Attending and directing the congress were Lieutenant General Tran Vo Dung - Party Secretary, Political Commissar of Military Region 4 and heads of agencies of Military Region 4.

On the side of Nghe An province's leaders, there were comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, Secretary of the Provincial Military Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province, along with comrades in the Provincial Party Standing Committee, Standing Committee of the People's Council, leaders of the Provincial People's Committee and departments and branches of the province.

Also attending were Major General Phan Van Xung - Standing Deputy Secretary of the City Military Party Committee, Political Commissar of the Ho Chi Minh City Command; representatives of heroic Vietnamese mothers, Heroes of the People's Armed Forces; representatives of leaders and commanders of the Military Commands of Thanh Hoa, Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue provinces and a number of units of the Military Region.

On the side of the Provincial Military Command delegates, there were comrades: Colonel Phan Dai Nghia - Member of the Provincial Party Committee Standing Committee, Commander of the Provincial Military Command; Colonel Nguyen Ky Hong - Deputy Secretary of the Provincial Military Party Committee, Political Commissar of the Provincial Military Command; comrades in the Standing Committee of the Party Committee, Head of the Provincial Military Command and 255 outstanding delegates in the Emulation Movement for Victory of the Provincial Armed Forces.

Striving to achieve the title of Hero of the People's Armed Forces in the renewal period

Thoroughly grasping the teachings of President Ho Chi Minh: "Emulation is patriotism, patriotism requires emulation", at the same time, seriously implementing the Party and State's policies on emulation, in the past 5 years, the Emulation Movement to Win of the armed forces of Nghe An province has always received attention, leadership, direction and serious implementation from Party committees and commanders at all levels.

In his opening speech, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province affirmed: This emulation congress of the armed forces of Nghe An province is of great significance, an opportunity to summarize and evaluate the results achieved by the Emulation Movement over the past 5 years.

At the same time, the congress determined the direction, goals and measures to carry out the Emulation Movement for Victory of the provincial armed forces in the period of 2024 - 2029; honor, commend, reward and promote typical advanced collectives and individuals selected from agencies, units and localities, in order to arouse and encourage the strength of the great national unity bloc, promote the spirit of self-reliance, self-reliance, tradition of love for the homeland and country of cadres, soldiers and people of all ethnic groups in the province to strive to excellently complete assigned tasks.

Besides, the congress is an important milestone, affirming the new development of the patriotic emulation movement of the province; demonstrating the determination of the cadres and soldiers of the provincial armed forces, always upholding the spirit of patriotism, the spirit of revolutionary attack, proactively overcoming difficulties, steadily moving forward to achieve many new achievements, contributing to building the province's armed forces increasingly strong; striving to build the province's armed forces to achieve the title of Hero of the People's Armed Forces in the renovation period.

Accordingly, through the assessment, in the period of 2019 - 2024, with the motto: "Emulation must be directed towards the grassroots, taking the successful completion of political tasks as the center. Closely combining emulation work with commendation work, promptly encouraging and creating motivation to promote collectives and individuals to strive to rise up, affirm new achievements, and excellently complete assigned tasks", the Party Committee and the Provincial Military Command have focused on leading and directing innovation, improving the quality and effectiveness of emulation and commendation work and the Emulation Movement to Win, closely linked with promoting the study and following of Ho Chi Minh's ideology, morality and style, the Campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers" in the new period.

Through the Emulation Movement for Victory, the provincial armed forces have performed well the function of advising Party committees and authorities at all levels on local defense and military tasks; promoting the core role in building a solid all-people defense posture associated with a solid people's security posture.

At the same time, the provincial armed forces always take the lead in coordinating the implementation of tasks to ensure social security, prevent and combat natural disasters and epidemics; thereby, deepening the close relationship between the army and the people.

From the emulation movement, many typical and advanced collectives and individuals have emerged, contributing to beautifying the tradition and qualities of "Uncle Ho's soldiers" in the beloved homeland of Uncle Ho and the heroic Soviet homeland in the new period; building a comprehensively strong, "Exemplary and typical" provincial armed forces.

