Busting a lottery ring worth over 50 billion VND
“Raiding” 10 locations at the same time in many localities, the police identified 21 subjects involved in the lottery ring. The total transaction amount was more than 50 billion VND.
On April 5, Quang Nam Provincial Police announced that the unit had initiated a case and 9 defendants in the "Organizing gambling and gambling" case that had just been busted.
Previously, the Provincial Criminal Police Department, in coordination with more than 50 officers and soldiers of the Mobile Police Department, the Technical Department and local police, organized 10 working groups to simultaneously attack gambling venues in Dien Ban town, Duy Xuyen district, Que Son district and Tan Hiep island commune (Cu Lao Cham, Hoi An city).
Here, the police caught 21 people involved in organizing lottery betting and seized evidence including 19 mobile phones and many documents.
According to initial investigation results, Nguyen Thi Ngoc Loan (born in 1987, residing in Dien Thang Nam, Dien Ban Town) led the lottery betting organization line since October 2023.
In the network organized by Loan, there are level 1 and level 2 agents from top to bottom. Every day, the lower level agents use their phones, register Zalo from junk SIMs to receive lottery betting messages for more than 50 "gamblers" in the area. Then, these subjects synthesize and transfer them to the upper level agents via Zalo or Telegram to receive commissions from 9 to 10% of the total amount of confiscated bets.
After synthesizing the confiscated bets of her subordinates, Loan transferred them to a subject in Nam Phuoc town (Duy Xuyen district) to receive commission. On average, each day, the lottery betting line had a total transaction amount of over 500 million VND. From October 2023 until it was discovered, the total transaction amount of this line was over 50 billion VND.
The Criminal Police Department is continuing to consolidate files to handle related subjects.
