Eliminate a group of people from Hai Phong to Nghe An who colluded in loan sharking

On June 3, the Investigation Police Agency (Nghi Loc District Police) announced that the unit had just successfully broken Project 519LC, arresting Nguyen Van Thieu (born 1988), hometown An Lao district (Hai Phong city), Nguyen Van Son (born 1982), residing in Phong Ho hamlet, Nghi Xuan commune (Nghi Loc district) for the act of "loan sharking in civil transactions".

According to the investigation agency: through measures to grasp and manage the area, Nghi Loc District Police discovered a group of subjects in Hai Phong City colluding with a number of subjects in Nghi Xuan Commune, Nghi Loc District to organize loan sharking activities, causing public outrage and affecting the security and order situation in the area. Project 519LC was established to combat this.
After collecting documents, Nghi Loc District Police had enough evidence to prove that Nguyen Van Thieu and Nguyen Van Son had organized illegal credit activities, so they decided to break up Project 519LC.
At 5:30 a.m. on May 23, the task force raided Nguyen Van Thieu's boarding house in Phong Ho hamlet, Nghi Xuan commune. There, the authorities discovered Thieu and Son working on a computer to count the daily debt collection. Both subjects were arrested along with the following evidence: 24.3 million VND, 1 Santafe car, 3 motorbikes, 8 notebooks recording loans and debt collection, 1 laptop, 1 sword and some other related documents.

At the investigation agency, Nguyen Van Thieu confessed that he was the leader of a loan shark organization that made illegal profits and was the one who directly lent money. Thieu divided the area for a number of people to collect interest and principal every day, including Nguyen Van Son. He lent money to people in need in the form of "drawing bowls of money". Accordingly, when receiving the loan, the borrower must pay Thieu in advance 20% of the loan amount in interest (the borrower will only receive 80% of the loan amount). After 50 days, the borrower must repay the entire agreed loan amount.
During the process of lending high interest, if it is discovered that the debtor is unable to repay or is in default, Thieu will call subjects from Hai Phong to bring knives and swords to the debtor's house to threaten and pressure the debtor to extort property to collect the debt, and at the same time threaten the victim's family for not daring to report the illegal activities of the subjects. According to documents of the investigation agency, from August 2018 to May 23, 2019, this group of subjects lent over 100 victims 9 billion VND. The amount of illegal profit from this illegal activity is over 300 million VND.
On June 1, the Investigation Police Agency (Nghi Loc Police) initiated a case and prosecuted the defendants Nguyen Van Thieu and Nguyen Van Son, in which Nguyen Van Thieu was detained for 3 months to investigate and clarify the act of "Lending at high interest rates in civil transactions" according to Clause 2, Article 201 of the 2015 Penal Code.
Currently, Project 519LC is being further investigated. Nghi Loc District Police called on those who participated in Nguyen Van Thieu's black credit group to come to the investigation agency to surrender. At the same time, they asked those who borrowed high interest from Nguyen Van Thieu to come to Nghi Loc District Police to work.
