"We have completed preparations to strike Guam. It all depends on whether the US acts rationally or not. If they do not, they will be shamed before the whole world again," Sputnik quoted Jin Jong-Hyop, Charge d'Affaires of the North Korean Embassy in Russia, as saying.
Accordingly, the representative of North Korea emphasized that the US must stop provoking and unilaterally putting pressure on Pyongyang. This will decide whether there will be war on the peninsula or not.
North Korea announced on August 9 that it would attack Guam, an important US military base in the Pacific, with the Hwasong-12 medium-range strategic ballistic missile.
The US and South Korea are conducting a joint military exercise called "Ulchi Freedom Guardian". An estimated 17,500 US troops and 50,000 South Korean troops are participating.
Mr. Jin mentioned the joint military exercises that started this week, saying that Pyongyang is closely monitoring and is ready to launch a preventive attack if there is a provocation.
