Solemn Ceremony of Awarding Certificates of Merit to Families of Martyrs
(Baonghean.vn) - On the morning of July 16, in Vinh City, the Ministry of Labor, War Invalids and Social Affairs coordinated with the People's Committee of Nghe An province to organize a ceremony to present the Certificate of Merit to 75 relatives of martyrs' families, representing 387 martyrs who heroically sacrificed their lives in the resistance wars to defend the country, posthumously awarded on the occasion of the 75th anniversary of War Invalids and Martyrs' Day (July 27, 1947 - July 27, 2022).

In 2017, the Ministry of Labor, War Invalids and Social Affairs reported and the National Assembly Standing Committee issued a Conclusion; the Government issued a Resolution, requiring focus on resolving the remaining dossiers confirming martyrs, war invalids, and beneficiaries of policies like war invalids in ministries, branches and localities according to the procedures issued by the Ministry of Labor, War Invalids and Social Affairs, ensuring publicity and transparency.
After 5 years, the authorities have reviewed and considered over 7,000 pending cases, submitted to the Prime Minister for recognition and granting of Certificates of Merit to over 2,400 martyrs, over 2,700 war invalids, and people enjoying policies like war invalids. For cases that do not meet the requirements, conclusions have been drawn and explanations have been given to the subjects, which have received public agreement and support.
Speaking at the ceremony, Secretary of Nghe An Provincial Party Committee Thai Thanh Quy affirmed: Throughout the revolutionary journey, Nghe An land and people have made worthy contributions with indelible marks, writing the glorious traditions of the homeland.
Through the resistance wars, Nghe An has had more than 45,000 martyrs; more than 56,000 wounded soldiers, more than 20,000 people participating in combat and serving combat infected with toxic chemicals; more than 2,800 Vietnamese Heroic Mothers, more than 500,000 families and individuals awarded resistance medals and orders.

Promoting the revolutionary tradition of the homeland, in recent years, the Party Committee and People of Nghe An have actively mobilized resources, made efforts to overcome difficulties, and achieved many achievements in development.
Along with efforts to develop the economy and society, Nghe An always cares about and determines that implementing policies for people with meritorious services is a sentiment, honor and extremely important political task.
Emphasizing the great honor of the Party Committee and People of Nghe An province when being chosen as the locality to organize the ceremony to award the Certificate of Merit to 75 martyrs, representing 387 martyrs of the Ministry of National Defense, the Ministry of Public Security and 30 provinces and cities nationwide in 2022, the Secretary of the Nghe An Provincial Party Committee shared: That sacrifice is forever engraved, eternal with the country, reminding us to be more responsible, to cherish more the value of peace.
The martyrs' sacrifices are the motivation for the Party Committee and People of Nghe An province to continue to unite, have confidence, and strive to successfully implement the Party's Resolutions, build the homeland to be more and more prosperous and civilized; urge all levels and sectors in the whole province to continue to make more efforts in the work of gratitude, implementing preferential policies for people with revolutionary contributions.
On this occasion, on behalf of the Party Committee and People of Nghe An, Secretary of the Provincial Party Committee Thai Thanh Quy respectfully expressed his deep gratitude to the leaders of the Party, State, Vietnam Fatherland Front, ministries, branches, central agencies and localities for their affection, attention and valuable help to Nghe An; hoping that in the coming time, he will continue to receive more attention, support and help from comrades and people nationwide.

At the program, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung presented a report on the work of identifying people with revolutionary contributions. The Minister affirmed: Today's results are the most practical and meaningful action, expressing the respect and incense of the next generation, of those working for war invalids and martyrs, for the 1.2 million martyrs who died for the independence and freedom of the Fatherland. This is also an action stemming from the deep feelings and responsibilities of those who are enjoying peace, independence and freedom today.

“We believe that, with the nation’s tradition of remembering the source of water, the work of caring for people with revolutionary contributions in the coming time will continue to be responded to by the leaders of the Party, State, Vietnam Fatherland Front, all levels, sectors, businesses and people, so that the lives of people with revolutionary contributions will become increasingly full and better, because caring for war invalids, martyrs and people with revolutionary contributions is the morality, responsibility and love for comrades and compatriots of every Vietnamese citizen” - Minister Dao Ngoc Dung emphasized.

At the program, National Assembly Chairman Vuong Dinh Hue and leaders of the Central and Nghe An provinces presented Certificates of Merit to 75 relatives of martyrs.
Speaking at the program, National Assembly Chairman Vuong Dinh Hue affirmed the noble responsibility, deep affection, and deep concern of the Party, State, and the whole society for those who have devoted, contributed, and sacrificed for the glorious revolutionary cause of the Party and the nation.
The National Assembly Chairman requested the Ministry of Labor, War Invalids and Social Affairs to promote the results achieved in the work of people with meritorious services, focus on synchronously and comprehensively implementing Directive No. 14-CT/TW of the Secretariat on continuing to strengthen the Party's leadership over the work of people with meritorious services to the revolution and the Ordinance on preferential treatment for people with meritorious services to the revolution in 2020. Strengthen close coordination with relevant agencies to improve the capacity, effectiveness and efficiency of state management over the work of people with meritorious services to the revolution; continue to review, supplement, amend and perfect the system of policies and laws on preferential treatment for people with meritorious services to the revolution in line with the country's development.

Along with that, the Ministry of Labor, War Invalids and Social Affairs needs to continue to promote the results achieved in confirming the backlog of records in the recent past, ensuring strictness, reasonability and empathy so that people with meritorious services and their families can fully enjoy the preferential policies of the Party and State and aim to ensure the living standards of people with meritorious services to the revolution are equal to or higher than the average level of the community in their place of residence.
In particular, focus on measures to improve the professional qualifications, skills, as well as awareness and responsibility of those working with war invalids and martyrs. Comrade Vuong Dinh Hue requested agencies, localities and organizations to continue to coordinate closely, proactively grasp information from people and witnesses, apply technology and science to serve the search, collection and verification of information on martyrs' remains; promote propaganda on the policy of searching for and collecting martyrs' remains and identifying martyrs' remains that lack information to mobilize all resources to join hands in performing the work of gratitude.
The agencies of the National Assembly, the National Assembly delegations, the National Assembly deputies and the People's Councils at all levels continue to further strengthen the supervision of the implementation of policies and laws, contributing to the correct, complete, effective and timely implementation of preferential policies for people with meritorious services - those who have made many contributions and sacrifices for the revolution, for the cause of national liberation, national reunification, construction and defense of the Fatherland.

On behalf of the martyrs' families and those who contributed to the revolution, Mr. Nguyen Van Nhan (Ben Tre province) - nephew of martyr Dinh Cong Gam and Mr. Pham Ba Tien (Nghe An province) - nephew of martyr Pham Khanh expressed their emotion, honor and pride when receiving the Certificate of Merit from the Fatherland; at the same time, they affirmed to continue promoting the revolutionary tradition, being exemplary, actively studying, working and producing to contribute to the development of the homeland and the country, worthy of the heroic example of the martyrs.
On this occasion, promoting the fine tradition of “When drinking water, remember its source”, “Repaying gratitude”, responding to the call of the Governor of the State Bank of Vietnam, the Vietnam Bank for Agriculture and Rural Development supported resources to build 20 gratitude houses for 20 families of people with meritorious services, relatives of martyrs with housing difficulties in Nghe An province, with a value of 70 million VND/house. The Vietnam Bank for Agriculture and Rural Development also presented 81 gifts, each worth 2 million VND, to 81 delegates of people with meritorious services to the revolution, relatives of martyrs attending the program.
