Eliminate a gang of thieves and sellers of stolen motorbikes across the country
A transnational motorcycle theft and sales ring has just been dismantled, with 12 people arrested and nearly 300 motorcycles of various types stolen.
Recently, in Nghe An province in particular and the whole country in general, there have been many cases of motorbike theft with very aggressive and daring methods and tricks, causing public outrage.
Faced with the above situation, the provincial police leadership directed the Criminal Police Department of Nghe An Police to establish a special project to concentrate forces to fight. Initially, through the work of grasping the situation, the Criminal Police Department set up a gang specializing in theft,consumption of stolen motorcyclesThe inter-provincial and transnational smuggling of confiscated items abroad for sale was organized in a closed and sophisticated manner with many subjects with criminal records participating, run by the Facebook and Zalo account "Bi Ken".

Focusing on investigation and verification, the Police Agency determined that the owner of the Facebook and Zalo account "Bi Ken" is Ly Nhat Quy Cuong (born in 1998), residing in Thanh Thoi An commune, Tran De district, Soc Trang province.
Although only 26 years old, Ly Nhat Quy Cuong has created and operated a professional, closed inter-provincial, transnational gang of thieves and sellers of stolen motorbikes. Accordingly, the subjects in the gang of thieves and sellers of stolen motorbikes led by Cuong do not know each other and do not know Cuong's face. All information exchange activities take place on the internet, which Cuong directly manages.

In Nghe An, the leader of the motorcycle theft gang is Nguyen Dinh Son (born in 1988), residing in Tan Son commune, Do Luong district (Nghe An). Son has 3 previous convictions for theft. In addition to Son, another subject with 1 previous conviction for Extortion also participated in the motorcycle theft gang, Le Khac Dung (born in 1988), residing in Minh Son commune, Do Luong district.
The police agency identified the subjects directly involved in the stolen motorbike theft and consumption ring led by Ly Nhat Quy Cuong operating widely in many provinces and cities from North to South such as: Hanoi, Bac Giang, Bac Ninh, Thanh Hoa, Nghe An, Ho Chi Minh City, Soc Trang, Kien Giang...

During the struggle, the subjects used many tricks to deal with the authorities such as frequently changing their residence and phone numbers. All stolen vehicles will be transported by truck under the direction of Ly Nhat Quy Cuong and gathered at a warehouse in Thoi An ward, district 12, Ho Chi Minh city, then continue to be transferred to warehouses in My Duc ward, Ha Tien city, Kien Giang province (150m from the Vietnam - Cambodia border) to be transported to Cambodia through unofficial routes.
After a period of monitoring and synchronous application of professional measures, from May 29 to June 9, 2024, under the direction of the Provincial Police Department, the Criminal Police Department of Nghe An Police presided over and coordinated with the Police of provinces and cities; Ha Tien Border Guard Station; Professional Department of Provincial Police and Police of Do Luong, Nghi Loc, Dien Chau, Nam Dan districts to deploy many working groups in the provinces of Nghe An, Thanh Hoa, Bac Giang, Bac Ninh, Kien Giang, Soc Trang, Hanoi city, Ho Chi Minh city; simultaneously arrested 12 subjects for committing acts of theft and consuming stolen property.
The police seized the following items: 75 motorbikes of various types, 02 trucks; 05 lock-breaking clamps; 25 mobile phones; 02 laptops; 03 notebooks and many other related items. Notably, the vehicles seized by the police were gathered by the subjects in My Duc ward, Ha Tien city, Kien Giang province (only 150m from the Vietnam - Cambodia border) and were prepared to be transported by unofficial routes from the Ha Tien border area to Cambodia for sale.

Initially, the subjects confessed that in addition to the 75 motorbikes seized by the police, they had previously transported over 200 motorbikes stolen from many locations across the country to the border and then to Cambodia through unofficial routes for sale. In Nghe An province alone, in a short period of time, the subjects had committed 15 motorbike thefts in many localities with a total loss of hundreds of millions of dong.
Currently, the Criminal Police Department is continuing to investigate and expand the case.
