move their facilities to invest in another locality to enjoy incentives; Decree No. 35/ND-CP has just been issued but has caused problems and conflicts with a number of related regulations in the Law on Planning, Law on Public Investment, etc.

Based on the discussion exchanges of local industrial park management boards, representatives of the Department of Economic Zone Management, Ministry of Planning and Investment spoke to respond, receive, share operational experiences and orient some key activities of the club in the coming time.