Speaking at the congress, on behalf of the Standing Committee of the Party Committee and the Military Region Command, Lieutenant General Tran Vo Dung - Party Committee Secretary and Political Commissar of Military Region 4 warmly congratulated the achievements of officers and soldiers of the armed forces of Nghe An province over the past 5 years.

Based on the analysis of the situation in the coming time and emphasizing that the task of protecting the Fatherland and maintaining the sacred sovereignty of the borders and islands is posing new and increasingly higher requirements, especially in the years 2024 and 2025 when many important political events of the Party, the country, the Army and the armed forces of the Military Region take place, Lieutenant General Tran Vo Dung noted a number of contents for the Party Committee, Command, Emulation and Reward Council of the Provincial Military Command to lead, direct and innovate emulation and reward work; promote the Emulation Movement to Win to a new level, creating motivation to improve the overall quality, combat readiness and staff work to carry out military and defense tasks of the provincial armed forces.

In particular, the organization of emulation movements must focus on improving the quality of training, combat readiness, building discipline, training discipline, creating truly solid changes; not allowing serious violations of discipline and unsafety to occur; building a clean and strong Party organization, a comprehensively strong unit that is "exemplary and typical"; improving the effectiveness of advising local Party committees and authorities on military and defense work; at the same time, being ready to mobilize to prevent, combat, and overcome the consequences of natural disasters, rescue and search and rescue in the Military Region, and excellently completing all assigned tasks.

The Political Commissar of Military Region 4 also expressed his deep gratitude to the Party Committee, government and people of Nghe An province for their great attention, support, material and spiritual encouragement and strong sentiments over the past year to the Military Region's armed forces in general and the provincial armed forces in particular so that the armed forces of Military Region 4 can always excellently fulfill the tasks assigned by the Party, State and people.

After a lively and serious working session, the Emulation Congress of the Provincial Armed Forces for the period 2019 - 2024 was a great success and announced the Resolution Letter.

In his concluding and closing speech at the congress, comrade Thai Thanh Quy - Secretary of the Provincial Party Committee, Secretary of the Provincial Military Party Committee reviewed the outstanding results of the Emulation Movement for Victory of the Provincial Armed Forces over the past 5 years; at the same time, emphasized a number of key tasks in the new period so that the Emulation Movement for Victory can continue to develop effectively and go into depth.

First of all, the Provincial Party Secretary requested to continue to thoroughly grasp President Ho Chi Minh's call for "Patriotic Emulation" "Emulation is patriotism, patriotism requires emulation" and effectively implement directives, documents and instructions from superiors on emulation and reward work.

Along with that, strengthen the leadership and direction role of Party committees, political commissars, political officers, and commanders in the patriotic emulation movement in general and the Emulation for Victory in particular; promote the role and responsibility of cadres, Party members, union members, and association members in implementing emulation goals and targets.

In addition, it is necessary to regularly innovate the content and form of emulation, and direct the emulation towards the quality implementation of key tasks; including focusing on the good implementation of the task of "Firmly ensuring national defense and security, especially in border areas, airspace, seas and islands of the Fatherland; improving the effectiveness of foreign affairs activities" as defined in Resolution No. 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.

The Secretary of the Provincial Military Party Committee requested close coordination with departments, branches, socio-political organizations, and quality advice on local defense and military work; building and promoting potentials in the defense area; focusing on improving the quality of education and training on defense and security knowledge for all subjects and the entire population; taking care of building a strong and widespread reserve force and militia.

Closely combine the Emulation Movement to Win with movements and campaigns of all levels, sectors, agencies and units, especially promoting "Studying and following Ho Chi Minh's ideology, morality and lifestyle" and the Campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers" in the new period; bring the emulation movement to develop comprehensively, enthusiastically, and have a spreading effect in each agency and unit.

Organizing the Emulation Movement to Win ensures continuity, sustainability, breadth, effectiveness, practical content, easy to remember, easy to do, easy to implement; resolutely overcoming the disease of achievement, concealing shortcomings, and dishonesty in emulation.
