National Document Interconnection Axis: Basic Step for E-Government

The official implementation of the National Document Interconnection Axis will be a fundamental step in the Government's digital transformation process. This is also a step for us to form a paperless Government administration, helping to improve work efficiency and save costs for society.

On July 12, 2018, the Prime Minister issued Decision No. 28/2018/QD-TTg regulating the sending and receiving of electronic documents through connection and interconnection of document management and administration systems between agencies in the state administrative system. Accordingly, the National Document Interconnection Axis is a technical and technological solution deployed from the Government Office to ministries, branches and localities to connect and interconnect the sending and receiving of electronic documents.

In the recent past, with the strong direction of Minister, Head of the Government Office (VGO) Mai Tien Dung and the efforts of ministries, branches and localities, a huge amount of work has been completed so that the National Document Interconnection Axis will be officially launched on March 12.

Towards a paperless administration

Since March 2018, that is, since the first trip the Prime Minister assigned the Government Office (VGP) together with the Ministry of Information and Communications and a number of large domestic IT enterprises to survey the construction of e-Government and digital economy of a number of successful countries in the world, the Government has been making very strong changes in direction, administration and implementation.

The National Committee on e-Government was established on the basis of consolidating the National Committee on IT application and is chaired by the Prime Minister, Deputy Prime Minister Vu Duc Dam is Vice Chairman, and the Minister and Head of the Government Office is a Standing Member and Secretary General.

With the spirit of taking people and businesses as direct service objects, the Committee has had many reformist views when building e-Government in this new phase and has advised the Government and the Prime Minister to issue a number of important legal documents as a foundation for the process of implementing digital transformation of the public sector nationwide.

In 2019, the goal that the Government has directed and the Government Office is making every effort to promote is: Completing the National Document Interconnection Axis, moving towards becoming a national digital data integration and sharing platform; operating the Information System for Government meetings and work processing (eCabinet); launching the National Public Service Portal connected and interconnected with all public service portals of ministries and localities to monitor the progress of providing online public services to people and businesses.

It can be said that, in the context of document management software and work records of ministries, branches and localities being deployed on many different technical and technological platforms, developed on different operating systems, and not yet connected to each other, the construction of a National Document Interconnection Axis with the function of connecting and interoperating document management software and work records of ministries, branches and localities is extremely necessary.

This will help the Government significantly reduce the cost of sending and receiving paper documents and the time for sending and receiving documents between state agencies every year, contributing to supporting the change in working style from a paper-based administration to an electronic document administration; at the same time, contributing to promoting the development of e-Government, improving the quality and efficiency of state agencies, serving people and businesses better and better.

The national document interconnection axis will also help increase the productivity and efficiency of government operations in sending and receiving documents, thereby reducing costs and making government operations and management much more effective.

Government 4.0 cannot lack 4.0 officials

In the first months of 2019, Minister and Head of the Government Office Mai Tien Dung continuously chaired meetings with ministries, branches and localities to promote the progress of connecting the National Document Interconnection Axis.

At the meetings, the Minister and Head of the Government Office always emphasized that the construction of e-Government must be closely linked to the role of the leader, promoting the application of IT in administrative reform, ensuring practicality and efficiency, with political determination, and unifying the viewpoint of "Acting quickly, achieving big results, doing things with certainty"; "thinking big, thinking comprehensively but starting from the smallest things".

However, the dream of a paperless administration is unlikely to be achieved without drastic action. According to Minister and Head of the Government Office Mai Tien Dung, many officials and civil servants still want to maintain the habit of working with paperwork instead of using and applying IT, because they do not want to give up their own rights and privileges. Hesitating and "stalling" in applying modern technology is to avoid being controlled and monitored.

Government 4.0 cannot lack 4.0 cadres. Therefore, each cadre must innovate himself to meet the requirements of the task and consider it a mandatory principle for cadres and civil servants when performing public duties, if you cannot do it, you must take responsibility, if you cannot do it anymore, you will be asked to leave the position.

According to Minister Mai Tien Dung, it is necessary to promote the role of the leader, because in all matters, if there is positivity and determination from the leader, the implementation will be very effective. The construction of e-Government is a synchronous implementation from top to bottom, if there is a link that is not complete, the entire process will be blocked.

On the part of the people and businesses, there also needs to be a change, from being used to bringing paper documents directly, not caring about internet connection, electronic connection, then the approach must change, because if there is only change from the staff, it cannot be effective./.
