On average, a Vietnamese person reads only 4 books per year, of which 2.8 are textbooks and 1.2 are other books. This figure is far lower than other countries in the region.
Books are an inexhaustible source of human knowledge. Reading books enhances one's understanding in all aspects, a legitimate need for everyone. Books provide a source of knowledge that readers can experience, learn, and research, enriching their own lives.
Reading books also reflects a beautiful cultural aspect in social life, especially for officials and employees of state agencies.

Currently, in developed countries such as Israel, France, and Japan, the average person reads 20 books per year. In other countries in the region, the average person reads 14 books per year in Singapore and 10 books per year in Malaysia. In Vietnam, however, the average person reads only 4 books per year, of which 2.8 are textbooks and 1.2 are other books. Thus, the reading culture among the Vietnamese people remains very limited.
Recognizing the role and importance of reading, the Ministry of Education and Training organized the opening ceremony of the 3rd Vietnam Book Day.
Speaking at the opening ceremony, Deputy Minister of Education and Training Pham Manh Hung said: The 3rd Vietnam Book Day aims to honor reading culture, awaken the habit and love of reading among officials and employees of the Ministry. In addition, it contributes to improving the quality of management and guidance of teaching and learning in schools in general, and to the management of school libraries, innovating activities and promoting the reading movement in schools in particular.
The 3rd Vietnam Book Day is also a practical activity to successfully implement Resolution 29 of the Central Committee of the Communist Party of Vietnam on fundamental and comprehensive reform of the education system.
On this occasion, Deputy Minister Pham Manh Hung suggested that officials and employees in the education sector should raise their awareness of reading culture, dedicating time each day and week to reading books and state management documents to gain a deep understanding of the law in general and specialized management documents in particular, in order to improve the quality of their daily work and contribute to enhancing the effectiveness of state management in education and training.
