Submit to the Government a project to test motorbike emissions

The Ministry of Transport has just submitted to the Government a project to control motorbike emissions and asked for opinions from ministries and branches.

According to the project, in the period from 2018 to 2020, legal documents will be completed, a decree will be drafted and submitted to the Government for promulgation, stipulating business conditions for motorcycle and motorbike emission inspection services, and a decree on administrative sanctions for violations of motorcycle and motorbike emissions will be added.

From July 1, 2018, emission testing will be conducted on motorbikes with a cylinder capacity of 175 cm3 or more participating in traffic in 5 centrally-run cities: Hanoi, Ho Chi Minh City, Can Tho, Hai Phong, Da Nang (an estimated total of about 20,000 vehicles). After 2020, the inspection and assessment will be conducted and the report will be sent to the Prime Minister as a basis for implementing the next phase for motorbikes with a cylinder capacity of less than 175 cm3 and motorbikes participating in traffic.

The Ministry of Transport believes that the selection of vehicles with a capacity of 175 cm3 or more for the pilot test is due to the small number of vehicles, and can be carried out right at the automobile inspection centers in circulation. The inspection does not apply to vehicles in circulation in the first 5 years of use, does not apply to police vehicles, military vehicles, or vehicles serving the disabled.

The emission inspection period is once a year. After the vehicle is inspected and meets the standards, it will be granted a certificate and a confirmation sticker. Vehicles with unqualified inspection results must be maintained, repaired or upgraded. Vehicles without a valid certificate or emission inspection sticker will be subject to administrative penalties. The estimated cost of emission inspection for the public is 60,000 VND/vehicle/year.
