Eliminate gambling ring in the form of lottery, transactions of 1 billion VND/day

Previously, from the beginning of March 2024, through professional work, Dien Chau District Police discovered that in Dien Yen Commune, there was a gambling ring in the form of recording lottery numbers with many participants and large transaction amounts, causing public outrage. This ring was led by Le Duc Dung (born in 1979), residing in Dien Yen Commune, Dien Chau District; under Dung were 12 level 1 agents.

Given the complexity of the case, Dien Chau District Police have established a special project to focus forces on fighting and eliminating it. During the fight, the special project team encountered many difficulties because the subjects in the network operated very sophisticatedly, discreetly, with a clear division of tasks, did not transact directly with each other at home but used the internet and Facebook, Zalo, Viber applications to send messages to transfer the lottery and lottery buying and selling boards.

The level 1 agents specialize in collecting lottery boards and then transferring them to Le Duc Dung at the end of the day. In addition, the subjects also use junk SIM cards, non-owner accounts for transactions and have many other tricks to deal with the authorities. However, under the direct and close direction of the provincial police leaders, the Task Force has arranged forces to closely monitor the movements of the subjects; at the same time, coordinate with the provincial police department to grasp the methods, tricks and rules of operation of the line.

After a period of investigation, determining that the time was ripe, the Task Force decided to crack the case. Accordingly, on the morning of March 31, 2024, Dien Chau District Police presided over and coordinated with the Provincial Police Department and the Police of Dien Thinh, Dien Tan, and Dien Yen communes to mobilize many officers and soldiers, divided into working groups to conduct emergency searches of 13 locations. Thereby, Le Duc Dung and 12 subjects, mainly residing in Dien Yen commune, Dien Chau district, were arrested; 35 mobile phones and many documents and books related to lottery and betting activities were seized.

During the investigation, the authorities determined that the amount of money the subjects gambled each day ranged from 500 million to more than 1 billion VND, of which the gambling amount on March 31, 2024 alone was 1 billion VND.

Currently, the Investigation Police Agency of Dien Chau District Police is temporarily detaining the suspects to continue investigating and expanding the case.
